ORDINANCE NO. 10 -931
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY AMENDING THE TEMPLE CITY ZONING CODE TO ALLOW
THE COMMERCIAL STORAGE OF RECREATIONAL VEHICLES AND
BOATS IN THE HEAVY COMMERCIAL (C -3) ZONE WITH THE
APPROVAL OF A CONDITIONAL USE PERMIT; TITLE 9, CHAPTER
1, ARTICLE F, PART 2, 9202: CONDITIONAL USE PERMITS, WHEN
REQUIRED; AND TITLE 9, CHAPTER 1, ARTICLE N, PART 4, 9390.A:
PERMITTED USES IN THE HEAVY COMMERCIAL (C -3) ZONE.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Based upon information presented in the City Council Staff Reports dated March 2,
2010 and January 19, 2010; and a Planning Commission Staff Report dated December 8, 2009, and based
upon a Public Hearing before the Planning Commission on December 8, 2009, and Public Hearings before
the City Council on January 19, 2010 and March 2, 2010 to consider certain amendments to the Zoning
Code, the City Council hereby amends the Zoning Code of the City of Temple City as described in Section 4
below based upon the findings set forth in Section 2 below and based upon the Environmental Assessment
which is discussed in Section 3 below.
SECTION 2. The need for a Zoning Code amendment is based upon the following findings:
While there are no permitted commercial recreational vehicle or boat storage facilities
in the City, an existing business owner has initiated this Zoning Code Amendment to
utilize a large vacant portion of his business site for such a use; and
2. This Code Amendment would update the existing text of the Zoning Code to permit
this type of use in the Heavy Commercial (C -3) Zone with the approval of a
Conditional Use Permit; and
3. At this time, the City Council will adopt a Zoning Code Amendment to allow the
commercial storage of recreational vehicles and boats in the Heavy Commercial (C-
3) Zone with the approval of a Conditional Use Permit.
SECTION 3. This project shall not result in significant effects upon the environment and a
Negative Declaration has been prepared and is hereby adopted in accordance with the State CEQA
Guidelines. The initial study as prepared indicates that there is no potential for adverse impact to the
environment as it relates to all wild animals, birds, plants, fish, amphibians and related ecological
communities, including the habitat upon which the wildlife depends for its continued viability.
SECTION 4. The City Council hereby makes the following amendments to the Zoning Code:
Section 9202 (Title 9, Chapter 1, Article F, Part 2, Conditional Use Permit) and Section 9390 (Title 9,
Chapter 1, Article N, Part 4, Heavy Commercial Zone, C -3) of the Temple City Municipal Code are hereby
amended to read as follows:

PART 2. Conditional Use Permits
9202: CONDITIONAL USE PERMITS, WHEN REQUIRED: The purpose of any conditional use permit
shall be to ensure that the proposed use will be rendered compatible with other existing, and
permitted uses, located in the general area of the proposed use.

PART 4. Heavy Commercial Zone, C -3
9390: PERMITTED USES: No person shall nor shall any property owner permit the use of any portion of
any property within the city, except for the following uses:
A. Principal Uses:
Commercial storage of recreational vehicles and boats subject to the approval of a
conditional use permit pursuant to section 9202 of this chapter provided the following
standards are met:
A. That the total land area of the subject site shall be a minimum of 20,000 square feet
and a maximum of 50,000 square feet. The commercial storage of recreational
vehicles and boats shall only be permitted as an ancillary use to an already existing
permitted or conditionally permitted commercial use.
B. That if the subject site which is contemplated for the commercial storage of
recreational vehicles and boats is located within the Rosemead Boulevard Project
Area of the Community Redevelopment Agency, then said use shall only be
conditionally permitted in "Block E" of the Rosemead Boulevard Project Area, and
shall be prohibited in all other blocks of the Rosemead Boulevard Project Area.
C. The area of the subject site designated for storage shall be screened from view of the
public right of way by a six -foot high view obscuring fence or wall.
D. Access to the storage area on the site shall be controlled through a locking gate and
access to the storage area shall only be permitted between the hours of 7:00 a.m.
and 10:00 p.m. and shall not occur during peak traffic hours.
E. The area of the subject site designated for storage shall be paved with asphalt,
concrete, or equivalent non - permeable surface.
F. No onsite washing or repairs of the recreational vehicles and /or boats stored on a
subject site shall occur.
G. The vehicles and /or trailers stored at an approved storage site shall be limited to the
following: recreational vehicles (as defined in section 3339.2) boats, or jet skis.
SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance and to its
approval by the Mayor and shall cause the same to be published according to law.
