M. o' clock, there were present Emmer- son H. James, Mayor, Reginald K. Gheen, Howard B. Gill, George Jr. Durfey, and Frank Raflo, Councilmen. Due to the absence of the Recorder and upon motion duly made seconded and carried, Frank Raflo was elected to serve as Recorder for the said meeting. - Mayor James read the following advertisement on notice to - contractors : ADVERTISEMENT OR NOTICE TO CONTRACTORS Sealed proposals will be received by the Town of Leesburg, Loudoun County, Virginia, in the Town Office .until 2 :00 P. M. , . E.S.T. , July 25, 1955, and there publicly opened and read immed- iately .thereafter for the furnishing of all labor and material and •the construction of the following: A sanitary sewer with manholes and service connections con- sisting of approximately 1,300 L. Ft. of 8" main in Route No. 7 I west of Parker Road and approximately 1,200 L. Ft. of 12" main in Parker Road south from Route No. 7. Plans and specifications are open to public .inspection at the Leesburg Town Office, the Builders Exchange of Richmond, and at the office of Perrow & Brockenbrough, Consulting Engineers , -1900 West Broad Street, Richmond, Virginia. Plans, specifications and other contract documents may be obtained from the Engineers upon deposit of $15.00 per set, all of which deposit will be refunded to unsuccessful actual bidders upon return .of such documents in good condition within ten days after receipt of bids. TOWN OF LEESBURG, VIRGINIA Specification/Por the Construction of Water and Sewer Mains and Appurtenances and Pumping Stations Definitions: Town of Leesburg, Virginia, hereinafter designated as Town. Contractor: The person, firm or corporation requesting permission to construct water and sewer mains and appurtenances in the Town of Leesburg, Virginia, or the suburban area which will become a part of the municipally owned water and sewer sys- tems. - - ' Inspector: The authorized representative of the Town of Leesburg, Virginia, who shall be designated to inspect and approve the work. Engineer: The authorized representative of the Town of Leesburg, Virginia, who shall be authorized to examine and approve the plans and inspect the work. General: The provisions of these specifications shall govern the construction of - water and sewer mains, any alterations and pumping stations within the public streets or on public property or in easements which shall become a part of the municipally owned water and sewer systems and shall be serviced amd maintained by the Town. Connection of water and sewer services to individual buildings shall be governed by the plumbing code of the Town. • Plans of the proposed water and sewer mains shall be submitted to the Town, showing proposed layout, location of mains, sizes, depths, grades for sewers, types of materials to be used, complete plans and specifications for any sewage pumping stations required and any other appurtenances. No work shall be commenced until the plans have been approved by the Engineer authorized by the Town and a permit has been issued by the Town. Where water and sewer mains are installed in streets and/or roads under the jurisdiction of the State Department of Highwaeys -a permit must be obtained from this Department. • ' Liability: Where the work is being done either within or without the Town limits, the Contractor doing the work shall hold the Town of Leesburg, Virginia, harmless from any damage or liability caused by this work. He shall provide sufficient barricades, danger signs, railings, night lights and .watchmentwhen necessary. He shall show evidence that he is covered by workmen's compensation, public liability and insuranceein amounts satisfactory to the Town. Hliseet(a:teaus 1Zecluit-e14:e1,4 Inspection of Work: The Town or its authorized' Inspector or Engineer shall at all times have access to the work wherever it is in preparation or progress for in- spection.. When tests are made, as required by the specifications, the Town shall be . notified in writing so that they can have someone present to witness tests. • ql Materials, Workmanship and Labor: All materials and work shall conform to the best practice. The work shall be carefully done in accordance with the specifications ' and the Inspector or Engineer shall have full power at any time to reject any work or material that does not conform to the true. intent and meaning of. the drawings and these specifications. Defective Work or Materials: Any materials or work found to be defective and not in strict conformity with the drawings or specifications, or defaced or injured through negligence of the Contractor or his employees, or through the action of fire or the weather, or any other cause, shall be removed immediately and new work substituted therefor without delay. • -Trenching and Backfill: Trenches shall- be excavated to sufficient width (not less than 8" beyond each side of pipe barrel when in place) to permit proper caulking and joining of the pipe and to sufficient depth to provide 30-inch cover over water pipes and to .the grade specified for sewer pipe. The trenches shall be excavated to straight lines or to a smooth curve. the trench bottom shall be graded to allow- the ' barrel of the pipe to be uniformly supported on the trench bottom and bell holes shall be excavated to permit caulking and installation of the joint or joint material. No blocking up of pipe on wood blocks or earth mounds or other means affording un- equal bearing will be permitted. Should rock be encountered, the trench shall be excavated to a depth of not less than 3" below normal trench bottom and brought up to normal subgrade with selected earth compacted in place by tamping. The trenches shall be made safe by the Contractor with sheeting or braces if required by the In- spector or Town.Engineer and shall be left in place if so ordered by the Inspector or Engineer. Sheeting left in place shall be cut off to a depth not less thai1 18" below the surface. The Contractor shall hot open up trenches more than 100 feet in advance of the completed work in streets which are carrying traffic and shall not completely block any cross streets without providing temporary bridges, unless special permission is granted. Backfilling around pipe shall be done with good clean clay or earth devoid of rock, and shall be tamped in 4" layers to a point 12"above the pipe barrel. Backfilling abov4this point shall be done with good clay or earth devoid of rock and spread in layers not over 6" thick and tamped by mechanical tampers for the entire depth of the trench where the work is in streets or entrance drives. . JRepaving: When any existing paving is cut for water or sewer mains the Contractor shall repave the ditch to the requirements of the Virginia De- partment of Highways. Water Mains: Materials: (a) Pipe 3" or Larger: Any water mains 3" or.larger shall be cast iron pipe made by the centrifugal process in normal lengths of approximately 12' or 18' and shall be of the bell and spigot type or of the mechanical joint type and the pipe shall be not less than Class 150 and shall comply in all respects with the'latest standard specifications of the American Standard Association covering cast iron pipe for -water, for bell and spigot pipe A 21.6 and mechanical joint pipe A21.11. It shall be cement lined or enamelined. Pipe fittings shall be bell and spigot or mechanical joint conforming to the pipe being used and shall be Class D fittings of the short body pattern and comply in full with A.W.W.A. specifications covering tar coated fittings for Class 150 cast iron pipe. (b) Mains 2-1/2" or smaller shall be of galvanized steel pipe or copper pipe. Steel pipe shall be standard weight galvanized conforming with Federal Specification VM-P-406 with any applicable addenda. Fittingsr shall be galvanized malleable iron conforming with Federal Specification • WW-P-521b and any applicable addenda. Copper pipe shall be seamless, annealed Type K complying with Federal Specification WW-T-799 and any applicable addenda, and fittings shall be wrought copper, cast bronze of solder joint or flared-tube type. Solder shall be of a composition recommended by the manufacturer of the fittings. (c) Valves: Valves and stops shall have ends suited, or adapters provided, for proper installation in the lines in which they are located. Valves 2-inch and larger shall be iron-body, bronze or brass mounted, double disc, parallel seat gate valves conforming with A.W.W.A. Standard Specifications and shall conform with make of valve being used in the Town, if required. Valves 1-1/2/ and smaller shall be standard brass body, round way, ground-key stops, with T-heads and checks. (d) Fire hydrants where required shall conform with Town of Leesburg existing hydrants or equal approved by the Town. They shall also conform with A.W.W.A. Specifications. Nozzle threads shall be similar to existing Town hydrants. Laying: Test pipe for soundness and clean interior and joint sur- faces before lowering into the ditch. Pipe shall have uniform bearing of each pipe. Bell holes shall be cut to permit the barrel of the pipe to rest upon undisturbed trench bottom for its full length and to permit jointing the pipe. Pipe shall be laid so that there is a minimum cover of 30 inches over the top of the barrel. • When bell and spigot pipe is used, it shall be joined in the best workmanlike manner by yarning with untarred square braided hemp firmly caulked into position, after which the joint shall be filled to a depth of 2-1/4" to 2-1/2" with pure lead, leadite or hydrotite joint compounds installed in strict accordance with the manufacturer's directions. Hemp shall be thoroughly dry and cut in lengths to allow lap of 2" when caulked into place with a yarning tool. Two pieces of hemp shall be used for each pipe joint, each piece so placed that the lap shall stagger and each piece shall be caulked separately. Suitable pipe runners shall be used on all poured pipe joints. . Joints with leadite or hydrotite shall be poured to a height of 6" above the top of the pipe by using cone shaped runner heads. Special care shall be exercised to heat the joint material only to the temperature recommended by the ' manufacturer and to complete the pouring of each joint in one operation. Where cast iron mechanical joint pipe shall be used, the joint shall be the standard rubber gasket type furnished by the manufacturer• for this pipe. . Test and Sterilization: After water mains have been laid, the Con tractor will be required to test these mains to a working pressure of 100 lbs. • and the test shall stand for two hours without showing appreciable drop in pressure.' After mains have been tested and flushed, they shall be sterilized with a chlorine solution equal to 50 parts of chlorine per 1,000,000 gallons of water, and allowed to stand for a minimum of 24 hours, and flushed out before using. ' Sewers: • • Materials: (a) Sewer pipe shall ,be single strength, either of concrete or vitrified clay. Pipe 6" to 12", inclusive, shall be in lengths not less than 3.0 feet. Concrete pipe shall comply fully with A.S.T.M. Specification Cl!1-35. Vitrified clay pipe shall comply fully with A.S.T.M. • Specification C13-h9T. Cast iron pipe where specifically called for shall be of the class noted on plans. (b) Joint materials for sewer pipe shall be loose twisted jute or oakum for gaskets and a low penetration coal-tar compound "Bitumastic Joint Compound C.P.I.-2" as manufactured by Wailes-Dove-Harriston Corporation, Westfield, New Jersey, and placed prime coat for bell and spigot as recommended by ,the joint compound manufacturer, or 1:2 cement-sand mortar joint. (c) Bricks for manholes ahall be 100% hard burned common shale brick. 54tja,,m aww. . (d)/1 Manhole covers shall be of cast iron designed for roadway traffic. They shall have the word "Sewer" cast in cover. Frame and cover shall weigh approximately 210 lbs. and 130 lbs. respectively and shall be • Clow-National Catalogue No. F3285, Dewey Bros., Goldsboro, N. C., M.H.-RCR1, or approved equal. I Laying: Test pipe for soundness and clean interior and joint surfaces before lowering into the trench. Lay, bell and spigot pipe with the bell upgrade. Lay all pipe in straight lines and on a uniform grade between points where changes in gradeoor alignment are shown. Check the line and grade of each pipe from a top line of wire or chalk line carried on batter boards not over 25 feet apart. Shape the bottom of the Trench to give uniform support to the lower third of each pipe and -fit pipe to form a smooth invert. Bell holes shall he cut to permit the barrel of the pipe to rest upon undisturbed trench boom for its full length and to permit jointing the pipe. No blocking of pipe will be permitted. Manholes: Manholes shall be made of brick to(s`3andard of Town. Base shall be of concrete and concrete shall have to minimum cement content of 5 bags per 'cubic yard. For brick manholes each course shall be a header course with 1/2 interior joint full shoved joints. All manholes shall have exterior surface plastered and troweled with 1/2 inch thick mortar. Mortar for joint and plaster shall be a mix of 1:2 cement-sand. Covers shall be set in mortar to finished grade of street or road. Testing Gravity Sewers: Each section of sewerssshall be checked for accuracy of alignment and grade. At such time during the progress of the work when the ground is thoroughly saturated, the sewer shall be blocked • off at manholes and the lines tested for infiltration or leakage by measuring the flow from respective sections of thesystem as directed. The leakage or infiltration of ground water into gravity sewers shall not exceed 300 gallons Ilper inch diameter per mile per 24 hours. Should leakage exceed the \maximum allowable, the Contractor shall locate and rectify such leaks. S ewage Pump Stations: Where sewers cannot be connected to existing sewers by gravity, sewage pumping facilities shall be required. The Contractor ahall furnish to the Town for approval by the Engineer complete plans and specification 6f the sewage pumping station. The requirements for sewage pumping shall be in general as follows: • The pumping station shall have 'a wet well and a dry pit for the pumps. The wet well and dry pit shall be made of reinforced concrete. The concrete shall be a designed mit to secure a watertight concrete having a compressive strength at the age of 28 days, as determined by breakng three. standard 6-inch diameter by 12-inch test cylinder specimen in accordance with procedure set forth in Specification A.S.T.M. Designation C31-38 and C39-33 of minimum average of 3,000 lbs. per sgiinch. The Contractor shall have such test 2./6 - i cylinders made and tested at his own expense and furnish the Town with certified copies of the test. Reinforcing steel shall be new billet steel, deformed and conforming with A.S.T.M. Specification Designation A15-30 or Federal Specification QQ-B-71a. Wire mesh shall conform to A.S.T.M. Designation . A-185-37. Reinforcing shall be placed according to the approved drawings, securely wired in place and entirely free from loose scale. The pumps, unless otherwise approved, shall be a minimum of two vertical electric driven sewage pumps, which will pass 3" solids and operate in dry pits. the pump motors shall have sufficient capacity to pump sewage required without over loading. PdDvision shall be made for automatically dewatering . dry pit as required. Pumps shall have-a starter for each motor and automatic alternator and float switch floor mounted. ' vElectrical: All electrical work shall be done in accordance with the National Electric Code and comply with the requirements of the local power company. Electric wiring shall be in rigid conduit. Provide ceiling light and T-head ' receptacle above floor for a 229 volt heater. Building: The pump house shall be constructed of brick or concrete block of a neat design to conform with surrounding area and approved by the Engineer. Brick shall be a good grade common red brick and concrete block shall comply with A.S.T.M.- Specification C90-44 and be cured by high pressure steam cured process. Roof shall be of concrete or timber with 20-1b. tin roof or 210-1b. asphalt shingle. The Contractor shall construct building of well-seasoned lumber, first class millwork, hardware and painting and shall submit specification with plans. Cleanup and Guarantee: On completion of the installation and before final in- spection is requested, the Contractor shall carefully go over all parts of the work and correct all uncompleted or faulty items. Ditches not to be repaved shall be left neatly leveled over or rounded, roadways shall be cleaned of surplus excavation, drains and drainage ditches shall be cleaned of excess excavation from trenching, and• all phases of the job left in neat and acceptable condition. • - . The Contractor shall guarantee the work against faulty work- ' manship and materials where applicable for a period of 12 months after com- pletion and acceptance by the Town. If within this 12-month period any leaks, or other defects. due to faulty workmanship on the part of the Con- tractor are disclosed, the Contractor shall, upon receipt of notice in writing from the Ta..n, promptly rectify such defects at his own expense. . • . SPECIFICATIONS • for Grading, Drainage, Surfacing, Curb & Gutter and Sidewalks as Required for Work Done Under Subdivision Regulations . For Town of Leesburg, Virginia Leesburg-shall continue to operate under the present_Law, Section 33-50.1 of 1948 code, Towns under 3,500 population, on agreement with the State Highway Department for addition of 0.25 miles of streets per year, meeting specifications in the agreement, for those streets already established or built up, and lying within the corporation limits. . • For all new subdivision streets within, partly within, or within a • two-mile area of the corporation line, the following specifications will govern: Plans shall be submitted showing right•=of-way (Min. 50 feet), III grades, profiles, typical sections, drainage, width of paving, sidewalks, and any other information required by the Planning Commission or Virginia Department of Highways, and shall be approved before work is started. • (a) Streets shall be graded and surface treated to minimum widths as follows: Surface Graded Surfaced Treated (1) Alleys 20 ft. `20 ft. 20 ft. • (2) Service Drives 32 " 20 " 20 " (3) Local Streets 32 " 20 " 20 " (4) Local Thoroughfares 36 " 24 . " 24 " Areas requiring sidewalks shall be graded to conform with street grades and side slopes shall be a minimum of 3-ft. horizontal to 1-ft. vertical, or as otherwise approved by the Planning Commission. Surface shall be composed of six inches of crushed stone or gravel, which complies with the Virginia Department of Highway's specifications for soil aggregate base stabilized course, Type I or II. Contractor, or developer, shall furnish information on source, or samples if required, to the Virginia Department of Highways for approval prior to placing. When conditions warrant a lesser or greater depth, the Planning Commission shall specify depth to be employed. The Contractor shall maintain the gravel or stablized base for a III- minimum of ten days before the surface treatment is placed. Prior to appli- cation of bituminous materials, all surfaces shall first be brought to even and smooth surface with required thickness and cross section, as shown on the approved plan. • Bituminous surface shall conform to the Virginia Department of Highway's Specification for "straight treatment" double application as a minimum. The period of .applying bituminous treatments shall be from the 1st of May until the 15th of October. Bituminous treatments may also be applied at such other periods as may be designated by the Resident Engineer of the Virginia Department of Highways as acceptable. (b) A drainage system shall be provided for by means of culverts under roads and entrances, side, lead and outlet ditched and any other structures that are necessary to provide adequate drainage of both natural and storm water for all streets and adjoining property. Easements for drainage and lateral drains shall be provided where necessary, and easements shall be recorded on plot plan. (c) Street signs that conform with present Town of Leesburg street signs, or as approved by the Planning Commission, shall be installed at all street intersections. ° (d) Curb, gutters or curb and gutters, where required, shall be con- structed of 1:2:4 mix concrete in sections not more than 6 to 10 feet long with 1/2" premolded bituminous joints at intervals not greater than 50 feet and at all tangent points of curves, and at the junction of valley gutters. (e) Sidewalks shall be constructed of 1:2:4 mix concrete with a minimum depth of 4" in alternate square blocks with a 1" premolded bituminous expansion joint at intervals not greater than 50 feet, and at the junction of sidewalks. 217 • Council decided not to accept any of the bids until.it had; had -time to discuss the matter with Mr. Perrow. M. there were present Emerson H. James, ' Mayor, Horace M. Hallett, Recorder, Howard B. Gill, Reginald H. Gheen, Frank Raflo and Morton Riddle, III, Councilmen. • Upon motion of Howard B. Gill, seconded by Frank Raflo and carried by a vote of three to nothing, Gill, Raflo, Riddle for, Gheen not voting, the following resolution was adopted. WHEREAS, the Council of the Town of Leesburg, in Virginia, is advised by. its Consulting Engineers , Perrow and Brookenbrough, that ' the one and one-half million gallon water storage standpipe which is to he.,erected for supplying water to the Town of Leesburg, in Vir- . ginia, should be located on the property of Harry I. Tiffany, oppo- site the Loudoun County Hospital and fronting on the Waterford Road; and, • WHEREAS, ' it is necessary for the Council of the Town of Leesburg, - in Virginia, to obtain immediately the necessary real estate for the location of said. water reservoir standpipe ; and, WHEREAS, it is the desire of the Council of the Town of Lees- - burg, in Virginia, topurchase at a fair and reasonable price, the _ necessary real estate for. the location of said' water reservoir stand- pipe; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, as follows : SECTION I : . That the Town of Leesburg, in Virginia,' purchase from Harry I. Tiffany the parcel or tractof land enclosed within • the solid line on the plat attached hereto marked Exhibit "A" , to- gether with a sixteen (16) foot easement for the location and instal- lation of a twelve (12)• inch water main to be located below the sur- face of the ground, and running from the aforementioned parcel or tract of land in a direct line to Waterford Road, as more fully shown on Exhibit--'=A"- attached hereto, said parcel or tract of land being located and situated in the Town of Leesburg, Leesburg Magisterial District, Iaidoun County, Virginia, on the West side of the Waterford Road, and more particularly described as follows : Beginning at a point in the line between the lands of the • Loudoun County Hospital and the lands of Harry I. tiffany, ' sixty (60) feet from the Southwest corner of the said Harry • I. Tiffany tract, and running North along said boundary line ' a distance of two hundred forty (240) feet to a point, and thence in a southeasterly direction a distance of one hundred twenty five (125) feet-to a point, and thence South in a line parallel to the boundary' line between the lands of the said Loudoun County Hospital and Harry I. Tiffany, a distance of . sixty (60) feet to a point,. and thence in a Southwesterly direction a distance of one hundred seventy (170) feet to the point of beginning, containing 0.344 acres, more or less, to- - gether with an easement sixteen. (16 ) feet in width running in • a straight line from the aforesaid tract and perpendicular to the said Waterford Road, for the purpose of• laying and construct- ing underneath the surface thereof a twelve (12) inch water main for the conducting of water from the aforementioned tract to a water'main of the town of Leesburg, in Virginia, to be located in and along said Waterford Road.
