That certain agreement between the Town of Leesburg, in Virginia; and the Tri-County Electric Cooperative, Uohn Allen Johnston, Sol Feldman, Leonard W. Parker, Ralph R. Peters, Southern States Leesburg Cooperative, . Incorporated, Chesapeake and Potomac Telephone Company of Virginia, the Virginia State Highway Department, the County School Board of Loudoun County, Virginia, dated the 24th day of October, 1955, providing for the installation and construction by the Town of Leesbprg, in Virginia, as agent for the aforesaid properfl owners, and extending from approximately the intersection of the Corporate limits of' the Town.of Leesburg, in Virginia, at its intersection with State Highway No. 7, thence Eastward to its intersection with Parker Road, thence Southwardly to the to the sanitary disposal plant of the Town of Leesburg, in Virginia. J. That certain deed of exchange by and between the Town of . Leesburg; in Virginia, and Loudoun Properties, Incorporated dated the • day of , 1955. . k. That certain agreement with bond attached dated September 30; 1955, providing for the construction and installation of the aforesaid sanitary sewer line by Alexander's Incorporated, at a' cost of Ten Thousand Eight Hundred Ninety-nine Dollars and Eighteen Cents ( $10,899.18). • SECTION II, The Auditor-Treasurer of the Town of Leesburg, in Virginia, be and he is hereby authorized and directed to certify to and authorize the Escrow Agent, in accordance with the above referred to Escrow Agreement of October 24, 1955, to pay any and all expenses incident to the aforesaid Agreement of the 24th day of October, 1955, covering the installation and construction of the aforesaid sanitary sewer line as the same are incurred, and shall obtain receipted statements evidencing the payment of same, and thereafter report his said actions to the Council for ratification and confirmation. • Passed this day of October, 1955. • • Mayor Recorder • There being no further business, upon motion duly made seconded and carried Council adjourned. Mayor :7,11,40* Recorder SPECIAL NOVEMBER 5, 1955 • • At a Special Meeting of the Mayor and Council of the Toim of Leesburg, in Virginia, held in the Council Chambers; Saturday, November 5, 1955 at 12 O'clock noon, there were present: E. B. White, Mayor, George J. Durfey, C. R. Hollandsworth, C. R. Lytle and Thelma J. Smoot, Councilmen. In the absence of the Recorder, Councilman George J. Durfey was r . appointed and elected to serve as Recorder Pro-tem. The Mayor stated that he had received a letter from Mr; Perrow informing him that Donald H. Selvage, low bidder on the sewer and water project had.agreed to a fifteen day extension on his bid, which•had expired on November 6. The Mayor stated that he expected Mr. Perrow to be in Leesburg on Monday, November 7 at which time, the matter of sewer costs on Route #7 • • would be taken up with him.as well as the Parker water and sewer line plans which are confusing because of street widths and materials to be used, etc. A letter from Mrs. Luck di Zerega asking for permission to • connect Rock Spring Dairy Farm to the Town Water supply system was read and after discussion-of same, and upon motion of C. R. Lytle, seconded by 9 George J. 'Durfey and,carried unanimously the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to issue a . permit to. Mrs. Florence Harrison to connect her Rock Spring Dairy-Farm to the water system; all costs incident thereto to be borne by firs. Harrison, including • the cost of installing a water meter and than she will be charged the regular "out of town" rate for all water used, and that the town will continue to pay Mrs. Harrison for water used by the town from the lower spring. hp� del Mr. White told Council he had received a romi2lr. Charles Monroe, Principal of Leesburg Elementary School in connection with the traffic problem ' in the school area. The Mayor asked that the Street Committee investigate same and report a solution to the problem. In the meantime the police are requested to patrol the area each afternoon at school closing hours to watch for traffic violations. • At this point Councilman Gheen arrived to take his seat with other members of Council. N At the suggestion contained in Mr. Perrows letter, and upon motion of C; C. R. Lytle, seconded by C. R. Hollandsworth and unanimously carried, the Mayor C; was directed to write the Pittsburgh Demoines Steel 6o. at once, accepting their Q bed of $54,800.00 for the erection of a steel standpipe. NOVEMBER 9, 1955 t, At a special meeting of the Mayor and ''ouncil of Town of Leesburg, in III Virginia, held in the Council Chambers on l lednesday November 9, 1955 at 5:00 o'clock P. M. There were present, E. B. White, Mayor, Horace M. Hallett, Recorder, Geo J. Durfey, Reginald K. Gheen, Howard B. Gill-, C. R. Hollandsworth, C. R. Lytle, and Thelma J. Smoot. A letter from Mr. Leonard Parker was read in which he requested a permit _ • J for water and sewer connection at-•'Edt South:''Stx'eet. Council agreed that as soon as the Town's Engineer approved,:'plans.;and:specifications; a permit would be issued. A letter from Mr: Howard W. 'Vesey, Town's Attorney regarding the Route 7 sewer line extension was read and is as follows: November 9, 1955 . Mr. Geo. E. Ward, Auditor-Treasurer Town of Leesburg Leesburg, Virginia , Re: Route 7 and Parker Road Sewer Dear Mr. Ward: I return herewith the.bills in re the above matter. IIIMr. Perrow has approved a bill for Alexander's Incorporated, Richmond, Virginia, of $10,635.25 which includes a cost of $466.00 as an extra for the removal of 46.6 cubic yards of rock at $10.00 per cubic yard. Mr. Perrow has also sent his bill in the amount of $1910.52 covering the Wilson survey, and engineering costs of $1098.02, staking out costs of $50.00 ' and inspection for three and one-half weeks of $437.50. Thus the bills approved by Messrs. Perrow and Brockenbrough are: . (1) Alexander's Incorporated, $10,635.25 (2) Perrow and Brockenbrough, $1373.02 • (3) Dalton Taylor, Inspector, $437.50. 1 1 -
