Durfey and,carried unanimously the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to issue a . permit t6 Mrs. Florence Harrison to connect tier Rock Spring Dairy-Farm to the water system, all costs incident thereto to be borne by Mrs. Harrison, including the cost of installing a water meter and that she will be charged the regular • "out of town" rate for all water used, and that the town will continue to pay Mrs. Harrison for water used by the town from the lower spring. h� e¢� dal Mr. White told Council he had received a romi2ir. Charles Monroe, Principal of Leesburg Elementary School in connection with the traffic problem in the school area. The Mayor asked that the Street Committee investigate same and report a solution to the problem. In the meantime the police are requested to patrol the area each afternoon at school closing hours to watch for traffic violations. At this point Councilman Gheen arrived to take his seat with other members of Council. At the suggestion contained in Mr. Perrows letter, and upon motion of C. R. Lytle, seconded by C. R. Hollandsworth and unanimously carried, the Mayor M. was directed to write the Pittsburgh Demoines Steel ,So. at once, accepting their et bed of $54,800.00 for the erection of a steel standpipe. Mayor SPECIAL NOVEMBER 9, 1955 At a special meeting of the Mayor and t'ouncil of Town of Leesburg, in Virginia, held in the Council Chambers on Wednesday November 9, 1955 at 5:00 o'clock P. M. There were present, E. B. White, Mayor, Horace M. Hallett, Recorder, Geo J. Durfey, Reginald K. Gheen, Howard B. Gill'; C. R. Hollandsworth, C. R. Lytle, and Thelma J. Smoot. • A letter from Mr. Leonard Parker was read in which he requested a permit for water and sewer connection atcEas.t South'. .-Street. Council agreed that as soon as the Town's Engineer approved,,'plans:and±sp'ecifications; a permit would be issued. A letter from Mr: Howard W. Vesey, Town's Attorney regarding the Route 7 sewer line extension was read and is as follows: November 9, 1955 Mr. Geo. E. Ward, Auditor-Treasurer Town of Leesburg Leesburg, Virginia Re: Route 7 and Parker Road Sewer Dear Mr. Ward: III I return herewith the.bills in re the above matter. Mr. Perrow has approved a bill for Alexander's Incorporated, Richmond, Virginia, of $10,635.25 which includes a cost of $466.00 as an extra for the removal of 46.6 cubic yards of-rock at $10.00 per cubic yard. Mr. Perrow has also sent his bill in the amount of $1910.52 covering the Wilson survey, and engineering costs of $1098.02, staking out costs of $50.00 and inspection for three and one-half weeks of $437.50. Thus the bills approved by Messrs. Perrow and Brockenbrough are: • (1) Alexander's Incorporated, $10,635.25 (2) Perrow and Brobkenbrough, $1373.02 (3) Dalton Taylor, Inspector, $437.50. 1. 0 In addition to the above is the bill of A. L. and W. N. Phillips for $347.00, totaling $12,792.77. On August 30, 1955, Perrow and Brockenbrough recommended the construction of Parts 1 and Parts 3 of the proposed sewer layout, the- samd being-in general effect, the Route 7 and Parker Road Sewer as constructed. In their-cost analysis the costs were shown as follows: Part-1, including the Phillips contract $9,385.68 • - Part 3 11,513.50 • or a total of $10,899.18. • • To these projects the survey, engineering costs and an allowance of $100.00 for rock was also allocated to Part 1, thus the grand total fo parts 1 and 3 were as follows: Part 1, Total costs $10,699.25 Part 3, Total costs 1,679.85 or a grand total of $12079.10. It was on this basis that authorization was given to go ahead with . the contract -with Alexander's Incorporated, including an allowance of $315.00 covered-by the Phillips contract. On September 30, 1955, Mr. Perrow submitted to the Mayor a contract between the Town and Alexander's, Incorporated eliminating the Phillips contract, stated to be $315.00 and the sum total of this contract amounted to $10,899.18, exclusive of rock costs. This contract was exected by the Mayor and the Recorder and thereafter submitted to me for approval as to legal content, which I revised and as revised is now in effect. The total funds put up by the land owners amounted to $10,688.62, t of which $13,214.40 has been deposited with The Loudoun National Bank in escrow and the remainahg• $474.22 -from the Virginia State Department of Highway is on its way from Richmond and will be deposited upon receipt. • I have completed all of my part of the work, namely; the negotiateons of the contract, the escrow agreement, the negotiations and exection of all easements, the deed of exchange of property, etc. The only document to be received is the deed of exchange from Loudoun Properties, Incorporated, which will be furnished through the Mayor, who represents Loudoun Properties, Incorporated, the same having been already exected by the Town of Leesburg, and the license agreement between the Town and Washington and Old Dominion Railroad-Company, which has been prepared, cleared with the railroad and awaits exection at the next Board of Directors' meeting, which, upon receipt will have to be exected by the Town and recorded. I am enclosing herewith my bill for legal services and have already given to the Auditor-Treasurer of the Tbwn of Leesburg, the costs of recording the several easements, amounting to $20.75.
