C{� Mayot ' REGULAR December, 12, 1955 At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia, Monday December, 12, 1955, at 7:30 o ' clock P. M. , there were present E. B. White, Mayor, Horace M. Hallett, Recorder, George J. Durfey, Reginald K. Gheen, Howard B. Gill, C. R. Hollandsworth , C. R. Lytle, and Thelma J. Smoot Councilmen. • The minutes of the regular meeting of November, 14th and the special meeting of November 26th; and 28th ; were read and u'Don. motion of C. R. Lytle, seconded by George J. Durfey and unaminously carried were approved as read. The Auditor-Treasurer read his monthly report for the mon- . th of November, 1955, and presented his current bills and up- on motion of Howard B. Gill, seconded by C. R. Hollandsworth, and unaminously carried the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills with the exception of Hayes Seay, Mattern, & Mattern and the said bill be in the amount $ 587. 34. N. and Al Phillips on the route 7 sewer project, and . that although they .did not feel . that the work was completely satisfactory nothing further could be done until the fill had time to settle more, and reccommended that part payment be made for this work, and upon motion of Howard B. Gill, seconded by CR. Lytle, and unaminously carried the follow- ing resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authoriz- ed and directed to pay A. N. & A. L. Phillips the sum of 3 300.00 as a part payment of their bill. Drs. W. P. Frazier and Oscar Hunter appeared before Council in intrest of the Loudoun County Hospital. Both Doctors requested Council to consider the hospital every way possible in locating the new water tank. They told Council that they felt sure that the hosptial would have to - be enlarged in- the very near future, and if the water tank was not' located with this matter in mind it prevent such expansion. Council asured' the doctors that it would do every thing possible to help the- hospital in any way that it could. CV M Upon motion of Reginald K. Gheeh; ' seconded by George J. Lytle seconded - by Thelma J. Smoot, and unaminously carried the following' resolution was adopted : BE IT RESOLVED, " by the Council of the Town of Leesburg in Virginia, . that the police men be given a day off per week wad 111 that Officer Barton be permitted to work the extra time and be paid for -same, and that this day off per week shall begin on December 16, 1955. Upon motion of C. R. Lytle, seconded by Thelma J. Smoot, and carried by a vote of 5 to 0 Gill not voting the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby author- ized and directed to pay each member of the Leesburg Volunteer Fire Company the sum of 3 20.00 as a Christmas gift for 1955. Upon motion of George J. Durfey, seconded by Howard B. Gill and unaminously carried the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby author- ized' and directed to charge off as of December 5, the balance of 1955 taxes due in the amount of 3 4. 35sagainst the Grimes property purchased by' the Town of Leesburg; Virginia. A Mr. Curry of the Koontz Equipment Company appeared be- fore Council and discussed with Council the matter of meters for the Town' s parking lot. ' It was called to the' attention of the Council that the Community Oil Companywanted to construct an over head stor age tank. Since Council was not sure if this was in violation of an ordinance, Council requested that the matter be refered • to the Town' s Attorney. Council requested Mr. Gheen to look into the matter of insurance in that area in the event such construction did take place. Upon motion of George J. Durfey seconded by Howard B. Gheen seconded by George J. Wilson to survey the block area of Loudoun, King, Wirt, and Market so that a walk could be constructed from the parking lots and that he felt that it would offer greater parking area. Recorder. • SPECIAL December, 23 , 1955. 6 At a special metting of the Mayor and Councilof the Town of Leesburg in Virginia, held in the Council Chamber on Tuesday Dec- ember 20, 1955, at 7 :30o ' clock P. M; there were present E. 3. White Mayor, George J. Durfey, Reginald ` . Gheen, Howard 8. Gill, C. R. Hollandsworth; C. R. Lytle, and Thelma J. Smoot, Councilmen. Due to the absense of the Recorder and upom motion duly made seconded and carried, Reginald K. Gheen was elected to serve as Re- ' corder pro-tem. Mayor White read letters from Dr. James T. Jackson, and Jack E. Caviness both owners of land adjacent to the Tiffany tract, in which they opposed the structure of undiresable structures on the Tiffany land. Mayor White explained to Council the present arrangement with reference to the Town Justices of the Peace, and stated that it would be necessary to secure another Justice of the Peace to assilst - Mr. Gill. _ Mayor White advised the Council that he erpected the Plann- - - ihg Commission to have a report ready to submit to Council at it' s next meeting on traffic and parking. Upon motion of George 1 . Durfey, seconded by Thelma J. Smoot and unaminously carried Council authorized the construction of a wooden cover and installiation of a sump pump and necessary pipe
