This discission was reached after Mr. Perrow stated that he felt it unwise to re- locate the water tank as it would not only be costly but would also reduce the water pressure some what. Upon motion of C. R. Lytle/seconded by Thelma J. Smoot and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that item #3 in the contract with Donald H. Selvage which was cancelled in a letter dated November 30, 1955, be and it is hereby reinstated. There being no further business and upon motion duly made seconded and carried Council adjourned. f-04ati 49f 1 Mayor Recorder REGULAR JANUARY 10, 1956 • At a regular meeting of the Mayor and Council of the Town of Leesburg , in Virginia, held in the Council Chambers on Tuesday , January 10, 1956, at 7 :30 P.M. , there were present : E. B. White , • Mayor ; Horace M. Hallett , Recorder; George J . Durfey, Howard B. Gill , C. R. Hollandworth , C. R. Lytle and Thelma J . Smoot , Council- men. The minutes of the regular meeting of December 12 , 1955 and special meetings of December 20, V955 and January 4 , 1956, were held and upon motion of George J . Durfey, seconded by C. R. Hollandsworth , and unanimously carried , were approved as read . The Auditor-Treasurer read his monthly statement for the month of December , 1955, and his quarterly report for the months of October , November and December , 1955, and his annual report for the period ending December 31 , 1955. • Upon motion of Howard B. Gill , seconded by C. R. Lytle , and unanimously carried , the following resolution was adopted : WHEREAS , the Auditor-Treasurer has presented to the Council of the Town of Leesburg , in Virginia , a quarterly report and an annual report on all receipts and an analysis of all disbursements for the months of October, November and December , 1955, and for the year ending December , 31 , 1955; ND:W, THEREFORE, BE IT RESOLVED by the Council of the Town of Leesburg , in Virginia , that the said quart- erly and annual report be and it is hereby accepted by the said Council ; BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg , in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to have a • copy of the said quarterly report published in a news- paper published in the said Town, and also to post a copy of said report in front of the •Court House in -said Town. Vesey $... 750.00 ' Carroll Wright 250.00 ' Perrow & Brockenbrough 7,713.64 ' $8,713.64 ' Mr. Frank Caldwell , a member of the Town Planning Commission, appeared before the Council and submitted a report and recommendation regarding parking plans for the Town of Leesburg. The said plans are on file in the Town Office . Upon motion of C. R. Hollandsworth , seconded by Howard B. Gill , and unanimously carried , the following resolution was adopted : BE IT RESOLVED by the Council of the Town of Leesburg , in Virginia, that the General Plan for S Off-Street Parking as submitted by the Town Plan- ning Commission , be and it is hereby adopted . Said plan is as follows: 20. "GENERAL PLAN FOR OFF-STREET PARKING AREAS LEESBURG, VIRGINIA • This statement together with a certain map dated December 5, 1955 and titled "General Plan for Off-Street Parking, Central District , Leesburg-, Virginia," comprise the Master Plan for a system of Parking Areas to serve the central business district , a part of the Master Town Plan of Leesburg . This plan expresses the recommendations of the Town Planning ' Commission as to the desirable location and general character of off-street parking areas in relation to present and future busi-. . ness development . It is meant to be a statement of policy that . . in allifuture development within the business district , whether public• or private , provision shall be made for parking areas sub- stantially in accordance with this plan. In general , the plan calls for the setting aside of spaces within• the interior and to the rear of each block in the business district for- parking , loading, and - service purposes. Parking is to be primarily for the general public , and there are to be pedestrian passageways between the parking areas and the main business streets . The property fronting on the latter streets . is to •be retained primarily for business purposes. As shown on the plan, the "Business Building Areas" areintended to indicate the gross areas- within which business building and activities shall be located . - The plan is intended to be carried out systematically step by step over an indefinite period of years , as the necessary parcels of property can be secured and developed . This plan is not intended to commit the Town to the public acquisition or development of the parking areas. Neither shall adoption of the plan be interpreted as an appropriation by the Town of any land for public use . Public- acquisition of any lands for such purposes shall be by dedication, purchase , or condemnation as provided by law. This plan provides a gross parking area of 9. 1 acres, and a gross business building area of 6.4 acres , within the territory shown on the plan. • This plan with the accompanying map was duly adopted by the Town Planning Commission as a part of the Leesburg Master Town Plan, this 6th day of January, 1956. s/ B. Bailey in which he disapproved of the Town' s construction of the proposed water tank on the Tiffany tract of land . Upon motion of Howard B. Gill , seconded by C. R. Hollandsworth , and unanimously carried , the following resolution was adopted : BE IT RESOLVED by the Council of the Town of Leesburg, . in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to withdraw Twenty-thousand Dollars • ($20,000.00) from The Loudoun National Bank Time Deposit Account on January 13, 1956 and deposit same to the water and sewer construction fund . 21 . Upon motion of Howard B. Gill , seconded by C. R. Lytle , and unanimously carried , the following resolution was adopted : BE IT RESOLVED by the Council the Town of Leesburg, in Virginia , that the . •1ft �T - _ be be and he is hereby authorized and directed to sign a contract with the Hankey' s Radio Service to keep the Town police car radio in operation S for a sum of Eight Dollars ($8. 00) per month. Upon motion of Howard B. Gill , seconded by C. R. Hollandsworth, and unanimously carried , Council authorized the Auditor-Treasurer to sell any discarded police uniforms at a price he deemed approp- riate. Upon motion of C. R. Hollandsworth , seconded by Howard B. Five :hundred and II forty-one dollars;sixtp-"sii cents per ,month and that .the Auditor-Treasurer be and he is hereby authorized and directed to see that all sections of the con- tract are fulfilled .
