REGULAR February 13, 1956.
At a regular meeting of the Mayor and Council of the town of
Leesburg in Virginia, held in the Council Chamber on Monday Feb-
ruary 13, 1956, at 7 :30 o ' clock P. M; there were present E. B. White,
Mayor, Horace M. Hallett, Recorder, George J. Durfey, Reginald K.
Gheen, Howard B. Gill, C. R. Hollandsworth, C. R. Lytle, and Thelma
J. Smoot Councilmen.
The minutes of the regular meeting, the special meetings of
Janurary, 25, 1956 and Janurary 31, 1956, were read and upon motion
of Reginald K. Gheen, seconded by C. R. Lytle, and unaminously carr-
ied were approved as read.
The auditor-Treasurer read his monthly statement for the month
of Janurary, 1956, and presented his current bills, and upon motion
of Thelma J. Smoot, seconded by Howard B. Gill and unaminously carr-
ied the following resolution was adopted :
BE IT RESOLVED; by the Council of the Town of Leesburg in Virg-
inia that the Auditor-Treasurer be and he is hereby authorized and
directed to pay the following bills :

Mr. Dudley Webb appeared before Council and informed them that
he planned to purchase a piece of land east of the town on route

# 7, and inquired if it would be possible to make a sewer and wat-
er connection from this property to the town' s water and sewage
system. Council suggested to Mr. Webb that he have plans prepared
for this project and submit a copy of the proposed plans to Council
and they would be turned over to the town' s engineer for approval,
and after such time the Council would approve4- or disapprove his
request.
Mr. George E. Ward of the •Town Planning Commission an recue5t- • •
ed that the council approve the enployment of a secretary atzCaeo"N'"' ��
• cost not to exceed $25.00 per month. This request was not granted,
but upon motion of Reginald . Gheen, seconded by Thelma J. Smoot,
and unaminously carried Council, appropriated/$150.00 for use by
The f3lanning Commission for the Remainder of this fiscial year.
Mary Louise Carr, and John L.. Carr submitted a request to the
Council in which they requested the rezoning of certain parcel of

land owned by by them located on East Loudoun Street, and
upon motion of Reginald K. Gheen, seconded by C. R. Lytle, and '
carried by a vote of 5 to 0 Gheen, gill, Durfey, Lytle, and
Smoot for Hollandsworth not votiong the following resolution was
adopted:
WHEREAS, Mary Louise Carr and John L. Carr have requested the
Council of thtt Town to include their property, located at 317
East Loudoun Street, between Loudoun and Alco Street, Leesburg,
Virginia, in the "Business District" and to remove the same from
" Residential District 1" , for the purpose of conducting a Restaur-
ant business ; and, •

• WHEREAS, pursuant to law of the State of Virginia, it is pro-
vided that the Council is authorized to submit proposals, amend-
ments or supolementsto any zoning regulations to the Board of Zon-
ing Appeals for its report and recommendations after public hear-
ing in relation thereto in the manner and method provided by law,
and
WHEREAS, the Council belives that the requested change aad
amendment should be submitted to the Board of Zonining Appeals •
for its report and recommendation.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town
of Leesburg, in Virginia:
(1) That the said Council hereby refers to the Board of Zon-
ing Anneals for its reoort- and- recommendation, the said request
of Mary Louise- Carr and John L. Carr to change the present desig-
nation of their property from that of. "Residential District 1"
to that of a "Business District" , after a public hearing in relat-
ion thereto_ to_ beheld, by the said Board in pursuance- to. law.
(2) That the' Recorder Of-this Town shall forthwith deliver a
certified cony. of this. resolution to. the Board of Zoning Appeals.
Upon motion Of- Reginald K, ' Gheen, seconded by Thelma J. Smoot
and unaminously. carried the following resolution was adopted :
• BE IT RESOLVED; by- the' Council' of the Town of Leesburg in
Virginia, that the Audiot-Treasurer be and he is authorized and
directed to withdraw 20,000.00 from the Time Account on deposit
in The People- National Bank' and- that the said fund be deposited
to the Water & Serer Cohstruction' Fund checking account.
' Upon motion of- Reginald K. • Gheen; seconded by Thelam J. 8
Smoot, and unaminously carried the following resolution was adopt-
ed :
' BE IT RESOLVED; byth e Council ef. the Town of Leesburg in
Virginia; that the Additor-Treasurer be and he is hereby authoriz-
ed a nd directed to with draw $25,000.00 from The Peoples National
Bank and $25,000.00 from The Loudoun National Bank which funds are
now earned on Time Deposit in the said banks, and that the said
withdrawls shall be made- at the Current 90 day intrest period on
or about April :12, 1956,
BE IT FURTHER RESOLVED, by the said Council that The Peoples
National Bank and The Loudoun National Bank be informed immediate-
ly that the with drawls will be made at the stated time.
Mr. Gheen of the Finance Committee asked the Chairmen of
all of the committee to submitt 'any request that they planned for
the budget as soon as possible so that his committee might start
' in the very near_future for the planning of the budget.
Mr. Gill of the Street Committee subitted a report regarding
certain changes in street parking.
Upon motion of C. , R. Lytle, seconded by C. R. Hollandsworth
' and unaminously carried, Council authorized the Water Committee
to purchase such valves, sleeves and other equipment they deem
necessary.
Durfey submitted,.a report regarding the work-was being
done by Mr. Lenoard Parker in the way of water and sewer .lines. .

5 Upon motion of C. R. Hollandsworth , seconded by Thelma J.
Smoot, and carried by a vote of 5 to M , Hollandsworth, Lytle,
Gill, Durfey, and Smoot for/ Gheen aganist the following resolut-
ion was adopted :
WHEREAS, it has been brought to the attention of Council of the
Town of Leesburg, in Virginia, that Leonard W. Parker appears to have made
unauthorized connections to the Town water and sewer lines in that he has
failed to comply with the plans and specifications approved by the Town
for the work being done in making such connections.
SNOW, THEREFORE BE IT RESOLVE, by the Council of the Town of Lees-
' burg, in Virginia, that Elijah B. White, Mayor of said Town, is,diereby
authorized and directed to investigate this matter and in the event he
determines that the said Leonard W. Parker has made unauthorized con-
nections to the -Town-water and. sewer lines or has performed authorized
work in an unauthorized manner, the said Mayor shall institute and prosecute
such legal proceedings in.the name of the Town, as may be necessary or take such
other steps as will be effectual to terminate such unauthorized connections
or require the said LeonarduY Parker to perform the said work in
T4 accordance with Town.approxed plans_ and .specifications.

12, 1956, at 7 :30 o ' clock P. M; there were present E. B. White,
