Smoot, and carried by a vote of 5 to @ , Hollandsworth, Lytle, Gill, Durfey, and Smoot ford Gheen aganist the following resolut- ion was adopted : WHEREAS, it has been brought to the attention of Council of the Town of Leesburg, in Virginia, that Leonard W. Parker appears to have made unauthorized connections to the Town water and sewer lines in that he has failed to comply with the plans and specifications approved by the Town for the work being done in making such connections. NOW, THEREFORE BE IT RESOLVED, by the Council of the Town of Lees- ' burg, in Virginia, that Elijah B. White, Mayor of said Town, isLhereby authorized and directed to investigate this matter and in the event he determines that the said Leonard W. Parker has made unauthorized con- nections to the Town water and_ sewer lines or has performed authorized work in an unauthorized manner, the said Mayor shall institute and prosecute such legal proceedings in_the name of the Town, as may be necessary or take such other steps as will be effectual to terminate such unauthorized connections or require the said Leonarduw. Parker to perform the said work in accordance with Town-appro led plans, and specifications. There being no further business, upon motion duly made, seconded and carried the Council adjourned. b-L-5k . . . . M; there were present E.. B. White, Mayor, Horace M. Hallett, Recorder, George J. Durfey., Reginald K. Gheen, Howard B. Gill, C. R. Lytle, C. R. Hollandsworth, and Thelma J. Smoot, Councilmen. - The minutes of the regular meeting of February, 1956 were read and upon motion of Reginald K. Gheen, seconded by Thelma J. Smoot and unaminously carried were aRtie !Zbas followers : WHERAS, the minutes of the regulaimeeting of February, 1956 were as follow: "Upon motion of Reginald K. Gheen, seconded by Thelma J. Smoot and unaminously carried the folloing resolution was ad- opted : - Be It Resolved, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to withdraw $25,000.00 from The Peoples National Bank and $25,000.00 from The Loudoun National Bank which funds are now carried on. Time Deposit in the said banks, and that the said withdrawls shall be made at the current 90 day intrest period on or about April 12, 1956." • NOW THEREFORE BE IT RESOLVED, by the Council of the town of Leesburg , in Virginia that the said resolution be and it is hereby titheerOto read as followers : BE IT RESOLVED, by the Council of -the town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby auth- orized -and directed to withdraw $25,000.00 from the Peoples National Banff and $25,000.00 from The Loudoun National Bank which funds are now carried on Time Deposit in the said banks, and that the said withdrawls shall be made at the currente 90 day intrest period on ar about May, 12, 1956. 2 6 Upon motion of C. Selvage $9,973.24 / ;69,973.24, Mr. Ward read a letter to Council which he had received from Mr. Glenn P. Weath rholt in which he submitted his re- signation as of March 15, 1956., and upon motion of C. R. Lytle, seconded by C. R. Hollandsworth and unaminously carried Coun- cil accepted Mr. Weatherholt's resignation with regrets. Messers West Dodd and Frank Marr of the Leesburg Rotary Club and in behalf of the said club appeared before Council and offered to plant certain shurbs and trees in the Town' s Parking Lot in an effort of adding a bit of beauty to the lot and and enjoyment to the community. Council accepted the offer, and asked that the Councils thanks be extented to the club for . the kind and thoughtful pro,j.ect. Mr. Frank Raflo , President of Leesburg Chamber of Comm- erce and in behalf of the Chamber appeared before Council and urged the Council and urged that every means possible be taken to improve the off street parking in the town. Mr. Raflo said the Chamber stood ready to assist in any way that it could. It was further stated by Mr. Raflo that the Chamber would try to make a financial comtributation toward the purchase of certain land that might be needed in the parking plan. Mr. Frank Carwell of The Leesburg Town Planning Commission appeared before Council and presented a drawing and plans re- garding the off street parking, .metering of the parking lots and etc. Mr. Carwell discussed the said plans .with .Council at some lengtb. A cony of the said plans and drawing are on file in the Towns ' Office. Upon motion of .Reginald K. Gheen, seconded by C. R. Holl- andsworth the following motion was offered : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginta that the said parking plans of The Leesburg Planning Commission be accepted, and that Council take stens to put the 27 saffid plans into operations at once. This motion was defeted. Upon motion of Howard B. Gill, seconded by C. R. Lytle and carried by a vote of 4 to 1 Gill, Lytle, Durfey, and Smoot for Gheen aganist, Hollandsworth note voting the following motion adopted : • BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the said parking plans of The Leesburg Planning Commission, submitted to the Council on this date be and they are hereby accpeted for further consideration. Mayor White informed the Council that there would be a special meeting of the Mayor and Council to be held on Wednes- day March, 14, 1956 at 7:30 P. M. Mr. Talbott of The Virginia State Highway Department dis- cussed with Council certain street and parking problems. Mr. Lowe of The Monroe Manor Corp; appeared before Council and requested that certain ristrictions as to park be placed ori Monroe Street. This Matter was refered to the Street Committee \ 01 for consideration, with the request that a report be made at 01 the specila meeting to be held on March, 14, 1956. Q • Q Mr. George J. Durfey read a letter he had received from ►-� Mr. Perrow regarding the removal of rock at the sewage disposal plant, and upon motion of George J. Durfey, seconded by Howard B. Gill, and unaminously carried the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that Donald H. Selvage be and .he is hereby authorized and directed to remove the rock at the town' s sewage plant as set forth in Mr. Warren Perrow' s letter dated March, 6, 1956, and that the cost of said removal of rock shall not exceed the amount of $400.00. Mr. C. R. Hollandsworth told Council that Mr. Edward Harr- ison had requested a loading zone be set up in front of his place of business. This matter was refered to the Street Comm- ittee for such action they fit to take. Upon motion of Reginald K. Gheen, seconded by Thelma J. Smoot and unaminously carried the following resolution was ad- opted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby auth- orized and directed to give notice to The Peoples National Bank and The Loudoun National Bank that the sum of $25,000.00 now carried as a 90 day Time Deposits, will be withdrawn from the said banks upon the experation of 90 days from the date of this notice. Upon motion of George J. Durfey, seconded by C. R. Hollands- worth the following ordinance was offered for adoption: An ordinance prohibiting the location, continuance and main- tenance of trailers and trailers camps, within the corporate limits of the Town of Leesburg, in Virginia : WHEREAS, it appears that the Town of Leesburg, in Virginia is not equipped to furnish trailers and trailer camps, with pro- per lighting and sanitation facilities. NOW, BE IT ORDAINED, that on +wrg and after the passage of this act, no trailer or trailer camps, shall be located, main- tained or occupied as dwellings, or for other purposes, except for limted' parking granted permission issued by the Police Dep- artment, within the cornorate limits of the Town of Leesburg, in Virginia. • Any person, firm or corporation, or combination of persons violating this ordinance, shall be arrested ; and upon convict- ' ion, fined not less than $10. 00 nor more than $100.00 per day, until the trailer or trailer camp moved from the Town. of Lees- burg, in Virginia, and the ground upon which it was maintained nut in a sanitary and presentable condition. Any trailers or ' A: 28 trailere camps now in the Town of Leesburg in Virginia, . shall be given thirty_ days notice before the enforcement of this ordinance. This ordinance shall become effective upon its passage. The motion for the adoption of this ordinance failed to carry. Upon motion of Reginald K. Gheen seconded by Howard B. Gill a carried the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the ordinance nrohibbiting trailers and trailer camps in the town of Leesburg, in Virginia be and it is hereby tabled. Unon motion of C. R. Hollandsworth, seconded by Reginald K. Gheen, and unaminoully carried the following resolution was adopted : . BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby author- ized and directed to nay John W. Fiske the of $30.00 for the special nolice work that he did for the town. • Mr. Harrison, Myers and Flint members of the Leesburg Plan- ing Commission and The Leesburg Chamber of Commerce were present and expressed their veiws regarding the parking and traffic plan. • Upon motion of Reginald K. Gheen, seconded by Thelma J. Smoot, and unaminously carried the following resolution was adopt- ed : • WHEREAS, it is imperative that steps be taken immediately to further relive the congestion of traffic and provide more eff- ective control of parking and to provide additional parking fac- ilities in the Town of Leesburg, in Virginia, and, WHEREAS, The Town Planning Commission has recommended certain stens to be taken at this time, • NOW, THEREFORE, BE IT RESOLVED, by the Council of, the Town of Leesburg in Virginia that the following be and it is hereby adopted : • ( 1) That. Council hereby adopts in general the plan as sub- mitted by the Planning Commission. (2) That the Council proceed immediately to •aquire the necessary right of way to connect the narking lot bounded by Market & Wirt Street with the new parking lot north of Loudoun - Street. ' (3) That Council call for bids for necessary paving of the new narking lot and right of way connecting the lots. • 1
