carry.
Upon motion of Reginald K. Gheen seconded by Howard B. Gill
a carried the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that the ordinance orohibbiting trailers and trailer
camps in the town of Leesburg, in Virginia be and it is hereby
tabled.
There being no further business and upon motion duly made
seconded and carried Council adjourned : -

BE&CIAL March 14, 1956
•
At a special meeting of the Mayor and Council of the Town
of Leesburg, in Viginia, held in the Council Chamber Wednesday
March 14, 1956 , at 7 :30 o ' clock P. M; there were present E. B.
White Mayor, Horace M. Hallett, Recorder, George J. Durfey,
Reginald K. Gheen, Howard B. Gill, C. R. Hollandsworht, C. R.
Lytle, and Thelma J. Smoot, Councilmen. •
Unon motion of C. R. Hollandsworth, seconded by Reginald
K. Gheen, and unaminoully carried the following resolution was
adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that the Auditor-Treasurer be and he is hereby author-
ized and directed to pay John W. Fiske the of $30.00 for the
special police work that he did for the town.
Mr. Harrison, Myers and Flint members of the Leesburg Plan-
ing Commission and The Leesburg Chamber of Commerce were present
and expressed their veiws regarding the parking and traffic plan.

Upon motion of Reginald K. Gheen, seconded by Thelma J.
Smoot, and unaminously carried the following resolution was adopt-
. ed :
WHEREAS, it is imperative that steps be taken immediately
to further relive the congestion of traffic and provide more eff-
ective control of parking and to provide additional parking fac-
ilities in the Town of Leesburg, in Virginia, and,
WHEREAS, The Town Planning Commission has recommended certain
stens to betaken at this time,

NOW, THEREFORE, BE IT RESOLVED, by the Council of, the Town
of Leesburg in Virginia that the following be and it is hereby
adopted :
•
( 1) That. Council hereby adopts in general the plan as sub-
mitted by the Planning Commission.
•
(2) That the Council proceed immediately to -aquire the
necessary' right of way to connect the parking lot bounded by
Market & Wirt Street with the new parking lot north of Loudoun
- Street. ' .
•
(3) That Council call for bids for necessary paving of the
new narking lot and right of way connecting the lots.

(4) . That each of thepar'king lots be metered, the old lot to
be metered immediately, the new lot as soon as surfaced.
( 5) That a walkway be established from the parking lot east
to King Street.
(6) That narking be removed immediately from the East side
of King Street, from Loudoun Street north to North Street. That
the meters now on the east side of .King Street be moved to the
north side of Loudoun Street from King to Wirt Street and the
east side of Wirt Street from Loudoun to Market Street.
Upon motion of C. R. Lytle seconded by C. R. Hollandsworth
and carried by a vote of 5 to 1 Lytle, Hollandsworth, Durfey,
Gill and Gheen for Smoot aganist, the following resolution was
adopted:
BE IT RESOLVED, by the1Council of the Town of Leesburg in
Virginia that the i#fl United States Post Office of Leesburg in
Virgina, be and that they are hereby given permission to place
an auto letter drop or collection mail box on the side walk in
front of the said post office, and
CO BE IT FURTHER? Resolved by the Council of the Town of Lees-
01; • burg in Virginia, that the Auditor-Treasurer be and he is here
by authorized and directed to remove parking meter west of the
- Host office to accomodate the placing of a mail box.
Upon motion of Thelma J. Smoot, seconded by George J. Dur-
fey and unaminously carried the following ordinance was adopted :
WHEREAS, it appears that the Town of Leesburg, in Virginia
. is not equipped to furnish trailers with proper lighting and
sanitation facilities.
BE IT ORDAINED, that on After the passage of this act, no
tailer shall be located, maintained or occupied as a dwelling
or for other purposes exeept in trailer camps approved by Town
Council and limited parking granted by permission issued by the
Police Department, within the cooperate limits of the Town of
Leesburg, in Virginia.
Any person, firm or Cooperation or combination of persons,
violating this ordinance, :shall be arrested ; and upon conviction
fined not .less than $10. 00 nor more than $100.00 per day, until
the trailer. i$ move from the Town of Leesburg, in .Virginia, and
the ground upon which it was maintained put into a sanitary and
" presentable condtion. The owner or occupant- of trailers now in
the Town, of Leesburg, in Virginia, not located in an approved
trailer camo, shall be given thirty days notice before the en-
forcement of this ordinance. .

ed : .
Whereas, it id necessary that the Town of Leesburg, in
Virginia, exercise more effective control over extensions, add-
itions pr connections to the water system of the Town of Lees-
burg,
' NOW? THEREFORE? BE IT ORDAINED AND ENACTED BY THE COUNCIL
OF THE TOWN OF LEESBURG, IN VIRGINIA, as follows :
Section One - That Paragraph Eight of the Ordinance adopt-
ed by the Council of the Town of Leesburg, in Virginia, on the
13th day of February, 1939, which ordinance is of record in Re-
cord Book, Page 200 of the said town, be and it hereby is ree-
cibded.
Section Two - That any owner of real property situate out-
side the Corporate Limits of the Town of Leesburg, in Virginia, -
who shall have in the past, pursant to the provisions of Para-
granh Eight of the Ordinance enacted by the Council of the said
town on the 13th day of February, 1939, herein above mentioned

at his own expense connected with the water system of the
said town and paid all expensesincldental thereto, such owner
to be fully responsible for the repair and maintanince of any
such line, but the Council of the said townreserves the right
to •disoontirnhence is necessary or desireable in the opinion
of the said Council.
• Section Three - That no connection to the water system
of the Town of Leesburg, in Virginia, or any extensions of
such water system shall be made for the purpose of serving us-
ers located outside Cif the Corporate Limits of the said town,
except the approval by- the Council of the said town of an
application submitted to the said Council by such proposed us-
er. Any such applications shall be accompanied by plans and
specifications which meet the approval of the Council of the
said Town, and such approval will be condtioned upon the said •
lines or extensions to the water system of the said town being
installed in accordance with plans and specfications approved
by the Council of the said town, and be--further condtioned
upon the title to any such water lines or extensions connected
thereto vesting in the said Town, free and clear of any debt
or claim of any person, corporation, firm or combination of
persons.

Section Four - That this ordinance shall take effect and

There being no further business and upon motion duly made
seconded and carried Council adjourned.

SPECIAL MARCH 24, 1956 .
At a Special meetimg of the Mayor and Council of the Town of Leesburg,
in Virginia, held in the Council Chambers, Saturday, March 21 , 1956 at 11:40
A. M., there were -present: Elijah B. White,. Nayor, Howard B. Gill, George
J. Durfey, C. R. Hollandsworth and C. R. Lytle, Councilmen.-
The Mayor stated that the meeting had been called to consider an
application for the installation of a water meter for Robert E. Steadman,
at his property on Queen Street in Lowenback Subdivision, which is outside
. of the corporate limits of Leesburg. A. sketch of this connection along
with Mr. Steadman's application had been submitted to the Auditor-Treasurer.
This connection had been arranged for at a previous date with Mr. Claude
Honicon and no extension from existing lines was necessary.
Under the circumstances it was moved by Councilman George J. Durfey,
seconded by Councilman C. R. Lytle of the Water Committee and approved by
members of Council present to allow the connection and installation of
a water meter.
There being no further business, the Council adjourned. •
