At a regular meeting of the Mayor and Council of the Town of Leesburg in • Virginia, held in the Council Chamber Monday April, 9, 1956, at 7:30 o'clock P. M; there were present E. B. White, Mayor, Horace M. Hallett, Recorder, George J. Durfey, Reginald K. Gheen, Howard B. Gill, C. R. Hollandsworth, C. R. Lytle, and Thelma J. Smoot Councilmen. The minutes of the regular meeting of -March 12, 1956 and the special meet- ings of March, 14, and 24 were read and upon motion of C. R. Hollandsworth, sec- onded by George J. Durfey, and unaminously carried were approved as read. The Auditor=Treasurer read his monthly statement for the month of March,1956 and his quarterly report for the months of Janurary, February, and March, 1956, and upon motion of Reginald K. Gheen seconded by Thelma J. Smoot and unaminous- ly carried the following resolution was adopted: • WHEREAS, the Auditor-Treasurer has presented to the Town Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and analysis of all disbursements for the months of Janurary, February, and March, 1956, NOW, THEREFORE., BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly statemnet of the Auditor-Treasurer be and it is hereby accepted by the said Council, 0, `t BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia et�- that the Auditor-Treasurer, be and he is hereby authorized and directed to have a copy of said statemnt published in a newspaper in the said town and also post a copy in front of Court House in the said town. The Auditor-Treasurer presented his current bills, and upon motion of C.R. Lytle seconded by Reginald K. Gheen and unaminously carried the following res- olution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co $ 272.25 e C. & P. Gheen seconded by Thelma J. Smoot and un- aminously carried the following resolution was adopted: BE IT .RESOLVED, by-the Council of the Town -of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and directednto have the necessary ads placed in the Loudoun-Times Mirror Newspaper call To bids for parking meter that are to be used in the town's parking lots and other places as desiginated by the Town Council, and that the said bids shall be opened at the Torn Council Office at 12 eiclock noon on April 27, 1956. • Mr. George J. Durfey read a letter from Mr. Warren C. Perrow,cdated April 2, 1956, and said letter is on file in the Town Office. The letter made certain references to the purchasing of an electric pump and to cancel the plan for purchasing of a gasoline operated pump, and upon motion of George J. Durfey seconded by C. R. Lytle and unaminously carried the council authorized the purchase of the pump as out lined the the said letter of Mr. Warren C. Perr- ow dated April, 2, 1956. Upon motion of Reginald K. Gheen seconded by George J. Durfey and un- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Water Committee be and they are hereby authorized and requested to pur- chase three four inch valves, three six inch valves, and one eight inch valv- es, providing the Town's Engineer deems the valves are necessary. Upon motion of Thelma J. Smoot seconded by C. R. Hollandsworth and un- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Street Committee be and they are hereby requested to meet with the Town's Attorney and members of the Virginia State Highway Office to draw up the necess- ary specifications for !BLACK TOPPING" of the parking lot and walk way from the parking lot to King Street, and that bids be called for said work. Upon motion of Reginald K. Gheen seconded by Thelma J. Smoot and unamin- ously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Town's Attorney be -and -he is -hereby authorized and requested to investi- gate the Town of Fairfax's -proposal to -install a datum in Goose Creek, and to take water from the said-stream for the said town of Fairfax, and -that the - Torn's Attorney be further -requested to advise the Town of Leesburg Council as to it's rights regarding this -matter. Upon motion of Thelma-J: Smoot seconded by C. R. Lytle and carried by a vote of 5 to 0 Smoot; Lytle, -Gill, -Gheen and Durfey for., Hollandsworth not votingthe following-resolution was adopted: • WHEREAS; the Mayor has reported-the receipt by him, of a letter from Richard W. Burbank, Chairman-of the Board of Zoning Appeals for the Town of Leesburg, recommending-the-rezoning of-the property belonging to John L. and Mary Louise Carr, located at•317•East Loudoun Street, by transferring from "Residential District-#1"•to "Business-District"; THEREFORE, BE IT RESOLVED; by•the-Council of the Town of Leesburg, in Virginia, that the aboveamentioned•property be rezoned, by removing from "Residential-District #1" and placing in "Business District".
