HomeMy Public PortalAbout1956_05_08SPEC 37 BE IT RESOLVED, that the proper officers of the Town of Leesburg, State of Virginia, are hereby authorized and directed to enter into a contract with the DUNCAN PARKING METER CORPORATION, through their Distributor, the KOONTZ EQUIPMENT CORP. , for the leasing and installation of eighty-two (82) , more or less , Duplex and MILLER MULTIPLE-COIN PARKING METERS. Rental Payments on said meters to be provided for solely from the receipts , funds and revenues obtained by the Town fron the operation of said Parking Meters , without in any manner obligating the Town to pay for same from any other source. I, Horace M. M., there were present: Elijah B. White, Mayor, Reginald K. Gheen, C. R. Lytle, George J. Durfey, C. R. Hollandsworth and Thelma J. Smoot, Councilmen. In the absence of the Recorder, Councilman George J. Durfey was appointed to serve as Recorder Pro-Tem. The Finance Committee submitted a proposed budget to the Council for the fiscal year beginning July 1, 1956 and ending June 30, 1957 and upon motion of Reginald K. Gheen, seconded by C. R. Lytle and unanimously carried, Council voted to consider the said budget at a regular meeting of Council Monday, , 1956 at 8:00.o!clock.P. M..at which time citizens of the town woyld be d' Wan opportunity.to express their views regarding the said budget and that the said budget be.published-one.time in. a.newspaper published in the Town of Leesburg. . On motion of Councilman.Reginald K..Gheen, seconded by Thelma J. Smoot and unanimously carried the following proposed.amendment to the Tax and License Ordinance was tentatively.accepted and ordered to.be published once in a newspaper published in the Town of.Leesburg, .said amended ordinance to be considered at a meeting of Council.Monday, .aR,.1956 in. the.Town effice Building at 8:00 P. M.: Jurign BE IT ORDAINED,.by the Council of.the.Town of Leesburg, in Virginia, that the general.tax and license ordinance for the Town of Leesburg, in Virginia, as amended, adopted May 23, 1938, nbe_further. amended by adding thereto the following: 63. TRADING.STAMPS.. On (very person, whether acting for himself or as agent for another engaged in. the. selling.or redeeming of trading. stamps, coupons, tokens or any other device.for.a.like purpose, or who shall engage in the business of providing plans.or schemes for the use by others of such stamps, coupons, tokens or other device for a like.purpose, a specific license tax of Three Hundred Dollars ($300.00). payable.upon the issuance ofi said license, and thereafter a license tax of Three Per Cent. (3%) of. the gross receipts of every such person for each calendar quarter,.payable. on the 15th day of the next succeeding calendar month. The.license.required herein.shall.not.be required of a person who as an incident to.his business as.a.wholesale.or retail.merchant or manufacturer in the Town of,Leesburg, in Virginia, issues or redeems trading stamps, coupons, tokens or other devices for a like purpose. Any person or agent engaging in any such business without paying the 38 license therefor, shall be fined Five Hundred Dollars ($500.00), and for failing to make any of the quarterly payments herein required the fine shall be Five Hundred Dollars ($500.00) for each offense. Any person or agent who shall fail to pay any fine imposed on him for the violation of this ordinance, shall be imprisoned for not less than thirty days hor more than sixty days. • This amendment shall become effective on and after July 1, 1956. M; there were present E. B. White Mayor, Horace M. Hallett, Recorder, Geo J. Durfey, Howard B. Gill, C. R. Hollandsworth, C. R. Lytle, and Thelma J. Smoot, Councilmen. • The minutes of the regular meeting of April, 9, 1956, the special meetings of April, 17, 23,. 29, and May 8, 1956, and upon motion of C. R. Lytle, seconded by George J. Durfey and unaminously carried were approved as.read. The Auditor-Treasurer presented his monthly statment for the month of April, 1956, and presented his current bills and upon motion of C. R. Hollandsworth sec- onded by George J. Durfey, and unaminously carried the following resolution was adopted: .
