Jackson, be, and he is hereby elected a member of the Council of the Town of • Leesburg, in Virginia , for the unexpired term of Thelma J. Smoot . • Council authorized the employment of Mr. S. C. Bell as Police Officer to serve for Samuel H. Barton 'while on vacation for two'. weeks . Shifts to be adjusted with all Police Officers . Mr. Bell , is to be paid at the straight rate •of pay of Mr. Barton. There .being no further business , upon motion duly made, sec- onded and carried , Counc il aadjourned . Mayor Recorder Pro-tem SPECIAL, JULY 23, 1956 At a special meeting of the Mayor and Council of the Townof Leesburg, in Virginia, held in the Council Chamber, Monday, July 23, 1956, at 7 :30 o 'clock P. M. , there were present , E. B. White, 'Mayor, Horace M. Hallett , Recorder, Reginald K. Gheen, Howard B. Gill , C. R. Hollandswortn, Dr. James T.• Jackson and C. R. Lytle, Councilmen. • Mayor White administered the oath of office to Dr. James .T . Jackson and duly swore him inasa member 'of the Town Council of the Town. of Leesburg, in Virginia'. Mr. Robert K. Wilson, Certified . Land Surveyor, appeared be- -• fore. Council and reported .on the progress he has made in the sur- - vey of establishing the property lines of the properpty 'in quest- ion in ;the area bounded by King, Loudoun, Market and Wirt Streets . Mr. Wilson discussed with Council further work that might need to be" done in this area , and uponmotion of Reginald K. Gheen, sec- onded by C. R. Hollandsworth and unanimously carried , the follow- ing' resolution was adopted : ..BE IT RESOLVED, by the Council of the Town of Leesburg,. in Virginia , that the sum of Three Hundred Dollars ($300.00) be appropriated for the making of aerial photographs• of the blocks bounded by Wirt , Cornwall, Church and Loudoun Streets , and re- quested Mr. Robert K. Wilson to have the aforesaid aerial photo- graphs made. Upon motion of Reginald K. Gheen , second by C. R. Lytle and unanimously carried , the following resolution was-'adopted :. ' BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia , that the Auditor-Treasurer, be, and he is hereby auth- orized and directed to pay to Robert K. Wilson, the sum of Fifty Dollars ($50.00) for services rendered the Twon, in establishing certain elevations, on the Tiffany property. .• Upon motion of Reginald K. Gheen, seconded by C. R. Hollands- worth, and unanimously carried , the following . resolution was adopt- .. , ed : . . . WHEREAS, the Town Planning Commission for the Town of Lees- burg, in Virginia , pursuant to a resolution adopted at a duly . called and held meeting of the Town Council of .the Town of Lees- burg , in Virginia , on the day of , - 19 , has com- pleted a long , detailed , thorough and complete study ,of; the area adjacent and ' adjoining the Town Limits of .the Town off Leesburg , in Virginia , with a view towardthe advisability oftannexing a portion of said area ; and , 55 WHEREAS, the Town Council of the Town of Leesburg, in Virginia , has expended sums of money in collecting and securing data with res- pect to said area adjacent to the present Town Limits of the Town of Leesburg, in Virginia ; and , . - . WHEREAS, the Council of the Town of Leesburg, in Virginia, -has employed Julian Tarrant , Richmond ,. Virginia , Consulting Planning Engineer for the Town of Leesburg , in Virginia ; and , • WHEREAS, the Town Planning Commission did on the day of , 19 , submit to the Town Council its recommendations with respect to the area that should be annexedby the Town _of Leesburg , in Virginia , and in connection therewith submit a plat .of the. area which the said Town Planning Commission recommended that the Town of eesburg , in Virginia annex ; and , • • WHEREAS, the Town Council for the Town of Leesburg , in Vir- ginia, has given ,careful and mature consideration of the proposal of the Town Planning Commission with respect to the area to be annexed by the Town of Leesburg, in Virginia ; M NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Cr: Town of Leesburg, in Virginia, that the Mayor, be, and he is here- < by authorized, directed and instructed to employ a competent cer- 4 tified land surveyor to make a plat and survey of the boundaries '-" of the area which the Town of Leesburg now proposes to annex, the same being the proposed annexed area recommended by the Town Plann- ing Commission -and attached hereto and made a part hereof and matted • Exhibit "A" , provided however, that said survey shall follow exist- ing property lines to the fullest extent possible and to this end said land surveyor shall as soon as possible relate Exhibit "A" to said property lines and advise the Town Council accordingly for the purpose of receiving more specific instructions as to the. location of said survey lines ; and ,. BE IT -FURTHER RESOLVED that- upon the completion of said plat 111 and survey by the said certified land surveyor, that the same be submitted for further consideration of this Council , by the Mayor at a special meeting to be held on the • day of . , ' 19' ; and, BE IT FURTHER RESOLVED that the Town Attorney, be, and he is hereby authorized and. directed to prepare a form of ordinance to provide for" the extension of the Corporate Limits of the Town of' Leesburg , in Virginia , in pursuance of the provisions of the Code of Virginia , 1950, as amended , for the consideration of the Town Council at a special meeting of said Council to be held on August , 1956. • Upon• motion of Howard 13. • Gill , seconded• by Reginald K., Ghe.en, and• unanimously carried , Council agreed to dispense with the regular Council meeting , and tha the said Council go into an executive session. At the completion. -of the executive session, the Mayor declared Council* in regular session again. Mayor White turned over a number of bids he had received for repairs to the police car to the Police Committee for their investi- gation, and requested that they report at the, next meeting. . $I Upon motion of Reginald K. Gheen, seconded by Howard B. Gill, and unanimously carried by a vote of four to, nothing , Dr.- James T . -Jackson not present to 'vote, the folloWing -reolutior was adopted . BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Mayor White, be, and he is hereby authorized and requested to sign the deed of correction regarding the sale of the -Town Hall property to Milton G: Myers , AND BE IT.
