HomeMy Public PortalAbout1956_07_31SPEC 56 SPECIAL, JULY •27, 1956 At a special meeting of the Mayor and Council of the Town of Leesburg , in Virginia, held in the Council Chamber, Friday, July 27, 1956, at 10 :00 o 'clock P. M. , there were present E. B. White, Mayor, Horace M. Hallett , Recorder, Reginald K. Gheen, C. R. Hollands- worth, Dr. James T . Jackson, C.• R. Lytle; Councilmen: Mr. Julian Tarrant met with some of the' members of`.the Council at an informal session and discussed the street plan. • Also, after Council declared itself in regular session, Mr. William J. Cox and Mr. Francis L. Patton discussed this plan with the Council. Mr. Patton expressed some opposition to the proposed extension of Cornwall Street and stated that if such •a plan was carried out , this street would go through a lot owned by him. Upon motion of C. R. Lytle, seconded by Dr. James T . Jackson, and unanimously carried , the following resolution was adopted : WHEREAS, Mrs . Emma Franklin has this day offered to sell to the Town of Leesburg, in Virginia , a parcel of land adjoin* the two parking lots owned by the Town of Leesburg in the block bound- j' • ed by King, Loudoun, Wirt and Market Streets , containing fifty- four hundred square feet (5400) for the sum of Four Thousand Dol- lars ($4,000.00) ; and , WHEREAS , said land will connect the two parking lots owned by the Town of Leesburg in the said block; NOW, THEREFORE, BE IT RESOLVED that the Town Attorney, be , and he is hereby directed to negotiate a contract with the said Mrs . Emma Franklin for the purchase of a tract •of land in the area bounded by King, Loudoun,' Wirt and Market Streets ; of rectan- gular shape 60 X 90 feet , containing 5400 square feet , for the price of Four Thousand Dollars ; and , BE IT FURTHER RESOLVED that the Town Attorney shall exert his best efforts to obtain the most favorable terms for the pur- chase of said tract , but in any event shall conclude said purchase agreement , if possible, and at the earliest possible date; and , BE IT FURTHER RESOLVED that tte Auditor-Treasurer, be, and he `= is hereby authorized and directed to pay to the. said Mrs . Emma , Franklin the sum of One Thousand Dollars ($1 ,000.00) as--a-,down payment on said tract upon the. execution of the- contract afore- said . • Upon motion of Reginald K. Gheen, seconded by C. R. Lytle and unanimously carried , the following resolution was adopted . • BE IT RESOLVED by the Council of the Town of- Leesburg, in Virginia , that the Auditor-Treasurer, be, and. he is hereby author- , ized and directed to pay to Robert_ K. Wilson, the sum of. $400.00 as a pa>tial payment for the survey work done on establishing pro- perty lines in the parking lot area . Council voted to meet again Tuesday, July 31, 1956, at 7 :30 P. M. to further consider the street plan. ' • 12. • / Mayor Recorder• SPECIAL, JULY 31, 1956, At a special meeting of the Council of the Town of Leesburg, in Virginia , held in the Council Chamber on Tuesday, July 31, 1956, at 8:00 o 'clock P. M. , there were .present Horace M. Hallett , Recorder, George J. Durfey, Howard B. Gill, C. R. Hollandsworth, Dr. James T . Jackson and C. R. Lytle, Councilmen: Due to the absence of the Mayor and the Recorder serving as Mayor, and upon motion of C. R. Lytel , seconded by C. R. Hollands- worth and unanimously carried , George J. Durvey was elected to serve 7 • 5 4 as Recorder• Pro-tem. Council d'is'cussed' at some length the street plan,' and upon motion bf Howard B. Gill , seconded by Dr. James T. Jackson, and unanimously carried , the following resolution was adopted : BE IT RESOLVED by the Council of the Town of Leesburg , in Virginia, that Council consider the street plan until its next regular meeting and that' Mr. Hollandsworth be requested to bring certain changes to the Town Planning Commission for their con- ' sideration. M ; there were present E. B. White, Mgy- or, Horace M. Hallett, Recorder, George J. Durfey, Regnald K. Gheen, Howard B._ Gill, Dr. James T. Jackson, C. R. Hollandsworth, and C. R. Lytle , Councilmen. • The minutes of the regular meeting of Ju%y 9th ; the special meetings of July 16th; July 23rd ; July 27th ; and July 31st; were read and upon motion of C. R. Lytle seconded by Howard B. Gill and unaminously carried were approved as read. The Auditor-Treasurer read his monthly statement for the month of July 1956 and presented the current bills, and upon motion of C. R. Hollandworth seconded by C. R. Lytle and unaminously carried the following resolution was adopted : • BE IT RESOLVED, by the Council of the Town of Leesburg •in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills : GENERAL FUNDS: Virginia Electric & Powere Co $ 269. 95 ' C & P Telphone Co 27. 30' Hankey' s Radio Service 8.00 ' Leesburg Service Station . . . . 1. 50- - ' - Winslow Williams' 5.00' Mitchells . . •1. 35.'
