• BE IT FURTHERRESOLVED that a copy of same be placed on file
in the office of the Auditor-Treasurer of the Town of Leesburg,
in Virginia, designated as the Official "Major Thorofare Plan for
the Town of Leesburg, in Virginia and Vicinity, " and that the
Auditor-Treasurer be and _he hereby directed to deliver to the
Chairman of the Board of Zoning Appeals for the Town of Leesburg
in Virginia, and the Chairman of. the Planning Commission of the
Planning Commission of Loudoun County, in Virginia, . and to the
Zoning Administrator for Loudoun County, Virginia, a copy of W!#g
said elan, togeather with copy of thtt resolution.
There being no further business and upon motion duly amde IIseconded and carried Council adjourned.

SPECIAL AUGUST, 29, 1956
At a special meeting of the Mayor and Council of the Town
of Leesburg, held in the Council Chamber Wednesday August 29, 1956
at 7 :30 o ' clock P. M; there were present E. B. White, Mayor, Horace
M. Hallett, Recorder, George J. Durfey, Reginald K. Gheen, C. R.
Hollandsworth, dnd C. R. Lytle, Councilmen.
Upon motion of C. R. Lytle seconded by Reginald K. Gheen
and carried by a vote of 3 to 1 Lytle Durfey, and Hollandsworth
for Gheen against the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that. Robert K. Wilson be and he is hereby requested to
cancel the contract for the aerial photographs of certain areas
of the Town of Leesburg.
Upon motion of Reginald K. Gheen seconded by C. R. Lytle
and unaminously carried the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that the Auditor-Treasurer be nad he is authorized and
directed to pay Robert K. Wilson the sum of ; 500.00 as a partical
payment for the survey work he has done in the parking lot area.
Upon motion of Reginald K. Gheen seconded by George J. Dur-
fey and unaminously carried the following resolution -was adopted :
BE IT RESOLVED, by the Council of the Townnof Leesburg in
Virginia that the Auditor-Treasurer be and he is hereby authoriz-
e/ ed and directed to pay to each Official and Councilman of. the Town
of Leesburg attending the annual convention of the League of
• Virginia Mtnicipalities to be held im Roanoke, Virginia, Septem-
ber 23, 24, 25, 1956 theheumeof 450.00

On motion of C. R. Hollandsworth, seconded by C. R. Lytle and unani-
mously carried, the following-resolution was adopted:
WHEREAS, at a special meeting of the Town Council held on the 27th day of
July , 1956, a resolution was duly adopted authorizing the acceptance
of the offer of Mrs. Emma S. Franklin to sell a certain- tract of land adjoining
the two Parking Lots in the Town of Leesburg, in the block between Loudoun and
Market Streets and King and Wirt Streets, of rectangular shape, approximately
60 x 90 feet in size, for the sum of Four Thousand Dollars ($4,000.00); and,
WHEREAS, the Town Attorney was authorized and directed to complete the
negotiations for the purchase of said tract in accordance with Mrs. Franklin's
. offer; and, . _
WHEREAS, the-Town Attorney has reported to this Council.that the said
Mrs. Franklin, at the time of making said offer, was not the 'owner of said

property but owned only an undivided interest in said property; and,
WHEREAS, jibe Toith Attorney duly advised the( said Mrs. Franklin of the
Town of Leesburg's desire to purchase said tract and accept her said- offer; and,
• WHEREAS, the said Mrs. Franklin did subsequently, together with het daughter,
acquire the fee- simple title to said property together with other properties
similarly held by her and others; and,
WHEREAS, the said Mrs. 'Franklin on the 17th day of August, 1956, did
' advise the Town Attorney that she had determined to dispose of all of her
property rather than the tract offered to and desired by the Town of Leesburg;
and, •

WHEREAS, the Town Attorney has reported that in order to obtain the
particular tract desired by the Town of Leesburg, for the Town of Leesburg,
it was necessary for ''him _torpurchase all- of the property of Mrs. Franklin and
her daughter in said block, and prior thereto consulted with certain members
of the Town Council and received their approval of his doing so as to enable
the Town of Leesburg to acquire the desired parcel at the price offered
vq by the said- Mrs. Franklin, and did thereafter purchase all of the said Mrs.
C1 Franklin and her daughter's property -in said- block; and,

• WHEREAS, the Town Attorney has- reported to this Council that he will
�., deliver a fee simple title -to the• aforesaid-tract of approximately 60 x 90
feet at the- price offered by the said- Mrs. -Fra.nkl-in- and- approved by this Council
on the -0?), day of ,<] 1956; -
NOW,'THEREFORE., BF IT OLVED, by- the- Town Council- that it does hereby
approve of:the acts of the Town.Attorney.-as- here in set forth and as related
to said CoUncil.by the said.Town Attorney-, which said acts were. taken in
order to-obtain the. lands- desired- by the Town a-t the price specified by the
said Mrs.t Franklin in. hen offer-; and,
BE IT FURTHER RESOLVED, That the- Auditor-Treasurer be and he is hereby

authorized'and.directed• to .pay to- the said- Town Attorney the sum of four
Thousand'Dollars' ($11,000.00) uponthe delivery by. the said Town Attorney of
a warranty deed conveying. the fee simple- title to said tract-to the Town of
Leesburg; and,

BE IT-FURTHER RESOLVED,- That the Town• Attorney shall, upon the
delivery.of..said deed, furnish to- the- Auditor-Treasurer a policy of title
insurance insuring the title of. said lands.• .

carried;the following resolution was adopted:
BE IT RESOLVED, that the bill of Hayes, Seay, Mattern and Mattern of Roanoke,
Virginias in the amount of $587.34 be not paid by the Auditor-Treasurer until
such time as said firm shall, in accordance with its prior commitments, furnish
the Auditor-Treasurer of.the Town of Leesburg, in Virginia, with the maps,.charts
and statistical data, which services are the subject of the bill of said firm.
There being no further business and upon motion duly made seconded and un-
aminously carried Council adjourned.
