At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia held in the Council Chamber on Monday October, 8, 1956, at 7:30 o'clock there were present E. B. White Mayor, Horace M. Hallett, Recorder, George J Dur- fey, Reginald •K. -Gheen, Howard B. Gill, •C. R. Hollandsworth, and Dr. James T. Jack- son, Councilmen. . The minutes of the last regular meeting were read and upon motion of George J. Durfey, seconded by C. R. Hollandsworth and unaminously carried were approved as read. The Auditor-Treaaurer presented his monthly report for the month of September 1956 and his quarterly report for the quarter ending September 30, 1956 and upon JII motion of Reginald K. Gheen seconded by C. R. Hollandsworth and unaminously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg in Virginia, a quarterly report of all receipts, and an analysis of all disbursements for the months of July, August, and September, 1956: NOW, THEREFORE BE IT RESOLBED, by the Council of the Town of Leesburg in Virginia, that the said quarterly report of the Auditor-Treasurer, be, and it is CC''3 approved and accepted by the said Council, and Cr BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg; in Virginia, C that the Auditor-Treasurer, be, and he is hereby authorized and instructed to have r.., a copy of the said quarterly published once in a newspaper published in the said Town, and also, post a copy of said report in front of the Court House in said town. The Auditor-Treasurer presented his current bills and upon motion of C. R. hollandsworth, seconded by Reginald K. Gheen and unaminously carried the follow- ing resolution was adopted: - - • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Audiotr-Treasurer be and he is hereby authorized and directed to pay the follow- ing Bills: ' Virginia Electric & Power Company $304.25 v''C. & P. Gheen presented to the Council with the assistance of Mr. Roland Flint of the Virginia Electric and Power Company a proposal for a Inew White way lighting plan, and after some discussion of this matter and upon motion of Reginald K. Gheen, seconded by C. R. Hollandsworth, and carried by a vote of 4 to 0 Gheen, Hollandsworth, Gill and Durfey for Dr. Jackson not voting the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Council adopt the Street lighting plan as submitted in the plat, and that the - Virginia Electric and Power Company be and they are hereby authorized to install the 29 standers and 1 pole light as proposed, and that the Mayor be and he is here- by authorized to execute a contract for the said Town of Leesburg. Councilman Gill submitted a letter from a group of citizen located in a court on the south side of West Market Street, in which they requested a light be install- ed in this area. Mr. Gill stated that the street committee would take care of thi s matter. • I . 64 At 8:30 o'clock F N., Mayor- White read a notice that had been published in a newspaper published in the Town of Leesburg, regarding the hearing of a requestfrom Mr. John Allen Johnston for a permit to establish a creamery Coll- ection station near the east end of town. After this matter.had been presented to Council and upon motion of-Reginald K. Gheen, seconded by Dr. .J. T. Jackson and carried by a vote of h to 0 Gheen, Jackson, Gill, and Durfey,for Hollands- worth not voting the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that . a permit be granted to Mr. John Allen Johnston, for the non-conforming use. The Mayor and Council discussed several matters pretaing to streets and ways and means of reducing speeding in the town. Each of these matters were taken under consideration but not official action was recorded. 111 Mayor White informed the Council that in complinance with their request he had obtained the•services of a surveyor to make a survey of the annex area, and that the contract was being awarded to a Mr. Bartonstine of Warrenton. Council uhaminously approved a public hearing to be held by the Town Council, of the Town of Leesburg, on Monday, November 12, 1956, at 8:00 P. M. in the Town Council Chamber to consider the following applications: Mr. &rank G. Epps, for a Non-Conforming Use Permit in an Industrail Dist- rict, for the erection of 4-10,000 gallons overhead storage tanks and a load- ing platform. Esso Standard Oil Company, for a Non-Conforming Use Permit in an Indus-. trial District, for the erection of a 16,000 gallon gasoline storage tank. The request from the Leesburg Presbyterian Church to permit parking Sun- days from 9:30 A. M. to 1 P. M. on the north side of West Market Street was presented to Council. Council agreed that permission be granted on a trial basis until some definite steps could be taken. There being no further-business and upon motion duly made seconded and carried Council adjourned. • Q Mayor. Reco .er. • SPECIAL OCTOBER 30, 1956 At special meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber, Tuesday October, 301' 1956 at 7:30 o'clock P. M; there were .present E. B. White, Mayor,- Horace M. Hallett, Recorder, Reg- inald K. Gheen, George J. .Durfey, Howard B. Gill, C. R. Hollandsworth, and Dr. James T. Jackson Councilmen. Mayor stated that the special meeting had been called to consider sereral matter, mainly the matter of parking. The following gentlemenof the Leesburg Chamber of Commerce addressed the Council and requested that every effort be taken to better the parking in the town, they were Messers Frank -Raflo,. Ben Rosen, C. Stanley Reid, and Milton Myers. After some lengthy discussion on this matter and upon motion of rteginald K. Gheen, seconded by C. R. Hollandsworth and unaminously carried the following resolut- ion_was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that Council proceed to aquire the necessary six (6) foot right of way from the North Ea st corner of the Towns' Parking Lot where it connects with the property of Dunn;, North on the property of Richey to the property of Davis East to connect with the eight (8) foot alley leading to Kin@ Street, between the properties of Richey and Davis. Reginald K. Gheen was appointed by Council to negotiate with the several property owners in beheld of the Town of Leesburg so as to bring this matter to a satisfactory end. Mr. Raflo stated that the Chamber of Commerce would make every effort to make a financial contribution to assist in this parking plan and that he hoped . that all work could be compleated in time for the Christmas shopping. Mayor White informed Council that he had received a letter from Mr, Robert McCray, in behalf of the Loudoun County Hospital, in which they would like to
