At 8:30 o'clock Pm14., Mayor, White read a notice that had been published
in a newspaper published in the Town of Leesburg, regarding the hearing of a
requestfrom Mr. John Allen Johnston for a permit to establish a creamery Coll-
'ection station near the east end of town. After this matter.had been presented
to Council and upon motion of-Reginald K. Gheen, seconded by Dr. .J. T. Jackson
and carried by a vote of b to 0 Gheen, Jackson, Gill, and Durfey.for Hollands-
worth not voting the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that .
a permit be granted to Mr. John Allen Johnston, for the non-conforming use.
The Mayor and Council discussed several matters pretaing to streets and
ways and means of reducing speeding in the town. Each of these matters were
taken under consideration but not official action was recorded.
Mayor White informed the Council that in complinance with their request
he had obtained the services of a surveyor to make a survey of the annex area,
and that the contract was being awarded to a Mr. Bartonstine of Warrenton.
Council uhaminously approved a public hearing to be held by the Town Council,
of the Town of Leesburg, on Monday, November 12, 1956, at 8:00 P. M. in the
Town Council Chamber to consider the following applications:
Mr. &rank G. Epps, for a Non-Conforming Use Permit in an industrail Dist-
rict, for the erection of 4-10,000 gallons overhead storage tanks and a load-
ing platform. •
Esso Standard Oil Company, for a Non-Conforming Use Permit in an Indus-.
trial District, for the erection of a 16,000 gallon gasoline storage tank.
Tile request from the Leesburg Presbyterian Church to permit parking Sun-
days from 9:30 A. M. to 1 P. M. on the north side of West Market Street was
presented to Council. Council agreed that permission be granted on a trial
basis until some definite steps could be taken.
There being no further.business and upon motion duly made seconded and

SPECIAL OCTOBER 30, 1956

At special meeting of the Mayor and Council of the Town of Leesburg in
Virginia, held in the Council Chamber, Tuesday October, 3011956 at 7:30 o'clock
P. M; there were present E. B. White, Mayor,- Horace M. Hallett, Recorder, Reg-
inald K. Gheen, George J. Durfey, Howard B. Gill, C. R. Hollandsworth,, and
Dr. dames T. Jackson Councilmen.
Mayor stated that the special meeting had been called to consider sereral
matter, mainly the matter of parking. .
The following gentlemen of the Leesburg Chamber of Commerce addressed the
Council and requested that every effort be taken to better the parking in the
town, they were Messers Frank Ballo,. Ben Rosen, C. Stanley Reid,rand Milton Myers.
After some lengthy discussion on this matter and upon motion of 4ginald K. Gheen,
seconded by C. R. Hollandsworth and unaminously carried the following resolut-
ion,was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that
Council proceed to aquire the necessary six (6) foot right of way from the North
Ea st corner of the Towns' Parking lot where it connects with the property of
Dunt„ North on the property of Richey to the property of Davis East to connect
with the eight (8) foot alley leading to King Street, between the properties of
Richey and Davis.
Reginald K. Ghben was appointed by Council to negotiate with the several
property owners in beheld of the Town of Leesburg so as to bring this matter to
a satisfactory end.
Mr. Raflo stated that the Chamber of Commerce would make every effort to
make a financial contribution to assist in this parking plan and that he hoped .
that all work could be compleated in time for the Christmas shopping.
Mayor White informed Council that he had received a letter from Mr, Robert
McCray, in behalf of the Loudoun County Hospital, in which they would like to

know if the Council would•consider .the selling of a parcel of land near
the hospital. The Council -agreed .that it would be glad to assist the hospital
regarding this matter, and that it felt it would se6l the land at the cost to
the Town.
Upon motion of George J. Durfey, seconded by Reginald K. Gheen, and un-
aminously carried- the following resolution was adopted:
BE IT RESOLVED, by the Council 6f the Town of Leesburg in Virginia, that
$2330.72 of the General Funds of the Town of Leesburg be transfered to the Sew-
er and Water Construction Fund Account, and , Be It Further Resolved, that the
disbursement of this amount for obligations incurred in the Sewer and Water Con-
struction Project is hereby authorized and approved.
Upon motion of George J. Durfejr, seconded by Howard B. Gill, and un-
aminously carried the following resolution was adopted:
- BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that
the Auditor-Treasurer be and he ishereby authorized and directed to pay Dal-
ton Taylor one week pay in leiu of vacation and that the disbursement be made
from the Town of Leesburg General Fund.

CO Mayor White read a letter from the Leesburg Presbyterian Church, in which
07, they requested that parking be permitted on the Norhh side of Market Street
Q Sundays from 9 A. M. to 1 P. Mbvand that signs be erected to the same effect,
, .l and that the, signs be paid for the said church. George J. Durfey made a motion
that this request be granted, but said motion failed to receive a second.

At a regular meeting of the Mayor and Council of the -Town
of Leesburg in Virginia, held -in the Council Chamber Monday, Nov-
ember, 12, 1956 'at 7 :30 o' clock P. M; there were present E. B.
White, Mayor, Horace M. Hallett, Recorder, George J. Durfey, Reg-
inald K. Gheen, Howard B. Gill, and C. R. Hollandsworth Council-
men.
The minutes of the regular meeting for the month of October
1956 were read , and upon motion of Reginald K. Gheen, seconded by
C. R. Hollandsworth and unaminously carried were approved as read.
The Auditor-Treasurer presented his monthly statement for the
month of October 1956, and his current bills, and upon motion of
Reginald K. Gheen, seconded by George J. Durfey, and unaminously
carried the following resolution was adopted :
' BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia, that the Auditor-Treasurer be and he is hereby authoriz-
ed and directed to pay the following bills :
