Hollands worth and unaminously carried the following resolution was adopt- ed : BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, -that the Auditor-Treasurer be, and heatsahereby auth- orized and directed to pay to each member of the Leesburg Vol- unteer Fire Company, the sum of $20.00 as a Christmas Gift for the year 1956. Council •requested -the Mayor to ask the Town Planning Commiss- ion to celaborate with -the -County. Planning Commission regarding ' the location -of The Federal Association for Epilepsy Inc ; here in the county. -Mayor White .gave the Council a report on the annexation progress. - - . -Upon motion -of George .JDurfey .seconded by Reginald K. Gheen and unaminously carried the following resolution was adopted : -BE IT RESOLVED, by the Council of the Town of Leesburg in C4 Virginia that drainage under Norrb Street and along the natural drainage at a culbert on -Edwards Ferry Road be established, and tli M the elevations -on King and .Market Streets be established. _ ,Q, Upon motion -of Reginald K. At a regular meeting of the Mayor and Council of the Town of Leesburg, in Virginia held in the Council Chamber on Manday Jan- uary, 14, 1957 at 7 :30 o' clock P. M. , there were present E. B. White, Mayor, George J. Durfey, C. R. Hollandsworth, Howard B. Gthll DR. James T. Jackson, and Reginald K. Gheen Councilmen. Due to the absence of the Recorder and upon motion of Howard B. Gill, seconded by Dr. James T. Jackson and unaminously carried Reginald K. Gheen was elected to serve as Recorder-Pro-Tem. I The minutes of the previous meeting were read and upon motion of George J. Durfey , seconded by C. R. Hollandsworth and unamin- ously carried were anoroved as read. The Auditor-Treasurer presented his monthly statement for the ' month of December, 1956, and his' quarterly report for the months of October, November; and December, 1956, and his annual report for the period ending December 31, 1956. Upon motion of George J. Durfey seconded by C. R. Hollands- worth and unaminously carried the following resolution was adopt- ed : WHEREAS, the Auditor-Treasurer has presented to Council of the Town. of Leesburg, in Virginia, a quarterly report and an an- nual report on all receipts and an analysis of all disbursements • for the months of October, November, and December, 1956. and for the year ending December, 31 , 1956 ; - NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Leesburg of Virginia, that the said quarterly and annual report be and it is hereby accented by the said Council ; 74 BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby author- ized and directed to have a copy of said quarterly report published in a news paper published in the saidTown, and also post a copy of said report in front of the Court House in said Town. Hollandswortb , seconded by Reginald K. Gheen and unaminously carried the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authoriz- ed to nay above listed bills with the exception of that of Roger Powell $25: 00 -and Howard W. Vesey 7975.00 and that the two said bills be held over pending clarification. Council also discussed the- bill received from the Loudoun County- Hospital for making a blood test - for a Town prisoner. The Auditor=Treasurer advised 'Council that this amount -had been - coll- ected from the prisoner, and he was instructed by Council to pay the Hospital this bill and to advise the Hospital that the Town • _ - accepts no responsibility or liable for a. ny blood test made: : The.- Council also instructed the Mayor to advise the Town Police Off- icers that when any accused request a blood test he should be ad- vised that he would have to make his own arrangements for paying , for such test and that it would not be the responsibility or lib- ility of the Town to do so: Upon motion of Reginald K. Gheen, seconded by C. R. Hollands- IIworlbt, unaminously approved, the Council voted to accept the bid of 0. C. Winner & Associated, to furnish the Fire Company with 500 feet of fire hose, ' at a cost of $2. 10 per foot and instructed 'the AuditerrsTreasurer to nay the bill upon delivery and accept- ance of the hose and presentation of the bill. The Mayor read a letter from Mr. George D. Hill, represent- ing the Natiowide Insurance Company in reference to his proposal for general libility insurance Tor the Town. This matter was re- fered to the Insurance Committiee, Mayor White, at this time app- ' oi'nted Councilman Jackson to the Insurance Committee to replace C. R. Lytle, . former member who had resigned from the Council. Mayor White read for the information of the Council a letter from Mr. Julian Tarrant, Town Planner, submitted a proposal for his services in connectidn with annexation. A general discussion . 75 followered and upon motion of Reginald K. Gheen, seconded by Dr. James T. Jackson, it was voted to table this matter un- til after the pre-trial conference, at which time this matter would be discussed with the Town Attorney and taken up for con- sideration by the Council. _ }Mayor White advised the Council that a review of the re- fuse problem in Leesburg had been made by the Division of In- sects and Rodent Control of the State Department of Health on January 3rd ; and 4th ; 1957, and he presented Council with copies of this review. After discussion of the matter, it was agreed to hold a special meeting of the Council at 7 :30, January 28 for the purpose of going into this matter further and also to take up the matter of re-newing the contract for garbage and trash removal with Jesse C. Randolph. Mayor White read a letter from Loudoun Properties Inc ; stating that it was now ready to lay the water main in Catoc- tin Street and called attention to the fact that in the agree- ment with the Town a six inch main hadtbeen approved with the promise that should the town decide on a n eight inch main that cg the difference in the cost between the six and eight inch pipe C,; would be paid by. the. town._ Councilman Hollandsworth moved that CC the. Council advise. the. Loudoun Properties, Inc ; that the Town would pay the difference_ in the cost between the six and eight inch pipe and a price would be determined_at the time the mat- erial was ourchased ; , price to be arrived at in conference with the town Engineer, . to be. made upon completion of laying of the main, testing of. same and acceptance of same by Town, upon sec- onded by George J. . Durfey, the motion was unaminously approved. Mayor white. read a letter from Lee4 Brothers making app- lication to connect tothe. water, line on Queen Street in the Lowenbach Sub-Division, which line is- owned by Claude Honioon. • Councilman Gheen Called attention to the resolution of the Coun- cil. in which. it directed that, as a matter of Policy, applicat- ions for water. and sewer. connection, and building permits be referred to the Engineer_ Insoector before being acted upon by Council. .The. Engineering. Inspector, reported that there were app- roximately forty. connections to this small line at this time and that nersune, was top low for the present users. Upon motion 'of Council man, Jackson, seponded_ by Councilman Hollandsworth, the following resolution was adopted : . BE IT RESOLVE,, . by .the Council of the Town of Leesburg, in Virginia that the request of Lee Brothers be declined on the grounds that the. report of, the. Engineerign Inspector indicated that the water. pressure is, insufficient to supply present users and. itwould. the.refore, be unsatisfactory to allow additional connections until adequate mains are available. Councilman Gheen requested that a resolution adopted March • 10, 1947, relative to reinbursment to property owners for side walk construction be refered to the Street Committee for study and recommendationswith a view to increasing the amount of all- ance to property owners who construct sidewalks in front of their premises. Councilman 6D.i advised Council that he had recived from Raymond Hough an offer of $10.00 for the old pump, pulleys and line shat in the old puma house, removal to be made by Mr. Hough at no expense to the Town. Upon motion by Councilman Gheen, Sec- - onded Councilman Durfe , Council voted to accept the offer of Mr. Hough for the above mentioned obselete and worthless equip- ment specified, excluding electric motors and electricalequip, ment.
