SPECIAL Meeting , February 25, 1957
At a special meeting of the Mayor and Council of the Town of
Leesburg , in Virginia , held in the Council Chamber at 7: 30 o' clock
P.M. , EST, Monday, February 25, 1957 , there were present : Elijah B.
White , Mayor; George J. Dutfey; Reginald K. Gheen; Howard B. Gill ;
C. R. Hollandsworth and Dr. James T. Jackson, the same being all of
the duly elected and qualified members of the said Council ; and
Horace M. Hallett , Recorder , said meeting being held pursuant '-:to a
Waiver of Notice reading as follows :
WAIVER OF NOTICE
We , the undersigned , members of the Council of the Town of Lees-
burg , in Virginia , do hereby severally waive notice of the time , place
and purpose of a meeting of the said Council and consent that the same
be held at the Council Chamber in the Town of Leesburg , in Virginia ,
on the 25th day of February, 1957 at 7: 30 o ' clock P . M. , EST , to con-
sider the adoption by re-affirmation and re-consideration of that
certain Ordinance approved November 14., 1956 and known as "An Ordin-

The meeting was called to order by Elijah B. White , Mayor , and
all members of the Council having answered present when their names
were called , the Mayor then declared that the purpose of the meeting
was to consider the re-affirmation and adoption of that certain Ordin-
ance passed by the Council of theTown of Leesburg on November 14 , 1956 , '
and directed the Recorder to read said Ordinance , which the Recorder
did , and which Ordinance is as follows :
AN ORDINANCE TO ANNEX TERRITORY ADJACENT TO THE TOWN OF LEESBURG, PUR-
SUANT TO THE PROVISIONS OF AN ACT OF THE GENERAL ASSEMBLY OF VIRGINIA,
APPROVED MARCH 29, 1952 , AND KNOWN AS ARTICLE ONE, CHAPTER 8, TITLE 15,
OF THE CODE OF VIRGINIA OF 1950, AS AMENDED, APPROVED NOVEMBER i1. , 1956,
RF-ADOPTED AND APPROVED FEBRUARY 25, 1957:
BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF LEESBURG:
1 . That the Town of Leesburg hereby declares that it desires to
annex, in pursuance of an Act of the General Assembly of Virginia ,
approved March 29, 1952 , and known as Article One , Chapter 8, Title
15, of the Code of Virginia of 1950 , as amended , certain territory
lying in the County of Loudoun , adjacent to thelpresent Corporate
limits of the Town of Leesburg , and to that end it doth hereby ac-
curately describe the metes and bounds of such territory as follows :
"•Beginning at (a) a point on a set stone , corner to Valley
View Estates and Myers' and Chambers ' properties , thence
leaving Valley View Estates and with the property line common
to ,Myers and Chambers N 73 degrees 16' L}2 ' VI 1960.80 feet to

(B) a point on a large set 'stone , corner to Myers , Chambers
and Sydnor properties , thence through Myers ' property cross-
ing a creek, Virginia Route 699 , the Washington and Old
Dominion Railroad , Hibbs , Vi' ginia Route 801 and Virginia
Route 7 N 25 degrees 22 ' 54" E 5518.59 feet to (C) a point
on the North edge of Virginia Route 7 opposite the fence
line between the Jackson and Stalling properties , thence on
or near the common property line of the Stalling , Johnston
and Riley properties to the East and the Jackson and the
Leeland Heights Subdivision to the West N 5 degrees 45'
12" E 1600.00 feet to ( D) a point , thence leaving Leeland
Heights Subdivision and crossing through the Riley property
as follows: N 61 degrees 27' 22" E 789.80 feet to ( E) a
point thence running approximately 355 feet North of Vir-
ginia Route 701 to Virginia Route 698 and thence into the
land of Davis N 77 degrees 25' 00" E 1936 .72 feet to (F)
a point on Davis ' property approximately 305 feet East of
Virginia Route 698 , thence generally parallel to Virginia
^J Route 698 , through Davis and into the Conrad property S 18
degrees 04' 05" E 782 .40 feet to (G) a point , thence still
Ot through the Conrad property S 67 degrees 03' 55" E 2924..39
feet to (H) a point on the West side of U. S. Route 15,
thence crossing U. S . Route 15, and through the property
of Whitmore and the Paxton Estate S 82 degrees 07' 14" E
2570.92 feet to ( I ) a point in a fence line between the
Paston Estate and Whitmore , thence on or near said prop-
erty line S 1 degree 48' 59" W 590.88 feet to ( J ) a point
corner to Paston Estate and Whitmore and in the line of
Wildman , thence continuing on or near the property line
of Whitmore to the North and Wildman and Trundle to the
South S 89 degrees. 38' 21" E 2649.27 feet to (K) a point
in the fence line between Whitmore and Trundle , thence
crossing through the Trundle property S 6 degrees 44' 05"
E 1768.27 feet to (L ) a point approximately 315 feet North
of Virginia Route 7.73 , thence still through the Trundle
property, generally parallel to Virginia Route 773 N db
degrees 04' 19" E 788 .80 feet to (M) a point , thence
through:.the property of Trundle to Virginia Route 773 and
continuing on or near the West property line of Dorney S
5 degrees 50' 05" E 1102 . 02 felt to (N) a point , thence
again on or near-the West property line of Dorney to Vir-
ginia Route 773 and into the land of Clemens S 13 degrees
04' 20" E 1230.00 feet to (0) a point , thence crossing the
lands of Clemens , Virginia Route 7 , and then Saunders S
• 25 degrees 02' 04" W 4035.52 feet to (P ) a point on the
Northeast side of the Washington and Old Dominion Railroad ,
thence crossing the said railroad and the Pilot Investment
Corporation , Boyce , the Pilot Investment Corporation,
Fawley, Virginia Route 643 and then following on or near
the property line between Stowers to the South and Loudoun
Properties Incorporated , Catoctin Trading Corporation , and
the Isaak Walton League to the North; crossing Virginia
Route 621 and through the Consolidated Farms Incorporated
property , U. S . Route 15 and into Chambers ' property N. 81
degrees 53' 30" W 8970.60 feet to (Q) a point , thence
through Chambers' property N 36 degrees 06' 25" E 677.05 feet
to (R) a point in the fence line between Valley View Estates
and Chambers' property, the said point (R) being approximately
392 feet West of U. S . Route 15 in an extension of line R-A,
thence on or near the property line between Chambers and
Valley View Estates N 73 degrees 08' 57" W 2655.43 feet to
(A) the point of beginning .
The above survey including the present corporation, con-
tains 2272. 1633 Acres . The present corporation contains
302.256 Acres , leaving 1969.9073 Acres to be added in the
proposed corporation extension.

2. That the necessity for and the expediency of annex-
ing the proposed territory is to give better health , police
and fire protection in that territory than the County in which
it is located is enabled with the means at its command to af-
ford to such community , the lack of such protection being to
endanger the safety of life ; health and property, not only in
the territory sought to be annexed , but also within the Cor-
porate limits of the Town of Leesburg.
3. That the territory proposed to be annexed is a reason-
ably compact and continuous body of land , adjacent to the Town
of Leesburg , and will be needed by the said Town of Leesburg in
the reasonably near future for its orderly and systematic de-
velopment and growth .
4: That the religious , commercial, civic , cultural and
social interests of the inhabitants of the area proposed to
be annexed are identical with the inhabitants of the present
Town, and the said inhabitants are largely dependent upon the
Town of Leesburg to furnish the facilities necessary to the
enjoument of these interests.
5. That a large portion of the territory above described
and which it is desired to annex , is laid out into building lots
for residential purposes and has numerous residential buildings
built thereon, and its development is due to the over-growth
of the Town. In much of said territory the houses are compactly
built , presenting the appearance of a town. Loudoun County ;is
not prepared to deal with such conditions and populations , and
they should be maintained , managed and controlled by the Town
of Leesburg of which for most purposes they are an integral part.
6. The terms and conditions upon which it desires to make
the proposed annexation, and the provisions planned for the
future improvement of the annexed territory are as follows:
(a) That the Town of Leesburg will immediately, upon the
annexation being consummated , provide police and fire protection,
garbage and trash collection and removal within the annexed area.
(b) That as promptly as it may be done , adequate sewerage
and water supply systems will be installed in the annexed area.
• (c) That all territory within the annexed area which is
zoned either "Highway Commercial" or "Village. Commercial" shall
be rezoned "Business ."

(d ) That all territories within the annexed area which are
zoned in any manner other than "Highway Commercial" and "Village.
Commercial" shall be rezoned "Residential One ."
7. The annexed map indicates generally subdivisions, busi-
ness areas , farm areas , vacant areas and other information deemed
relevant .
8. That the Town Attorney be and he is hereby instructed to
institute and prosecute , with as little delay as possible , the
necessary legal proceedings in order to annex to the Town of
Leesburg by proper order , decree or judgment , the territory here-
inbefore accurately described upontthe terms and conditions here-
inbefore set forth , and to that end he is. authorized in the name
of the Town to do all things necessary and essential to success-
fully;-handle this litigation.
9. That a certified copy of this Ordinance , with the notice
required to be served on the Commonwealth ' s Attorney and each
of the members of the Board of Supervisors of Loudoun County
be published at least once a week for four successive weeks in
art
THE LOUDOUN TIMES MIRROR, a newspaper having general circulation
in Loudoun County and published in the Town of Leesburg; that
said notice and. Ordinance shall be returned after service and
publication to the Clerk of the Circuit Court of Loudoun County
with a certificate of the editor of said paper attached thereto.
10. That the Recorder and Clerk of this Council shall note
the date of introduction and passage of this Ordinance and the
affirmative vote thereon in the minutes of the meeting .
This Ordinance shall become effective on the date. of its
passage .
