HomeMy Public PortalAbout11-15-2007THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 15, 2007 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, November 15, 2007, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, Captain Terry Hopkins, Director of Public Works and Engineering Greg Stiens, Clay Lange from Tom's Construction and Kevin Werking from Milestone. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the November 8, 2007 meeting. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment in the amount of $85,036.15. She explained of that total $28,815.00 was paid to Star Development that was a pass through grant for housing and $27,288.15 was paid to Milestone for the Rose City Business Park Road Project. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. REQUEST A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Space at 613 South "C" Street for Charles Smith. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robison brought to the board a request that was presented by Captain Terry Hopkins for the approval for the Historic Depot District to have Old Fashioned Christmas carriage rides on Tuesdays, November 27th, December 4th, 11th, and 18th from 5:00 PM to 9:00 PM. He also told the board that the approval should also include the closing of Neff Street at the Rear of the RISCO Building and to have "No Parking" Board of Works Minutes November 15, 2007 Page 2 of 3 signs in front of the end of the RISCO building for loading and unloading for the carriage rides. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson made a request to the board to approve a curb cut at 1050 Radcliff Ct. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. BID AWARDS A. Robinson made a request to the board to award the bid for a Commercial Grade Car Port awning and give permission for the board President to sign the contract once it has been prepared to Weatherguard in the amount of $1,495.00. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. BID OPENINGS A. Robinson brought to the board a bid opening for the Paved Side Ditch Project No. 2 at the Midwest Industrial Park. Those bids are as follows: 1) Pro Lawn Care - $49,976.00 2) Bolin Construction - $$48,353.00 3) L. J. Deweese - $65,146.00 4) Rose City Business Park - $80,032.50 B. Robinson brought to the board a bid opening for the Frontage Road Project at Rose City Business Park. Those bids are as follows: 1) Milestone Contractors - $141,603.44 Alternate 23 - $6,798.00 Alternate 24 - $2,625.00 2) L. J. Deweese - $207,968.00 Alternate 23 - $6,600.00 Alternate 24 - $3,500.00 3) Rose City Construction LLC - $162,532.70 Alternate 23 - $6,000.00 Alternate 24 - $5,000.00 4) Tom's Construction - $152,169.00 Alternate 23 - $6,192.00 Alternate 24 - $3,852.00 OLD BUSINESS Robinson brought to the board the presentation of Finding of Facts for Dog Hearing on a pit bull owned by Jeremy Jacobs that was presented by Assistant City Attorney Kenyatta Cox. She explained that this was just a written overview of what took place at the meeting last week on what the board had discussed and voted on. They were to take this time to look over the written document and see if there were to be any changes or amendments before they decided to adopt it or reject it. Lawson asked what the time frame would be for the decision to be carried out and was told by Cox that the owner had 20 days to appeal the decision. After that time if there was Board of Works Minutes November 15, 2007 Page 3 of 3 no appeal made the decision to euthanize the dog would be carried out. Lawson made a motion to adopt the Finding of Facts regarding the Dog Hearing of the City of Richmond verses Jeremy Jacobs with a second by Flood. The motion was unanimously passed. The written document of the Finding of Facts is on file in the Clerk's Office. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously.
