J gel 14:1 / • /-.`�/���i� /�i r L ei_ • 9• :5 A special meeting of the Town Council of the Town of Leesburg, in Virginia, was held July 5, 1957, at 7:30 P. 11. in the Council Chambers of the Town Council, pursuant to written waiver of notice attached hereto. There were present: Reginald K. Gheen, Howard B. Gill, C. R. Hollandsworth and Mrs. Mitchell, Councilmen, and Elijah B. White, Mayor. The Recorder was not present and Reginald K. Gheen, on motion made by C. R. Hollandsworth, seconded by Mrs. Mitchell, was elected temporary Recorder. The Mayor stated that the purpose of the meeting was to consider the determi- nation of the Town's policy with respect to the extension of water and sewer mains and laterals in the area Bich the Town proposes to annex, and to determine upon a ' policy for the .construction of sidewalks. The Mayor read a letter from Warren C. Perrow dated June 26, 1957, outlining the recommendation of the Town engineer with respect to the policy which in his opinion should be adopted by the Town Council with respect to construction of water and sewer mains and laterals and sidewalks, and his recommendations with respect to same over the ensuing three years. ^^ The Mayor also read a letter to the Council from the Department of Highways, C+r Commonwealth of Virginia, dated June 17, 1957, from Mr. T. B. Talbott and addressed etto the Town Attorney, outlining the Department of Highways' policy with respectto r-. construction of sidewalks, curbing and guttering. After full discussion the following resolution was duly made by Mrs•. Mitchell, seconded by Mr. Gill and unanimously adopted: RESOLVED, That it is the determination of the Mayor and Council of the Town of Leesburg, in Virginia, that until its further order the following statement of policy shall be the policy of the Town of Leesburg, in 'Virginia, with respect to the .construction and install- ation of water mains and laterals, sewer mains and laterals, and sidewalks in both the incorporated area of the Town and in any area ' hereinafter annexed to the incorporated area of the Town: (1) Extension of water and sewer mains and laterals in new developments: The subdivider shall enter into a fine agreement providing for the con- struction and installation of all water and sewer mains and laterals in accordance with the policy of the Town of Leesburg heretofore adopted on the day of , 19 , and in accordance with the provisions of the Subdivision Ordi- nance of the Town of Leesburg adopted August 15, 1955. (2) Construction and installation of sidewalks, curbing and guttering. The subdivider shall enter into a firm agreement providing for the con-- struction and installation of all sidewalks, curb and gutter in accordance with the policy of the Torn of Leesburg heretofore adopted on the day of 19 , and in accordance with the provisions of the Subdivision Ordinance of the Town of Leesburg adopted August 15, 1955. (3) Construction and installation of water and sewer mains and laterals in built up areas. In all built up areas the Town shall, as expeditiously as possible, con- struct and install water and sewer mains and laterals so as to provide an adequate supply of water and necessary sanitation facilities to the inhabitants thereof. The cost of all such mains and laterals shall be assessed against abutting land owners in accordance with the provisions of Article II, of chapter 20 of Title 15 of the Code of Virginia of 1950, as amended, and in computing same the following shall serve as a cost basis for establishing a uniform cost until otherwise deter- mined by the Council: ' Cost per linear foot.: Water: 6 inch cast iron pipe in place $3.10 Fittings, valves and hydrants .55 Repaving, average 25% of length .30 Rock excavation, average 21% of length .14 Contingencies including engineering, 122% .51 Total $4.60 9`E• Sewer: 8 inch sewer in place $2.25 Manholes @ 230 foot intervals .65 Repaving; average• 25% of length • .30 Rock excavation, average 5%•o£ length .45 .Y-branches on main for sewer connection .08 • - Contingencies including engineering, • 122% .47 Total $4.20 The assessed cost by linear foot against abutting property owners on each side of the street, until otherwise determined, shall be 15¢ per linear foot as- . .sessed over a thirty year period, so as to realize a return of $4.40 per linear foot from abutting property owners on each side of the street, plus interest. (4) Schedule of extension of water and sewer mains and laterals and sidewalks: The schedule for construction and installation of extensions to present water and-sewer mains are the construction of water and sewer laterals and side- walks' for the next three years shall conform as hearly as possible'to the recommen- dations of the Town Engineer, and as shown on the schematic map prepared by him dated May 9, 1957. (5) Water and Sewer connection charges: • All water and sewer connections within dedicated streets-shall be made by the Town of Leesburg upon application by the property owner and the deposit of the fee hereinafter specified: (a) Water connections: Fee $100.00 • This fee shall include an appropriate water meter and the installation of a connecting line from the water main to the owner' s property line and the installation of said water meter. (b) Sewer Connection: Fee $100.00 or cost, whichever is greater. This fee shall include the tappingof the sewer main and the construction and installation of a connecting sewer line from the sewer main to owner's property - line. • (6) Sidewalks: All sidewalks shall be constructed by the Town and one-half of the cost- - thereof assessed against abutting property owners in accordance with the pro- visions of Article II, Chapter 20 of Title 15 of the Code of Virginia of 1950, as amended. • To the fullest extent possible the Mayor shall negotiate with the De- partment of Highways, Commonwealth of Virginia, to obtain the maximum amount of state aid for the construction of sidewalks, curb and gutter on all primary and secondary streets subject to State maintenance. In assessing cost for sidewalk constructirn against abutting property owners, the following schedule of costs shall obtain, based upon present estimated costs, until further order of the Council, and as follows: 4 foot sidei-ialks an assessment of 7.46¢ per linear foot over a twenty year period shall be made against abutting property owners, or in lieu thereof, a cost of ,$.1.11 per linear foot at time of construction. 5 f oot sidewalks an assessment of 9.34¢ per linear foot over a twenty year period shall be made against abutting property owners, or in lieu thereof, a cost of $1.39 per linear foot at the time of construction. • (7) Anticipated construction costs of water and sewer mains and laterals during the next three years: • $230,000.00. It is the intendment of the Town Council to defray the cost of anticipated extensions of water and sewer mains and laterals during the next years by the issuance of general obligation - bonds in the amount.of not to exceed 9 7 '' Two Hundred Thirty.Thousand Dollars (3230,000.00) . The Mayor then stated.that the next.order-o£ business would be the consider- ation of vacations .for,the .Totn Police.Officers. _ . . . , . M., there were present E. .B. White, Mayor, Horace M. Hallett, Recorder, . Reginald K. Gheen, ,Howard B. .Gill, .C. R. .Hollandsworth and.Mae Bass Mitchell, Councilmen. , The minutes of the regular meeting of June 10, 1957 and the special meeting of June 17, 1957 were read and upon motion of Howard B. Gill seconded by Reginald K. Gheen and unanimously carried were approved as read. The minutes 'of the special meeting of July 5, 1957 were read and upon motion of Mae Bass Mitchell seconded by C. R. Hollandsworth and unanimously carried were approved as ,read. The Auditor-Treasurer read his monthly report for the month of June 1957, • his quarterly report for the quarter ending June 30, 1957, and his annual report _ for the fiscal year ending June 30, 1957, and upon motion of Reginald K. Gheen, • sedonded by Howard B. Gill, and unanimously carried, the following resolution was adopted: , r WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly report of all receipts, and an analysis of all disbursements for the months of April, May and June, 1957. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor-Treasurer, be, and it is /hereby approved and accepted by the said Council. • BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer, be, and he is hereby authorized and instructed to have a copy of the said quarterly report published once in a newspaper published in the said Torn, and also, .post a copy of said report in front of the .Court House in the said Town. IThe Auditor-Treasurer presented his current bills and upon motion of C. R. Hollandsworth, seconded by Reginald K. Gheen, and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer, be, and he is hereby authorized and directed to pay the following bills:
