REGULAR MEETING, September 9, 1957
At a regular meeting of the Mayor and Counciliof the Town of
Leesburg, in Virginia, held at the Council Chambers on September 9,
1957 at 7:30 P. M. , there were present : George J. Durfey, Mayor ;
Elinor M. Cunningham, Recorder; Howard B. Gill, C. R. Hollandsworth,
Heed Johnson, Mae Bass Mitchell, Oden Semones and J. Austin Wright
Councilmen.
The Minutes of the regular meeting .of the Council of the Town IIof Leesburg held on August 12, 1957 and the special meeting held on
August 30th, 1957 were read and upon motion of C. R. Hollandsworth ,
seconded by Mae Mass Mitchell, and unanimously carried, were approved
as read.
C. R. Hollandsworth expressed the desire that he would like to
' .have included in the minutes the reason for his absence at the spec2al •
meeting of_ the Council of the Town of Leesburg held Septemoer 3, 1957;
namely, the fact that while in his employ he was injured to the extent
that he was unable to attend, at that time being under the doctor ' s
• ;care.
The minutes of the special meeting held September 3,1957 were read
andtupon motion of Howard B. Gill, seconded by C. R. Hollandsworth, and'
unanimously carried, were approved as read.
The Auditor-Treasurer presented his financial statement for the
month of ' August, 1957, for1 eTown of.L eesburg;., and upon motion of Howard
B. Gill, seconded by Mae Bass Mitchell , the following financial report

The Auditor-Treasurer presented his current bills and upon
motion of Howard B. Gill , seconded by Mae Bass Mitchell , the follow-
ing resolution was unanimously adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg , in
Virginia , that the Auditor-Treasurer be , and he is hereby authorized
and directed to pay the following bills:

It was noted that the bill of Mr. Julian Tarrant in the amount
of $495.25 had previously been submitted to the Council and payment
was ordered delayed. awaiting the approvai • of Howard W. Vesey, Esquire,
Town Attorney, as the bill covered certain duties performed by Mr,.
Tarrant in connection with the annexation proceedings of the Town'., ,
with which Mr. Vesey was familiar: Mr. Vesey' s approval of said -'
bill has now been given and said bill is included in the aforemention-
ed- approved bills.
• A discussion then followed with respect to the bill of The
Brock Chevrolet , Inc. in the amount of $6.65, which purported to be
a bill incurred by Policeman Samuel H. Barton for the towing of a
car from one of the streets in the Town of Leesburg. Mr. Hollands-
worth mentioned that in a former meeting of the Council of the Town
of- Leesburg , the Town Attorney and the Former Mayor had instructed
Policeman Barton not to move a car from the street , but in the
alternative to report same to the Auditor-Treasurer.

The Mayor brought up the question of the bill of the Garrett
Insurance Agency in- the amount of $519.00 for insurance on the fire-
house building which belongs to the Whites and on which the Town is
to carry insurance so longasthe Town uses it for a firehouse . He
further stated that the reason for the large premium was the fact
that the premium was for a period of five years and was based on a
valuation of $15,000.00. and that the $15,000.00 was arrived at on
an appraisal with 25% depreciation.
Upon recommendation of Howard B. Gill the aforesaid insurance
bill was tabled for further investigation in order to allow the
Building Committee , consisting of Mae Bass Mitchell and J. Austin
Wright , to thoroughly explore this matter.
Council then discussed the bill of Mr. Tarrant and it was
learned that his bill included a substantial length of time spent
on the Master Plan and the remaining time was expended in preparing
information and exhibits for the annexation proceedings of the Town
of Leesburg.

The Mayor then asked if anyone present had any questions or
wished to be heard at this Council meeting, whereupon Mr. Reginald
K. Gheen stated that he was present as a, member of the Chamber of
Commerce. As a representative of the said organization he desired
that the Town of Leesburg go on record as issuing a procolomation .
with respect to the 200.th anniversary of the Town of Leesburg which
will be held next year beginning April 28, 1958. The Mayor suggest-
ed that the Chamber of Commerce direct a letter to the Council re-
questing that the matter be presented at the next regular meeting
of the Council , to which suggestion Mr. Gheen agreed.

Mr. Albert W. Dent was then heard on the matter of the noise
of-'traffic -proceeding through the Town of Leesburg late at night
and suggested that possibly a policeman placed in the center of
Town might alleviate this situation.
Mr. Frank B. Caldwell , Chairman of the Planning Commission of
the Town of Leesburg advised that the Commission would meet on the
following Wednesday and that it was their desire to know if the
Town Council desired to modify the proposed Zoning Ordinance.
Howard W. Vesey, Town Attorney, then advised that he had not gone
over the Zoning Ordinance in detail , but that he had gone over it.
with Mr. Tarrant and that at any time the Council desired he would
be glad to go over same and make a report based on the hearing
and the changes that could be made in the Ordinance. He further
advised that in his opinion the Zoning Ordinance should be con-
sidered at a special meeting where the needed concentration and
thought could be given same.
yI C. R. Hollandsworth then presented the matter of Mr. W. J.
Cox building a sidewalk in front of his property at 108 East Corn-
'' wall Street free of charge to the Town, provided the Town build
Q the gutter next to the curbstone , fill in the present cistern at
,Qq the lower end of said property, and move the two water meter boxes.
Councilman Johnson suggested that there should be some sort of a
drawing showing exactly what Mr . Cox proposes to do , in which sug-
gestion the Town Attorney concurred. The Mayor then advised Mr.
Hollandsworth to report to Mr. Cox that the Town of Leesburg was
very much interested in his proposal and would be glad to cooperate
with him when the time arose.
J. Austin Wright advised that Mrs. Lelia Galleher desired, the
Town to build a sidewalk in front of her property on North King
Street. As this is a state maintained street the Town Attorney
advised that very shortly it would become necessary for the Town
Council to appoint a committee to meet with the State Highway De-
partment to determine exactly what the Department would do so far
as building sidewalks, etc. on all streets that are state maintained.
Mr. Vesey suggested that the Street and Sidewalk committee start on
this project immediately and that he would be glad to work with them.
Upon motion duly made by J. Austin Wright , seconded by Oden
Semones, the following resolution was unanimously adopted :
BE IT RESOLVED, by the Council of the Town of. Leesburg, in (
Virginia, that the salary of the Auditor-Treasurer of the Town
be increased from Four Thousand Dollars ($4 ,000.00) a year to a
figure of Four Thousand Two Hundred Fifty Dollars ($4,250.00) . t `
Councilman Wright brought up the matter of an increase in the
salaries of the present town employees and Mrs . Mitchell suggested
that this be referred to the proper committee for their consideration.
Mr. Wright then mentioned the fact that the spring house at the
Florence Harrison property, from which the Town obtains water, is
in need of repairs and the Mayor asked the Water Committee to check
into this matter.
Upon motion duly made by Howard B. Gill , seconded by-Mae Bass
Mitchell , the following resolution was unanimously adopted:
RESOLVED, That the subdivision belonging to the Town of Lees-
burg, in Virginia, be named and designated on the final plat as
"Gibson Heights Subdivision.
Upon motion duly made by Mae Bass Mitchell , seconded by C. R.
Hollandsworth, Gill , Johnson, Mitchell , Hollandsworth and Wright
voting for and Semones against , the following resolution was adopted :

-WHEREAS, the Town of Leesburg , in Virginia, is the owner of
a certain tract or parcel of land containing about four and one-
half acres, and being the same land acquired from Harry I . Tiffany;
and ,
WHEREAS, the said land has been subdivided by. the said Town
and a plat of such subdivision has been approved- by the Planning
Commission of said Town and said .plat is now ready for recordation
in the office of the Clerk of the Circuit Court for Loudoun County;
and ,
WHEREAS , it is the desire of the Town of Leesburg to • record
said plat of said subdivision and to record a Deed of Dedication
dated. the 9th day of September , 1957 , a copy of• which said .plat and
Deed of Dedication is attached hereto; and ,
WHEREAS , the Loudoun County Hospital , Incorporated has offered
to purchase Lot No. 1 in the aforesaid subdivision containing 31 ,448
square feet for a price of $3553.62; and , , ,
• WHEREAS , said lot is not needed for any purposes by the Town of
Leesburg; and , -
WHEREAS , the Council of the Town of Leesburg on August 30, 1957 ,
at a special meeting , approved the sale of said Lot No-. Ito the
Loudoun County Hospital , Incorporated at the aforesaid price; and ,
WHEREAS , the then Mayor Elijah B. White and thethenacting
Recorder, Reginald K. Gheen, did not execute said deed due to the
expiration of their term of office on September 1 , 1957; and ,
WHEREAS , it is the desire of the Mayor and Council of the Town
of Leesburg, in Virginia, to carry out the commitment fade by reso-
lution on August 30, 1957;
NOW, BE IT ORDAINED, That the Mayor of the Town• of Leesburg,
in Virginia , is hereby directed and authorized to record said plat
in the office of the Clerk of the Circuit Court for Loudoun County,
which said plat was prepared by Robert K. Wilson, Certified Land
Surveyor, and dated June 10, 1950, as the "Final Plat of Gibson
Heights Subdivision, Town of Leesburg, Loudoun County, Virginia,"
and he is further directed and authorized hereby to record the at-
tached Deed of Dedication of said subdivision, and upon the recor-
dation of said plat and Deed of Dedication, he is hereby directed
and authorized to deliver to the Loudoun County Hospital , Incorpora-
ted, a deed with covenants of general warranty conveying the afore-
said Lot No. 1 of the aforesaid subdivision of the Town of Leesburg,
upon receipt of the payment of $3553.61 , and. Elinor M. Cunningham,
Recorder for the Town of Leesburg, is hereby directed and authorized
to affix and attest the seal of said c 1

DEED OF DEDICATION
THIS DEED OF DEDICATION, made this 9th day of -September, 1957,

W I T N E S SETH :
THAT, WHEREAS , the Town of Leesburg, in Virginia, a municipal
corporation formed and organized under a Charter issued by the
Legislature of the Commonwealth of Virginia, is the owner of a
certain tract of land lying and being within the Town of Leesburg,
in Virginia, and being the same lands acquired by the Town of Lees-
burg, in Virginia , by order of the CircuitCourt for Loudoun County,
Virginia, dated January 11 , 1956, and recorded in the Clerk's Office
of the Circuit Court for Loudoun County, Virginia in Deed Book 352,
Page 394; and ,

WHEREAS , the said Town of Leesburg , in Virginia, being de-
sirous of subdividing said lands , has caused the same to be sur-
veyed by Robert K. Wilson, Certified Land Surveyor; and , .
WHEREAS, the said Robert K. Wilson, Certified Land Surveyor ,
has prepared a plat dated June 10, 1956, said plat being attached
hereto and made a part hereof , said subdivision to be known as
"Gibson Heights ;"
NOW, THEREFORE, THIS DEED OF DEDICATION:WITNESSETH:
That for and in consideration of the above premises , the said
Town of Leesburg, in Virginia , pursuant to authority granted it at
a duly conducted meeting of the Town Council ofsaid municipal' dor-
poration, which duly adopted a Resolution approving the dedication
of the hereinafter described property, and conferred authority
upon the_ Mayor and Recorder of said municipal corporation to sign,
seal and acknowledge and deliver this Deed of Dedication, does
m hereby dedicate the property shown on the said plat which is

The Auditor-Treasurer advised that he had received copies of
the audit which was completed by the State Auditors in August and
that he would like each Council member to come into the Town Office
and become familiar with said audit .
Upon motion of Mae Bass Mitchell , seconded by C. R. Hollands-
. worth, the following resolution was unanimously adopted:

RESOLVED, That the audit of the Town of Leesburg, in Vir-
ginia , completed in August , 1957, be and the same is hereby
tabled until the next regular meeting of the Town Council on
October 14, 1957. -
There being no further business to come before the meeting,
upon motion duly made, and seconded , the meeting adjourned. •

A SPECIAL MEETING

THE TOWN COUNCIL OF THE TOWN OF LEESBURG, IN VIRGINIA
We , the undersigned , being members of' the Town Council of the
Town of Leesburg , in Virginia, do severally waive all of the
statutory requirements as to notice of time , place and purpose of
a special meeting of the Town Council and consenttthat the meeting
shall be held in the Council Chambers of the Town Council at 8:00
P.M. , Wednesday, October 2, 1957.

A special meeting of the Town Council of the Town of Leesburg,
In Virginia, was held October 2, 1957 at 8:00 P . M. in the Council
Chambers of the Town Council pursuant to written waiver of notice
• which appears immediately preceding the minutes of this meeting.

There were present: George J. Durfey, Mayor; Elinor M.
Cunningham, Recorder; Howard B. Gill , C. R. Hollandsworth, Reed
Johnson, Mae Bass Mitchell , Oken K. Semones and J . Austin Wright ,
being all of the councilmen.
The Mayor stated that the purpose of the meeting was to con-
sider several questions which the Street Committee had to present
for discussion and approval .
The Recorder read a letter from Mr . William .J. Cox , dated
September26, 1957 , in which Mr. Cox proposed to build a new side-
walk in front of his home at 108 East Cornwall Street , which side-
walk would meet the Town' s requirements , and upon its completion,
