M. , there were present : George J. Durfey, Mayor; Elinor . M. Cunningham, Recorder; Howard B. Gill, C. R. Hollandsworth; Reed Johnson; Mae Bass Mitchell ; Oden Semones and J. Austin Wright , being all of the councilmen. • The minutes of the regular meeting of the Council of the Town I of Leesburg held on September 9, 1957 and the special meeting held on October 2, 1957, were read, and upon motion of Mae Bass Mitchell , seconded by Howard B. Austin Wright, F r-1 . and unanimously carried,- the bill of Loudoun Properties,Inc. for the w w ro cost of the oversize pipe in Virginia Village Subdivision was tabled o Warren `, until the approval of Mr. Waen C . Perrow, Town Engineer. l Upon motion of C. R. Hollandsworth, Seconded by Mae Bass Mit,chell,' and unanimously carried, it was: RESOLVED, That the delegation composed of interested citizens of the Town of Leesburg, with Mrs . E. L. Rust as spokesman, with •• respect to the Trash and Garbage Ordinance, be heard. • Thereupon Mrs. Rust read a petition signed by one hundred three individuals, which petition was as fthllows : We , the undersigned residents and property owners in the Town of - L e b r hereby• reouest the Mayor and Town Council to rescind their rec_nt actions in changing the method of collecting trash and garbage 117 and go back to. the former method of collecting same in the Town of Leesburg. A lengthy discussion then followed with respect to the method • of removing trash and garbage, in which Howard B. Gill, a member of the Sanitation Committee , tried to inform the petitioners of the true meaning of the Ordinance . • After the discussion heretofore referred to, Eugene Barber then presented a similar problem of removing garbage at the colored elem- entary school. Thereupon, Emmett Jackson, acting spokesman for the Provident Baptist Church, stated that the Town, in putting up the sidewalk at the aforesaid church on West Loudoun Street had left from twelve to seventeen 'and one-helf inches of earth and that when it rains or when ice falls this would result in a hazard to the said church. %N The Mayor thereupon referred this matter to the Street Committee consisting of Mr. Hollandsworth and Mr. Wright. At this point the Council heard from Mr. H. E. Loeffler with `t respect to the plague of stray dogs running on Cornwall Street. Howard B. Gill recommended that a delegation of interested people go before the Board of Supervisors and take op this question. Roger F. Powell, Sheriff of Loudoun County, and T. A. Daniel, Game Warden for Loudoun County, also spoke on the subject of stray dogs . Sheriff Powell asserted that his department would like to assist the Town in any way possible .to do what they could in this respect . The Mayor then directed the Auditor-Treasurer to check into the ' matter to determine Whether or not there was an ordinance concerning dogs that was inforceable in incorporated towns . He further stated that he thought it advisable that a committee go before the Board of Supervisors of Loudoun County to see what could be done with respect to these stray dogs. "Mr: Hallett was then heard on behalf of the Leesburg Presbyterian Church with respect to the Town eliminating parking on the North ,side of West Market Street from 9:00 until 1:00 each Sunday. Mr. Hallett stated that if the Town granted this request the church would be very glad to pay for any signs purchased and erected by the Town. Upon motion of C. R. Hollandsworth, seconded by J. Austin Wright, C. R. Hollandsworth, Mae Bass Mitchell, J. Austin Wright and Mayor Durfey voting for, and Howard B. Gill, Reed Johnson and Oden Semones voting against, the following resolution was adopted: • RESOLVED, That the department store owned and operated by Myers d and White at the corner of King and Loudoun Streets, adjacent to the • present Town Fire House, be given a thirty foot parking space on East • Loudoun Street. • The following resolution presented by C, R. Hollandsworth, died on the floor: RESOLVED, That the American Red Cross be given a parking space for their Red Cross station wagon. Mae Bass Mitchell, of the Building Committee, reported on the insurance bill of Garrett Insurance Company on the FireeHouse, which bill had previously ueen tabled for further investigation, as to the value of said building and the rate of the premium. It was decided to have the said Fire House appraised by three contractors: one to . be chosen by Mr. Myers : one to he- chosen by the Town Council : and the third to be chosen by the other two chosen contractors, its Mr. Hollandsworth then brought up the matter of moving back the parking twenty five feet from each corner on the corners of King and Royal Streets so as : to avoid accidents. It this point the Town Attorney presented the matter of Town Policeman' Samuel H. Barton' s case . He stated that in his opinion he considered it advisable for the Town of Leesburg to immediately investigate the matter of insurance for the protection of the Town' s officers. Upon motion of Oden K. Semones, seconded by Reed Johnson, and unanimously carried, it was : RESOLVED, That the Town of Leesburg immediately contact an in- surance company for the purpose of looking further into the matter of insurance to cover the officers of the Town of Leesburg. Thereupon Mayor Durfey asked the Police Committee to investigate this matter and report back to the Council . Upon motion of C. R. Hollandsworth , seconded by Mae Bass Mitchell , Howard W. Gill , C. R. Hollandsworth . Mae Bass Mitchell and J . Austin ' Wright voting For and Reed Johnson and Oden Semones voting Against . the following resolution was adopted : RESOLVED, That the Auditor-Treasurer beianddhe is hereby authorized and directed on behalf of the Town of Leesburg , in Virginia, Ao pay to Carleton Penn,. Il , Esquire , attorney for John T. Fletcher , the sum of Four Hundred Seventy Three Dollars and Seventy Six Cents ($473.76) to cover the hospital and doctor bills of the said John T. Fletcher . growing out of an alleged ingury in the course of his arrest for violation of a Town Ordinance . Upon motion of C. R. Hollandsworth , seconded by Howard B. Gill , and- unanimously carried , it was : E_ RESOLVED, That the bill of Loudoun properties , Incorporated . at the rate of Three Dollars and Ninety Five Cents ($3 .95( per foot for the };eight inch water line to be installed under the Washington and • Old Dominion Railroad , in accordance with the agreement heretofore entered into between the Town of Leesburg and Loudoun Properties . Incorporated , be paid . The Town Attorney then presented the problem of extending :,the water and sewer lines out Ayr Street extended past the Loudoun County High School to the abutting property owners .
