HomeMy Public PortalAbout1957_12_09 126 BE IT RESOLVED, by .the Council of the Town of Leesburg , in Virginia, that Maurice Dwyer be and he is hereby appointed as a Police Officer for the Town of Leesburg in Virginia, be- ginning December 1 , 1957 , at a monthly salary of $225. 00 per month , payable semi -monthly. • There being no further business , on motion duly made , seconded and carried , Council adjourned . Recorder Pro-Tem I/ • Wel' _� .'• • REGULAR MEETING, December 9, 1957 At a regular meeting of the Council of the Town of Leesourg, in Virginia, held in the Council Chambers on December 9, 1957, at 7:30 P . M. , there were present : George J. Durfey, Mayor ; Hwaard B. Gill; C . R. Hollandsworth; Reed Johnson, Mae Bass Mitchell, Oden Semones and J. Austin Wright. The minutes of the regular meeting of. the Council held on November 11, 1957, the special meeting of the Council held on November 12, 1957 and the minutes of the special meeting of the Council held on November 26, 1957 were read and upon motion of . Mae Bass Mitchell, seconded by C. R. Hollandsworth, were approved with the following amendments ; ( 1) That Mr . Maloy Pish back was to be employed by the Town to finish the sidewalk on East Corn- ' wall Street, and (2) That Mr. Hollandsworth offered to make, free of charge , one frame for the maps to be placed in the Town Office . The Auditor-Treasurer then presented the financial state- ment and special sewer debt fund for the month of November . Upon motion of Heed Johnson, seconded by J. Austin Wright , the following resolution was unanimously carried: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he hereby is autho- rized and directed to pay the following bills : Virginia Electric & Power Co. $ 367.58 C .&P. Austin Wright, Q Johnson, Mitchell, Hollandsworth, Wright and Semones voting for Q and Gill voting against, the following resolution was adopted: • RESOLVED, That the bill of the Garrett Insurance Agency in the amount of $132.60, b'ec paid; the-:same being the insurance premium on the Myers and White building now occupied by the Leesburg Volunteer Fire Department. The Mayor then stated that the lease agreement betwee the Town of Leesburg and Parker Motors for the leasing of an auto- mobile to the Town Police had been accepted. • II The Mayor then read a letter from Mr .- .Gheen as Cashier of the Loudoun National Bank, regarding encroachments at the Myers and White -building on the Northeast corner of King an9. Loudoun Streets in the Town of Leesburg. Mr. Gheen was present and . presented, the following resolution: BE IT RESOLVED, that the construction of the store building on the Northeast corner of King and Loudoun Streets in the Town of Leesburg, Loudoun County , Virginia, by Myers & White , Inc . and Evelyn White , as per the building permit issued January 29, 1957, is hereby approved, and that any encroachment for windows, doors and cornices of the building as it now exists in its present completed state are hereby waived, and there shall be no liaoility upon the owner of said building and/or its successors in title for any such encroachment . Upon recommendation of Mr. Gill this resolution was tabled until further discussion with the Town Attorney . A communication was then read by the Mayor from the Board of Supervisors of Loudoun County with respect to the plan of the Town of Leesburg to impose an automobile tax for 1958. • Upon motion of Mr . Hollandsworth, seconded by Mr. Gill , the following resolution was unanimously carried: RESOLVED, That the Council of the Town of Leesburg, in Virg- inia, go on record as feeling that the resolution heretofore passed on November 11, 1957 b-' said Council, directing the Auditor-Treasurer to secure auto plates for the year 1958 remain as it was adopted. The Mayor then advised the Council that the Town of Lees- ourg had been served with a motion for judgment in the case of Robert Pierpoint vs . The Town of Leesburg, in Virginia. It was decided to bring this matter to the attention of the Town . Attorney for further action to oe taken. 12 7 S. Mitchell, seconded by Mr. Wright, the following resolution was unanimously adopted: dE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he hereby is authorized and directed to pay to eadh member of the Leesburg Volunteer Fire Department the sum of $20 .00 as a Christmas gift . A discussion then followed with respect to the application of the Community Oil Company, Inc . for a variance to build a petroleum products storage terminal and automotive service building on a parcel of land on the East side of South Wirt Street extended . It was the opinion of the Council to call a special meeting on December 23, 1957, which date would allow the required time for publication of the notice of said hearing. Mr. W. G. Buchanan of the Cary Hall Machinery Company was then heard with respect to the Town of` Leesburg purchasing a diesel type compressor pump and accessories to be used in their street program. This matter was referred to the Street Committee . • for further investigation and action. Upon motion of Mr . Gill, seconded by Mrs . Mitchell, the ' following resolution was unanimously adopted: RESOLVED, That the Council of the Town of Leesburg, in Virginia, appropriate $50.00 to the Planning Commission of the Town of Leesburg, for the purpose of defraying the costs of postage, stationery, etc . encountered by the Commission; and, BE IT FURTHER RESOLVED, That the aforesaid $50.00 approp- riation be handled through Mr. Ward, who is a member of the Planning Commission. Mr. Frank Caldwell, Chairman of the Town Planning Com- mission, reported that the Commission had met four times during the month and that four subdivisions had been submitted for ap- proval . He further stated that only one had been approved and that was' the Leeland Heights Suodivision on Route No. '7 consist- ing of five lots . Mr. Milton Myers representing the Leesburg Chamber of Commerce was then heard with respect to the Chamber ' s erecting certain signs or markers in the Town of Leesburg, which said signs would indicate the different shopping areas in the Town. Upon motion of Mr . Hollandsworth, seconded by Mr . Wright, the following resolution was adopted: RESOLVED: That the. Leesburg Chamber of Commerce erect at its own expense a number of signs or markers in the Town of 'Leesburg for the purpose of indicating the different shopping areas in the Town; namely, the shopping areas on Loudoun, Market and King Streets . Upon motion of Mr. Hollandsworth, seconded by Mrs . Mitchell , the following resolution was unanimously adopted: RESOLVED, That the Town of Leesburg, in Virginia, purchase II500 feet of fire hose for the Leesburg Volunteer Eire Depart- ment from O. W. Wipper and Associatesrepresebting=he Bi-Lateral Fire Hose,Company. Upon motion of Mr: Gill, seconded by Mr. Hollandsworth , the following resolution was unanimously adopted: 1 2.0 RESOLVED, That the Town of Leesburg purchase two cases of Dakota tank saver, the same being a solution to be inserted in the fire engine tanks to preserve the water in said tanks . Upon motion of Mr. Hollandsworth, secor3 ed by Mr . Gill, the following resolution was unanimously adopted: • • WHEREAS, It has heretofore been the policy of the Council of the Town of Leesburg, in Virginia, to allow to property owners of the Town the sum of U. 25 per square yard toward the cost of construction of sidewalks in front of their properties along approved streets in the Town: and, WHEREAS, The cost of materials have so increased since the adoption of this policy that the amount now allowed property owners by the Town is not sufficient to encourage the building of sidewalks : C4 NOW, - THEREFORE, BE IT RESOLVED by the Council of the Town C"J of Leesburg, in Virginia, that upon application by property OC owners the said Town may allow the sum of $2.50 per square yard et for the construction of sidewalks by property owners , instead 4 of the 11. 25 heretofore allowed, PROVIDED, HOWEVER, That proposed sidewalks must he in ac- cordance with the plans and specifications set forth by the said To•rni and that a permit for such construction shall have been issued: and, PROVIDED, FURTHER, That such sidewalks must be actually con- structed and approved by the designated officer of the Town before such allowance is actually paid; and, IIBE IT FURTHER PROVIDED, That this resolution shall be effective as of January 1, 1958. Upon motion of Mr. Gill, seconded by Mr. Hollandsworth, the following resolution was unanimously adopted: RESOLVED, That the Town of Leesburg, in Virginia , employ Mr. Robert Woolf to put up a gutter and snow break on the building owned by the Lambert estate on Market Street now leased to the Brock Chevrolet, Inc . , at a price not to exceed $50.00 . _ There being no further business to come before the meeting, the meeting upon motion duly made and seconded, adjourned. SPECIAL MEETING,, December 23, 1957 At a special meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chambers on Monday, December 23, 1957, there were present : Howard B. Gill , .Vice Mayor ; C. R. Hollandsworth, Reed Johnson, Mae Bass Mitchell and J. Austin Wright, Councilmen. In the absence of the Recorder, Mae Bass Mitchell was appoint- ed to serve as Recorder Pro-tem. Vice Mayor Gill stated that the special meeting had been called and advertised for the purpose of giving any citizens of the Town
