HomeMy Public PortalAbout1958_04_14 r. 1:4.6 Mr. Gill then brought up the subject of the purchase of a well owned by Mr. Claude Honicon in the Town of Leesburg, in order to assure the Town of an ample supply of water in the future. Mr. Hollandsworth, Mrs. Mitchell, Mr. Semones and Mr. Wright were of the opinion that the Town of Leesburg should offer Mr. Honicon the sum of $15,000.00 for said well. Mr. Johnson was not in favor of this at the present time. There being no further business to come before the meeting, the meeting upon motion duly made, adjourned. Austin Wright , being all of the Councilmen. The minutes of the regular meeting held on March 10, 1958 were read, and upon motion of Mr. Gill, seconded by Mr:. Wright;'. they'.were approved as read. CV The Mayor then advised that at 2:00 P. M. April 15 at die Town Office, bids would be opened on the construction by the 01 Towri-;of Leesburg of the water line from Parker Road to the new CDouglass Elementary School. and the sewer from the sewerage plant to the new Douglass Elementary School. He also advised that Mr. Perrow, Town Engineer, along wi-thaa representative from the Loudoun County School Board would be present at the aforementioned time . • Mr. Frank Caldwell, Chairman of the Planning Commission, was then heard with respect to the obligations of the Town of Leesburg with respect to providing water, sewerage and pavements to the annexed area, which Obligation was cited in the Annexation Order . The Mayor advised that the Council had requested Mr. Perrow, Town Engineer, • to study these problems in three sections; namely , the Lowenbach Subdivision, Fairview and South on Route No . 15. Mr. Caldwell also presented a map concerning the Thoroughfare R " Plan, which the Planning Commission had suggested be attached to the Master Thoroghfare Plan, which'wbuld be an extension of Harrison Street to the intersection with Buick Street . Mr. Caldwell further stated that a resolution concerning same had been approved by the full membership of the Planning - Commission. Mr . Caldwell stated that the Planning Commission had suggested the possibility of the Council ootaining some• ar.ea maps for the old as well as the annexed area; also that' this base map could be obtained from the Division of Planning of Virginia for a price of 5.431.00, less 1/3 for planning purposes . The Planning Commission was directed to contact the aforesaid Planning Division to determine thisUbase map would be of value to the Planning Commission and to the Tonn. _The proposed amendments to the Subdivision Ordinance for the Town of Leesburg were then discussed. Upon motion of Mrs . Mitchell , seconded by Mr. Semones, the following resolution was unanimously adopted: BE 'IT RESOLVED, by the Council of the Town of Leesburg, that the Subdivision Ordinance for the Town of Leesburg be amended as follows: By adding a new subsection D to Section I to read as follows : ' "The provisions of this Ordinance shall be complied with by all subdividers, except that variations from the re - quirements of this Ordinance may be allowed by the Plan- ning Commission, with the approval of Council, where it deems them to be necessary or desirable because of peculiar conditions, and the allowance of same will not violate any .provisions of the Virginia sand Subdivision Act, as amended. " 148. Amend Section 2 ( a) by striking out the word "four" in the first line and inserting in lieu thereof the word "eight . " Amend the second unnumbered paragraph on Page 5 of the pre- sent printed Ordinance so. that as amended said paragraph will read as follows : • "Before approving a preliminary plat, the Commission- shall consult with the Department of Highways Engineer for Loudoun County, the Health Officer for Loudoun County, and the Town Attorney for the Town of Leesburg. " Amend the first unnumbered paragraph on Page 7 by striking out the word "one" and inserting in lieu thereof the word "four" (4) and amending the last , sentence of said paragraph by striking therefrom the words "Auditor-Treasurer" and inserting in lieu thereof the words "Zoning Administrator" and by adding at the end thereof a new sentence to read as follows : "In addition, one •plat shall also be filed with the Com • - missioner of Revenue of Loudoun County within thirty (30) days of recordation of said plat. " Amend Section 3 ( a) (6) by striking 'therefrom the letters "40" and inserting in lieu thereof the words "fifty . " Amend Section IV A. (4) by adding thereto the words "curbs and gutters" so that said section, as amended shall read as fo llcws: "Drains, culverts, curbs, gutters, ditches, catch basins, or any other facilities for the proper drainage and dis- posal of surface waters from or across all streets and adjoining properties, as approved by the Resident Engineer, Department of Highways . " Amend Section 6, the first paragraph thereof by eliminating the words "Auditor-Treasurer" in the first line of said paragraph and inserting in lieu thereof the words "Zoning Administrator, " so that the first line of the first sentence of said paragraph shall read as follows : "It shall be the duty of the Town Zoning Administrator to enforce the provisions of this Ordinance . " Mr. Alert F. Anderson, Attorney at Law, then appeared before the Council in behalf of Jesse Randolph, the present trash and garbage collector . He stated that Mr. Randolph was having sone difficulty in his collection of trash and garbage due to resi- dents of the Town not adhering to the Trash and Garbage Ordinance . Mr. Anderson suggested that he and the Town Attorney work together in drafting a contract between Mr. Randolph and the Town of Leesburg. Mr. Lloyd Mayers appeared before the Council with respect to • the job of building inspector for the Town of Leesburg. Mayor Durfey stated that Mr. Mayers was fully qualified for the job and he advised Mr . Mayers that he would be contacted if and when the services of a building inspector were needed. Sheriff Roger P. Powell was then heard with respect to prob- lems at the Loudoun County Jail with respect to incarcerating prisoners . The Mayor suggested that in order to clear up some of the difficulties presented by Mr . Powell a letter be written to M=_ . William 3. Brent, Department of Welfare and Institutions, Belevedere and Spring Streets, Richmond, Virginia. .:a The Mayor then stated that Judge Alexander, a resident on the Edwards Ferry Road, had raised a question of the fast moving traffic on said road and what a hazard this had become. Upon motion of Mr . Gill, seconded by Mr . Wright, and unanimously carried, it was: • RESOLVED, by the Council of the Town of Leesburg, that the Department of Highways be contacted with respect to establishing a radar signal on the Edwards Ferry Road, the same to be moveable • 149 in order that it could be used on other streets in the Town. Upon motion of Mr. Gill, seconded by Mr. Hollandsworth , the following resolution was unanimously adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Mr% Leonard W. Parker be granted a permit for a trailer court on Lots 22, 23 and 24 of the L. W. Parker Sub- division where he has been operating a trailer court to date . The Town Attorney suggested to Mr. Parker that he file a proper subdivision plat to cover the resubdivision of his Lots 46 and 47. Upon motion of Mr. Gill, seconded by Mr. Hollandsworth , and unanimously carried the following resolution was adopted: BE IT RESOLVED, .by the Council of the Town of. Leesburg that the bids of Mr . George Fairall for 560.00 and the bid of Mr. Adrian N Tavenner for : 110.00 for the old police car be and the same are 01 hereby rejected. M . The Mayor read a communication from Mr . John Allen Johnston ram with respect to the Town removing a tree in front of his office building on Market Street. Mr. Hollandsworth stated that the State would remove this tree . Upon motion of Mr. Gill, seconded by Mr . Wright , the follow - ing resolution was unanimously adopted: BE IT RESOLVED, by the Council of ' the Town of Leesburg, in Virginia, that the Town remove the tree in front of Mr. John Allen ' s Johnston' s office on Market Street by taking same down even with the sidewalk. • Upon motion of Mrs . Mitchell, seconded by Mr . Hollandsworth, and unanimously carried the following resolution was adopted: WHEREAS, the Mayor and Council of the Town. of Leesburg, in Virginia, desiring to memorialize the passing of Mr. Louis C. Rollins, a former member of the Council of the Town of Leesburg, inscribes here briefly and in part the record of -a man born and reared in this - County, who took his place alongside the men of his generation and lived a long and useful life . • He oecame interested in Town affairs and ran for and was elected to Counciliin 1902, serving three consecutive terms until 1908 . In 1915, ler. Rollins again ran for and was elected to Council, serving consecutive terms until September 1, 1947 : serving a total of nearly thirty-eight years as a member of the Town Council of Leesburg . His judgment and knowledge of the people and affairs of the Town of Leesburg over this period enabled him to make a large contribution to the policy and operation of the affairs of the Town with which he was so long associated. His death, at the age of eighty nine years, removes one of the prominent figures in the business and civic life of our Town and he will be long remembered by those who were associated with him at any time over his long and useful life . II BE IT RESOLVED, by the Mayor .and Council of the Town of Leesburg, • in Virginia, that this record be entered in the minutes of this meet- ing and that a copy thereof be mailed to the family of Mr. Rollins . r, . . Upon motion of Mr. Wright, seconded by Mrs . Mitchell, and unanimously adopted it :was : RESOLVED, that the representative of the Welcome Wagon, Inc . be given a letter from the Town of Leesburg welcoming new residents to the Town that had been visited by the Welcome Wagon and the re - presentative in -turn would advise the _ Auditor-Treasurer of the names 150 of these new residents . Mr. Gill then read a letter from Mr. C. C . Gore with respect to a proposed violation notice to be placed on the cars of out of State visitors to Leesburg, Virginia . Mr. Hollandsworth was requested to contact the Town Police with respect to service cars that had been parking in front of the. Post Office for long periods of time and thus occupying a parking space that was needed by people receiving and depositing mail. A discussion then followed with respect to the purchase of the Claude Honicon well. Upon motion of Mr. Johnson, seconded by Mrs . Mitchell, the following resolution was unanimoudly adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, that the Mayor be instructed and directed to obtain the chemical analysis and any other necessary- data suggested by the Town Engineer with respect to the character of the water at the Honicon well, and that this set of analysis tests be obtained at the lowest possible cost . :� • The Town Attorney recommended that Mr. Honicon be given a copy of the aforementioned analysis, with which recommendation the Town Council concurred. Mr. Vesey tendered his oral resignation as Town Attorney as • of May 1, 1958, but advised that he would do whatever work is necessary for the bond issue and the completion of the annexation problem. He further stated that It had„been a _pleasureytbrllave been2of; service to the Town Council and that by the 1st of -May the amendments to the Zoning Ordinance would be completed; also the electrical, building, sanitation and plumbing codes would be in order for the consideration of the Town Council . Upon motion of Mr. Gill, seconded by Mr. Hollandsworth and unanimously adopted, it was: • RESOLVED, that a special meeting of the Town Council of the Town of Leesburg, in Virginia, be held April 24, 1958 at 7 : 30 P. M. in Council Chambers. for the purpose of considering the Zoning Ordinance amendments . • There being no further business to come before the meeting , the meeting upon motion duly made andseconded, adjourned.
