BE IT BESOLVED, by the Mayor and the Council of the Town
of Leesburg, that there be included in their 1958-679 budget
a sum of °; 500.00 for the Planning Commission, excluding the
cost of the base map; and, •
BE IT FURTHER RESOLVED, by the Mayor and the Council of
the Town of Leesburg,- in Virginia, a further sum of $150.00
for the Board of Zoning Appeals .
Mr.Hollandsworth brought up the question of some residents
on the Fort Evans Road who 'wished to hook onto the Honicon
Water line, The Torn Attorney advised that it was to the best
interests of the Town to wait until the property owner's -were
willing to deposit the cost of running the water line that far.
The Mayor then asked if the council was in a position to
nominate a replacement for the Town Attorney who had heretofore-
tendered his resignation. At the time there were no suggestions.

SPECIAL MEETING, May 1, 1958
At a special meeting of the Council of the Town Council of
the Town Council of the Town of Leesburg, in Virginia, at 7 : 30
P. M. May 1, 1958, there 'were present : george J. Durfey, Mayor;
'Elinor M. Cunningham, Recorder; Howard B. Gill, C. R. Hollandsworth,
Reed Johnson, Oden Semones and J. Austin Wright, Mr. Johnson arriving
late .
The first order of business was a discussion of the proposed
Zoning Ordinance amendments which had. heretofore been brought ,be-
fore the Council .
Upon motion of Mr. Gill, seconded by Mr. liollandsworth, the
following resolution was adopted:
BE IT RESOLVED, by the Mayor and the Council of the Town of
- Leesburg, that the Zoning Ordinance be adopted with the changes
as read. (Said Zoning Ordinance appears later in this Minute
Book in detail) ; and, is incorporated herein by reference and
appended hereto) .
BE IT FURTHER EE00LVED, Thatthe Zoning Administrator be in-
structed and directed to publish the proposed changes in the
Zoning Ordinance in some newspaper having general circulation, in.
the Town of Leesburg for two consecutive weeks , after which time
a public hearing of interested citizens will be held.
The Town Attorney then discussed the matter of thw Town of
Leesburg supplying the Douglass High School and the Douglass
Elementary School with water and sewer facilities and that the
Loudoun County School Board was willing to contribute $10,800 . 00
in lieu of the cost to the School Board for running separate lines
and potting in:a pumping station. The Mayor advised thtt the Town
Engineer , Warren C. Perrow, had been in Leesburg all day and had
obtained some figures with respect to the relocation of the afore-
said ater line running to the. Douglass Elementary School and the
Douglasa' High School , which re -location would give the school Board
what they are asking for and penn.it the Town to have some additional
water lines . The proposed relocation of the water lines would
take said water line off the school property and place it where
other pdople in the Town of Leesburg would benefit . Mr . Perrow
stated that the added cost of the proposed relocation would be
$$7288 .02 for ..the 8 inch water line and 33944 .85 for the 6 inch line .

Upon motion of Mr. Gill , seconded by Mr . Hollandsworth , .and
• unanimously carried , the following resolution was adopted :
RESOLVED, That the Council of the Town of Leesburg obtain
final approval from the Loudoun County School Board with respect
to the relocation of the water line running to the Douglass
Elementary School and the Douglass High School , which said water
line would be constructed on Route No . 7 instead of being con-
structed across the school property.
Mr . Perrow stated that street grades in the Town of Leesburg
had been adopted by the Town Council of the Town of Leesburg , in
Virginia , in 1949 and that a new • survey should be made to include
the annexed area , which should include the sewer grades at the
same time . It was suggested that Mr . Perrow communicate with
the Mayor or Town Attorney with respect to what he would require
for such a survey .
The Town Attorney then brought up the matter of the different
Codes to be considered by the Council and suggested that the
copies of the codes should be put in a form so that they could be
sold and that bids should be obtainedi,from a number of printers .
The Administrative Code for the Town of Leesburg , in Virginia .
was then discussed . There was some discussion with respect to Section
3-51 , and ,
Upon motion of Mr. Wright , seconded by Kr . Semones , the
following resolution was carried by a vote of 3 to 2 , Johnson ,
Semones , Wright voting for and Gill • and Hollandsworth voting
against:
"Control and Supervision . The Auditor-Treasurer shall have
control and supervision of all employees of the Town , unless other-
wise ordered , except the Town Attorney and the Town Folic2. . It
• shall be the duty of the Town Sergeant to carry out the instructions
of the Auditor-Treasurer in supervising and directing the employees
of the Town.
After a discussion of Section 3-52 of the Administrative
Code , it was upon motion of Mr . Semones , seconded by Mr. Johnson ,
and carried by a vote of three to two, Johnson, Semones And Wright
voting for and Gill and Hollandsworth voting against , resolved as
follows : .
BE IT RESOLVED, by the Town Council that Section 3-52 of the
Administrative Code read as follows :
Weekly Work Reports . On and after September 20, 1937, the
Auditor -Treasurer shall have the right and power. to require each
and every employee of the Town, except the regular members of the
police force and the Town Attorney and Zoning Administrator , to
make out and personally submit to him an itemized weekly report
showing the hours he works and the nature of the work performed
eech day . The Auditor-Treasurer shall also have the rightand
' power to require the Town Sergeant to keep the time and analysis
of the work done by the town employees and personally submit the
same to him.
Upon::moti-on of Mr . Wright , seconded by Mr . Johnson and
unanimously adopted , it was :
RESOLVED, by. the Mayor and the Council of the Town of
Leesburg , in Virginia, that the Administrative Code be adopted
as read , which Code appears immediately podloviing these minutes
and is appended hereto and incorporated herein by reference .
It was generally decided to have a special meeting of the
Mayor and Town Council of the Town of Leesburg on May 8 , • 1958 at
7 : 30 P . M. in order to discuss another of the 'proposed codes for
the Torn -of Leesburg . •

pose of a special meeting of the Town Council and consent that
the meeting shall be held in the Council Chambers of the Town
of Leesburg at 11 : 30 P. M. , Thursday, May 1, 1958 .

At a special meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held May 1, 1958 at 11:30 P. M. in the
Council Chambers, there were present : George J. Durfey, Mayor ;

Reed Johnson, Oden Semones and J. Austin Wright .
Upon motion made by Mr . Gill, seconded by Mr. Hollandsworth ,
and unanimously carried it was :
BE IT RESOLVED, by the Mayor and the Council of the Torn of
Leesburg, in Virginia, that George M. Martin be appointed Tavn
Attorney for the Town of Leesburg, in Virginia, to fill out the
unexpired term of Howard W. Vesey, the said Mr . Vesey having
tendered his resignation as of Way 1, 1958. '
There being no further business to come before the meeting,
the meeting upon motion duly made and seconded, adjourned.
