It was generally agreed that the Council of the Town of Leesburg should publicize through the means of the LOUDOUN TIMES MIRROR the fact that on May 21, 1958, the trash collector would gather all branches of trees , etc. that were put out by the citizens of the Town. Upon motion of Mr . Wright, seconded by Mr. Gill , and un- animously carried, the meeting adjourned. _1in,,,nom' n, hN t 6 Qh ---- /�, e cor der ice�T �� SPECIAL MEETING, May 15,1958 At a special meeting of the Council of the Tom of Leesburg, ' in Virginia, held May 15 , 1958, ate9:30eP: M. in the Council Chambers, there were present: George J. Durfey, Mayor ; Howard B. Gill, C . R. Hollandsworth, Mae Bass Mitchell, Oden K. Semones and J. Austin Wright, Councilmen and George M. Martin, Town At- torney. In the absence of the Recorder Mrs . Mitchell was appointed to serve as Recorder Pro Tem. • The Mayor stated that the meeting was called for the pur- pose of further consideration of the Plumbing Code and other codes that may come before the Council. • George M. Martin, Esquire, reported that he had received a letter from Mr. Wallenstein, Counsel for the Virginia League 0 of Municipalities, in which he confirmed Mr. Martin' s opinion that any increase in tax and license rates or any new licenses • to be imposed by the Town would have td be advertised before • adoption. The Town Attorney further reported his approval of the bond between the Town of Leesburg and the Commonwealth of Virginia, which appears on Page 164 and 16,5 of this Minute Book, and which has heretofore been read in full. Upon motion of Mrs. Mitchell, seconded by Mr . Gill, the following resolution was unanimously adopted: BE IT RESOLVED, By the Council of the Town of Leesburg, in Virginia, that the new Zoning Ordinance and the Aclninistrative Code be spread upon the pages of the General Ordinance Book and that reference thereto be made in the Minute Book. The Mayor then laid before the Council the matter of the Plumbing Code, which had been discussed at a special meeting on May 8, 1958. After a discussion by Council, and upon motion of J. Austin •• Wright, seconded by Howafd B. Gill and unanimously carried, the matter was tabled until June 3, 1958, to give Council more time • to study the code . At the aforementioned meeting the proposed building and electrical codes will be discussed. Further , the Town Attorney is directed to publish notice of this meeting if he deems it necessary. The matter of a proposed budget for the Town of Leesburg was discussed 'and it was agreed that Council would meet on May 20 , 1958 to consider same . 167 There heing no further business to cone before the meeting, upon motion duly made and seconded and carried, the meeting ad- journed. • 4 f 1 cox) 1. Durfey, Mayor ; Howard B. Gill, C. R. Hollaridsworth, Reed Johnson, Mae Baas Mitchell and Oden Semones . N C`/ In the absence of the Recorder Mrs . Mitchell acted as Recorder 00 Pro Tem. After the meeting was called to order by the Mayor a'tdisdussion followedewith respect to the proposed budget for the Town of Leesburg beginning .Julyel,n1958iandsending . June 30, 1959 and the proposed new license fees for the Town of Leesburg. Upon motion of. Mr. Gill, seconded by Mr. Hollandsworth, and unanimously carried, it was: • RESOLVED, By the Council of the Town of Leesburg, in Virginia, that the budget for the Town of Leesburg, in Virginia beginning July 1, 1958 and ending June 30, 1959, be published in a newspaper having general circulation in the Town of Leesburg On May 22, 1958; and, BE IT FURTHER RESOLVED, That the changes in the license fees be published in like manner as the budget, and that thereafter a public hearing be held with respect to both the budget and the proposed new license fees . Mr. Johnson brought up the subject of a contract between the Town and . Jesse Randolph with respect to the collection of trash and garbage . This was referred to the Sanitation Committee to report back to Councilat the next meeting. • Mr. Semones mentioned the fact that the drain in front of the Loudoun National Bank was apparently clogged up, as frequently. water would not enter. It was suggested that the Mayor discuss this matter with Mr. George P. Bozelle, Resident Engineer of the Virginia Department of Highways . Mr. Martin adgised that he had received formal notice from Judge Penn of a suit against the Town instituted by Mr . Glazebrook. Mr. Semones brought up the matter of the appoinbnent of a Police Committee in order to investigate the hiring of an additional police officer. The Auditor-Treasurer was directed to contact all available references to expedite the hiring of a police officer . A discussion then followed with respect to what trash would be collected on May 21 , 1958. ss:, . Mr. Martin advised that he had only one copy of the Building Code , but stated that he had written to ascertain the cost of a copy of said code from the State of Virginia. Upon motion pr Mr . Gill, seconded by Mr . Hollandsworth, and unanimouslyel.VIA RESOLVED, That the Police Committee be given authority to confer with Judge Dudley of the County Court with respect to the aforesaid Judge taking over cases in the Town of Leesburg and to ascertain what fee would be charged.
