June 9 , 1958 . there were present : George J. Durfey , Mayor; Elinor M. Cunningham, Recorder . Howard Bl Gill , Reed Johnson, Mae Bass Mitchell . Oden Semones and J. Austin Wright . Mr. Hollandsworth was absent due to hospitalization. The minutes of the regular meeting held May 12 , 1958 were read and upon motion of Mrs. Mitchell , seconded by Mr . Gill and unanimously carried were approved as read . The minutes of the special meeting held May 15. 1958 were read and upon motion of Mr. Wright , seconded by Mrs . Mitchell and un- animously carried , were adopted as read . The minutes of the special meeting held May 20, 1958 were read ;V and upon motion of Mr: .GFll , seconded by Mr. Wright , and unanimously carried , were adopted as read . TheLminutes of the special meeting held June 3 , 1958 were read and upon motion of Mr. Gill , seconded by Mrs . Mitchell and unanimously carried , were adopted as read . The Auditor-Treasurer presented his financial statement for the month of May and the special sewer debit fund . Upon motion of Mr. Gill , seconded by Mr. Wright and unanimously carried , it was: RESOLVED, That the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills : Virginia Electric & Power Co . 369.56 C. & P . Telephone Co . of Virginia 96.50 Hankey' s Radio Service -- 8.00 L . S. Mitchell and unanim- ously carried , it was: BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that the State Auditing Department be and it is hereby requested to audit the records of the Auditor-Treasurer of the Town of Leesburg , -concced-hIng- the town' s finances , for one year , • 174 from July 1 , 1957 through June 30, 1958 , and the said town will pay the Commonwealth of Virginia for making said audit . and Elinor M. Cunningham , Recorder is authorized and directed to execute a certified copy of this resolution to be mailed to the Auditing Department of the Commonwealth of Virginia. Thomas diZerega , Esquire , appeared on behalf of Messrs. Webb, Thomas , Schulke add Maddox with respect to the Town of Leesburg extending the sewer line down Route No . 7 to their property. The Town Attornwy was instructed to check into the matter as to the legal problems involved in working with this proposal with the Town. The matter of the Jesse Randolph contract with respect to trash collection was discussed and Mr . Ward was instructed to supply the Trash and Garbage Committee with the present contract under which Randolph is now operating. Upon motion of Mr. Wright , seconded by Mr . Gill , Gill , Johnson, Mitchell and Wright voting for and Semones against , it was : RESOLVED, That if and when the Trash and Garbage Committee forms a contract with the said Jessee Randolph and presents the same to Council , that same shall be for a term ending August 31 . 1959: The Mayor reported that the Perry Engineering Company , In- corporated at this point had unloaded sufficient pipe for the construction work to be done on Parker Road and that construction would commence within a few days . • The subject of the County Judge for the County of Loudoun conducting town court cases was then discussed . Upon motion of Mrs. Mitchell , seconded by Mr . Gill , the / following resolution was unanimously carried : JBE IT ORDAINED, by the Council of the Town of Leesburg , in Virginia , that Section 41 of the Administration Ordinance , -adopted on the 1st day of May, 1958, entitled "Trial •Justice ," be and the same hereby is repealed and annulled ; and , • BE IT FURTHER ORDAfiNED . That Section lI of the said Administration Ordinance , entitled "Jurisdiction, " be and •the same is hereby amended by adding , "The Mayor shall be the Police Justice for the Police Court for the Town of Leesburg and shall exercise all powers conferred on the Mayor by the / Charter for the Town of Leesburg add pursuant to Title 16. 1 , JChapter 5 of the Code of Virginia ( 1950) , as amended :" • Upon motion of Mr . Gill , seconded by Mr . Wright , it was: • \RESOLVED, That the Zoning Ordinance -adopted on the /51day of 1- to become effective August 15, 1958 at 12: 00 EST be and ' the same hereby is rescinded ; and , BE IT FURTHER RESOLVED, That the entire matter of a new Zoning Ordinance and map be referred to the Planning Commission '. for the Town of Leesburg for a report and recommendation , after appropriate public notice by the Planning Commissi-on. Upon motion of Mr . Johnson , seconded by Mr. Gill , and unanimously carried , it was: RESOLVED, That Mr . Julian Tarrant , Consulting Engineer for the Town of Leesburg , in Virginia , be contacted and requested to appear at the next regular meeting of the Town Council for 175 the purpose of determining the status of the contract between Mr . Tarrant and the Town of Leesburg . Upon motion of Mrs. Mitchell , seconded by Mr . Gill , it was: RESOLVED, That the Auditor-Treasurer for the Town of Leesburg , in Virginia , is hereby appointed as Building Inspector for the Town of Leesburg; and , BE IT FURTHER RESOLVED, That Sybil W. Wanner be reappointed as Zoning Administrator for the Town of Leesburg and also appointed as Executive Secretary to the Council and Mayor thereof , both offices to run for a term ending August 31 , 1959, at a salary of Two Hundred Fifty Dollars ($250.00) per month. The Auditor-Treasurer stated that fifteen building permits had been issued so far this year at a total of $310,000. 00. II in Virginia , held in Council Chambers at 7 : 30 P . M. on June 23 , 1958 , there were present : George J. Durfey , Mayor; Elinor M. Cunningham, Recorder ; Howard B. Gill , Reed Johnson , Oden Semones and J. Austin Wright , Councilmen . The Mayor called the meeting to order and stated that the purpose of this meeting was to consider a budget for the Town of Leesburg for the year July 1 , 1958 to June 30, 1959. Uponrmotion of Mr . Gill , seconded by Mr . Wright , the following resolution was unanimously carried : WHEREAS , the following proposed budget was presented to Council on May 20, 1958 and the same was published in a newspaper published in the Town of Leesburg , and every citizen was given an opportunity to express his views regarding this budget at a special meeting of the Council of the Town of Leesburg on June 23 , 1958 , and no objections were made thereto by any citizen of • the Town of Leesburg; NOW, THEREFORE BE IT ORDAINED by the Council of the Town of Leesburg , in Virginia , that the proposed budget be and the same is hereby adopted as follows: STATEMENT SHOWING ACTUAL RECEIPTS & DISBURSEMENTS IIJULY 1 , 1956 - JUNE 30, 1957 AND ESTIMATED RECEIPTS & DISBURSEMENTS JULY 1 , 1957-June 30, 1958 & July 1 , 1958-June 30, 1959 • RECEIPTS: REVENUE REVENUE REVENUE Attual Estimated Estimated LOCAL TAXES: 1957 1958 1959 General Property Taxes 19,856.72 21 ,000. 00 36 ,000.00 Bank Stock Tax 10, 169.90 10,556.79 12 ,000.00 LICENSES S.
