HomeMy Public PortalAbout1958_06_23SPEC 1 7 the purpose of determining the status of the contract between Mr . Tarrant and the Town of Leesburg. UPon motion of Mrs. Mitchell , seconded by Mr . Gill , it was: RESOLVED, That the Auditor-Treasurer for the Town of Leesburg , in Virginia , is hereby appointed as Building Inspector for the Town of Leesburg; and , BE IT FURTHER RESOLVED, That Sybil W. Wanner be reappointed as Zoning Administrator for the Town of Leesburg and also appointed as Executive Secretary to the Council and Mayor thereof , both offices to run for a term ending August 31 , 1959, at a salary of Two Hundred Fifty Dollars ($250.00) per month. The Auditor-Treasurer stated that fifteen building permits had been issued so far this year at a total of $310,000. 00. M. on June 23 , 1958 , there were present : George J. Durfey , Mayor; Elinor M. Cunningham, Recorder ; Howard B. Gill , Reed Johnson , Oden Semones and J. Austin Wright , Councilmen . The Mayor called the meeting to order and stated that the purpose of this meeting was to consider a budget for the Town of Leesburg for the year July 1 , 1958 to June 30, 1959. Upon^motion of Mr . Gill , seconded by Mr . BE IT FURTHER ORDAINED, That the tax rate on Personal property and - real estate be set at Eighty Five Cents ($0.85) per one hundred dollar valuation and that the tax rate on National Bank Stock Tax be set at Eighty Cents ($0.80) per one hundred dollar valuation. • The Mayor announced that the .next order of business was the matter of the proposed license tax changes. Mrs . Geneva Phillips , operator of the Phillips Motel . and Mr. Frank Patton, President of Loudoun Distributing Company, each 1 • presented their individual problems with respect -to the license taxes. 178 Upon motion of Mr. Johnson , seconded by Mr . Gill , the following resolution was carried by a vote of three to one : WHEREAS notice of a public hearing was published in the LOUDOUN TIMES MIRROR on the 22nd day of May , 1958 , relative to the imposition of new licenses and an increase in former licenses, and in which said public notice the purpose of the increase was stated ; and , WHEREAS, a public hearing was held on June 23 , 1958 at 7 :30 P. M. EST in the Council Chambers of the Town Council at the Town Office Building , at which time residents of the . • Town of Leesburg appeared before the Council relative to said licenses and the increases therein; NOW, THEREFORE, BE IT ORDAINED by the Council of the Town of Leesburg , in Virginia , that the following paragraphs of the Tax and License Ordinance.,for the Town of Leesburg , in Virginia , beginning on Page 2I. of the current Ordinance Book be and the same are hereby annulled and rescinded to read as follows : ATTORNEY AT LAW. On every Attorney-at-law the sum of $25. 00; less than 5 years practice .$15. 00. BARBER: On every person , firm, association or corporation doing business as a barber the sum of $10. 00 for the first chair and $2. 00 for each. additional chair operated . BEAUTY AND HAIR DRESSING PARLOW. On every person , firm, association or corporation operating a beauty and/or hair dressing. parlow the sum of $20. 00. CLEANING CLOTHES . On every person, firm, association or corporation engaged in Cleaning , pressing or deying clothes or garments for compensation. On every person, firm, associa- tion or corporation soliciting business for non-resident cleaners or pressers the sum of $50.001 Resident cleaners or pressers. employing one or more $20.00. DENTIST: On every dentist the sum of $25.00; less than 5 years practice $15. 00. ELECTRICIAN: On every electric or radio repairing service , other than merchants , the sum of $10.00. LAUNDRY: On every person, firm, association or corporation operating a hand or steam laundry the sum of $20. 00; and on every agent soliciting or collecting business for a hand or steam laundry operated out of said town the sum of $50. 00. OCCULIST: On every occulist , optician , chiropractor , osteopath the sum of $25.00; less than 5 years practice $15.00. • PHOTOGRAPHER: • On every person , firm, association or cor- poration engaging in the business of photographer or acting as a photographer ' s agent or canvasser the sum of $10. 00. PRINTING BUSINESS . On every person , firm, association or corporation engaged in the printing business the sum of , $10. 00 . REAL ESTATE BROKER. On every person, firm, association or corporation engaged in the business of a real estate broker the sum of $25. 00. 17.9. MEDICAL DOCTORS: On every medical doctor engaged in the profession of practicing medicine , the sum of $25.00 ; less than 5 years practice $15.00 . VETERINARIAN: On every veterinarian engaged in the prof- ession of Veterinarian Surgery , the sum of $25.00; less than 5 years practice $15.00. PISTOL DEALER: On every person, firm or association or corporation engaged in the business of selling pistols at re- tail , the sum of $5.00. ARCHITECTS, ENGINEERS AND SURVEYORS: On every person, firm or association or corporation engaged in the business of Architecture , professional engineering and land surveyjng , the sum of $25. 00; less than 5 years practice $15.00. Cl BONDSMEN: Every person, firm or corporation , who shall for compensation enter into any bond or bonds for others , whether as a principal or surety shall obtain a license the amount of Q a which shall be $25. 00. MOTEL : On every person , firm or association or corporation, maintaining and operating a motel the sum of $5. 00 per unit . LODGING HOUSES: On every person,firm, or association or corporation maintaining and operating a lodging house the sum of $5.00. FLORIST: Every person , firm, association or corporation or anent , conducting a business of selling flowers , the sum of $10.00. II • AND BE IT FURTHER ORDAINDED by the Council of the Town of Leesburg , in Virginia , that the amendments to the aforesaid Tax and License Ordinance for the Town of Leesburg shall be effective on July 1 , 1958 and for each year thereafter; and , BE IT FURTHER ORDAINED BY THE Council of the Town of Leesburg that the new licenses adopted shall be numbered by the Auditor- '' Treasurer to agree with the numbering of the Tax and License Ordinances for the Town of Leesburg which appear on Page 2L. of the current Ordinance, Book. Upon motion of Mr . Semones , seconded by Mr. Wright and unaminously carried , it was: RESOLVED. That the Paragraph of the License Ordinance with respect to the Tax on motels be amended to read as follows : MOTEL: On every person , firm,association or corporation maintaining and operating a motel the sum of $35. 00, plus $2. 00 for each room.
