• SPECIAL MEETING, June 12 , 1958

At a special meeting of the Town Council for the Town of
Leesburg , held' June 12 , 1958 at 5: 00 P . M. there were present :
George J . Durfey , Mayor ; Howard B. Gill , Reed Johnson, Mae
Bass Mitchell , and Oden Semones.

The Mayor stated that the purpose of this meeting was to ,
consider the problem of the zoning at the Feldman property on
the North side of Highway No. 7 in the Town of Leesburg , Vir-
ginia. Mr . Richard E. Hill appeared in behalf of Mr . Feldman.
Upon motion of Mr . Gill , seconded by Mr. Johnson, and.vun-
animously carried , it was :
RESOLVED, That the Town Attorney , George M. Martin , Esquire ,
be given authority to employ Colonel Knight , Certified Land
Surveyor , Leesburg , Virginia, to make a survey of the Feldman
property and the matter would be taken up at a later date .
There being no further business to come before the meeting ,
the meeting upon motion duly made and seconded, adjourned .

REGULAR MEETING, JULY 1431 1958
At a regular meeting of the Town Council held on July 14,
1958, there were present: George J. Durfey, Mayor; Elinor M.
Cunningham, Recorder : Howard B. Gill, Reed Johnson, Mae Bass
Mitchell, J. Austin Wright and Oden Semones.
The minutes of the regular meeting held June 9, 1958 were
read and upon motion of Mrs . Mitchell, moved by Mr . Wright and
unanimously carried were approved as• read.
The minutes of the special meeting held June 12, 1958 were
read and upon motion of Mr. "right, seconded by Mrs . Mitchell,
were approved as read.
The minutes of the special meetint held June 23, 1958 were
read and upon motion of Mr. Wright, seconded by Mrs. Mitchell,
were approved as read.
Upon motion of Mr. Wright, seconded by Mrs. Mitchell, the
following resolution was unanimously adopted:
WHEREAS, the Additor-Treasurer has presented a report
of all receipts and an analysis of all disbursements for the
quarter ending June 30, 1958,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the
Town of Leesburg, in Virginia, that the Auditor-Treasurer be
and he is hereby authorized and directed to have a copy of
said report published in a newspaper in said Town and also
to post a copy in front of the Court House in said Town.

The Auditor-Treasurer then presented his financial statement '
for the month of June and the sewer debt fund statement.
Upon motion of Mrs . Mitchell, seconded by Mr. Wright, ard
• unanimously carried, it was :
RESOLVED, That the Auditor-Treasurer be and he is authorized
and directed to pay the following bills :

Mr. Patton then presented his problem of paying a tax in the
Town of Front Royal as well as , the Town of Leesburg. The Town
Attorney was directed to look into this matter.
A communication from Muse & Reed was read with respect to
a license as florists, which was accepted with reservations. This
was to be worked out between the Auditor-Treasurer and the Town
Attorney.

Mr. Julian Tarrant, Consulting Engineer, appeared before
Council- and gave a resume of the work he had completed under his
contract with the Town of Leesburg. Mr. Tarrant advised Council
that he would complete his contract in three months .
A lengthy discussion then ensued with regard to the contract
between Jesse Randolph and the Town of Leesburg with respecti'o
the removal of trash and garbage . The Town Attorney was instructed
to go over a contract prepared by Mr. Anderson,. `.Attorney for !'Jesse
Randolph, and to consult with the Trash and Garbage Committee as
to same .
Mr. aright, member of the Street Committee, reported that
a new sidewalk had been completed on the South side of South street.
The Mayor instructed the Street Committee to ascertain all the
facts with respect to the anticipated suit against the Town by Mrs .
Effie Beavers .

The Mayor stated that in the interests of the Town aric.id
emergency bond had been purchased to cover the construction of
the sewer line down Route No. 7.
The Town Attorney presented copies of the proposed code
relating to Offenses and stated that the plumbing code and
electrical code were in the process of being put into position .
to be presented to Council.
A letter was read from Howard W. Vesey with respect to the ,
case of M. & G. Motors against the Town. It was recommended
that the Council get Mr . VeseyTs opinion as to the procedure
the Town should take.
Upon motion of Mr. ?fright, seconded by Mr. Gill, the follow-
ing resolution was unanimously adopted:
:
WHEREAS, the Council of the Town of Leesburg, in Virginia, 1
deems it necessary to amend the Subdivision Ordinance for the
Town of Leesburg, in Virginia; and,
WHEREAS, it is necessary that the proposed amendment be
published in the IOUDOUN TIMES MORROR, a newspaper having generl
circulation in the Town of Leesburg, in Virginia, for two successive '
weeks ;
NOW, THEREFORE, BE IT- RESOLVED , that the proposed amendment
be published in said newspaper for two' successive weeks, after
which time a public hearing will be held for all interested
citizens to espress their views .
There being no further business to comebbefore the meeting,
the meeting upon motion duly made and seconded, adjourned.

SPECIAL MEETIN''G JULY 16, 1958
At a special meeting of the Council of the Town of Leesburg,
in Virginia, held in Council Chambers July 16, 1958, at 11:30 A.M.
there were present: George J. Durfey, Mayor; Howard B. Gill ,
Reed Johnston, Mae Bass Mitchell, and J. Austin Wright .
In the absence of the Recorder, Mrs . Mitchell was elected
Recorder Pro Tem.
Upon motion of Mr. Gill, seconded by `Mr . 'Wright, and unanimously
carried, it was:
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that the weekly salary of Roland 0. Keyes be increased
from $48.00 weekly to $53.00 weekly, the same to become effective
with the week of July 14, 1958.
Upon motion of Mr . Wright, seconded by Mr. Johnson and
unanimously carried, it was: .
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that George E. Ward, Auditor-Treasurer; Sybil W. Wanner,
Zoning Administrator; Raymond L. Hough, Pumping Station Operator;

• and Ronald L. Athey and Samuel B. Barton of the Police Department,
be given two weeks vacation or pay at the regular rate in lieu
thereof.
