TYBEE ISLAND HOUSE RAISING FEASIBILITY STUDY
SCOPE OF WORK 1307 Jones Avenue
Mitigation projects submitted for HMA grants must be both feasible and effective at mitigating the risks
of the hazard for which the projects were designed. The feasibility of a project is demonstrated
through conformance with accepted engineering practices, established codes, standards, modeling
techniques, or best practices. Effective mitigation measures funded under HMA should provide a
long-term or permanent solution. Consideration of technical feasibility and effectiveness during the
project scoping process facilitates project development.

Owner: Jerome Lancaster
The City of Tybee Island intends to elevate the private residential structure of Jerome Lancaster
located at 1307 Jones Avenue above the Base Flood Elevation (BFE). The proposed project existing
structure will be elevated a minimum of two feet above the BFE on piling/columns in accordance with
our local building requirements. This structure has suffered repeated damage from floods and the
proposed project will eliminate the current flooding problem.
The structure is located in an AE -Zone. At a minimum when completed, it will meet the current AE -Zone
requirements including having the lowest floor at a minimum of thirteen (13) feet, NGVD (BFE + 2). The
current BFE is eleven (11) feet. The enclosed area below the BFE will have a minimum of two
hydrostatic openings to allow for automatic entry/exit of floodwaters (in this case house will have open
piers), and all construction materials below BFE will be constructed with flood resistant materials. The
electrical and mechanical equipment outside the residence will also be elevated.
Tybee Island will provide proof of as -built, final elevation certificate and certificate of occupancy will
be required by the State and FEMA for the final inspection. All work will be completed in accordance
with ASCE 24-14, NFIP standards in 44 CFR Part 60, and applicable local codes and standards.
