RESOLVED, That Max Dwyer, one of the Town Policemen
be given a vacation this year .
Upon motion of Mr. Gill, seconded by Mr . Johnson and
unanimously carried, it was:
RESOLVED, That Section VIII of the Trash and Garbage
Ordinance be stricken from said ordinance .

The Town Attorney stated that in a discussion with Mr. ,
Vesey, former Town Attorney, Mr. Vesey advised that he
would riot compromise the suit of M. & G. Motors against
the Town of Leesburg.
Upon motion of Mr . Gill, seconded by Mrs. Mitchell, and
unanimously carried, it was :
RESOLVED, That the Town employ an extra stenographer at
a reasonable salary, which stenographer would not be permanent
but would help with the typing of certain codes.

REGULAR MEETING, SEPTEMBER 8 , 1958
At a regular meeting of the Council of the Town of Lees-
burg , in Virginia , held September 8 , 1958 at 7 :45 P . M. in
Council chambers , there were present : George J . Durfey ,
Mayor; Elinor M. Cunningham, Recorder ; Howard B. Gill; C. R.
Hollandsworth; Reed Johnson; Mae Bass Mitchell ; Oden Semones
and J . Austin Wright , being all the councilmen.
The minutes of the regular meeting held August 11 , 1958 .
were read and upon motion of Mr . Gill , seconded by Mr. Johnson,
were approved as read .
The Treasurer then presented his financial report and
specialsewer debt fund for the month of August .

Upon motion of Mrs . Mitchell , seconded by Mr. Wright ,
and unanimously carried , it was:
RESOLVED, That the Auditor-Treasurer for the Town of
Leesburg , in Virginia , be and he is hereby directed to. pay
the following bills:

Upon motion of Mrs . Mitchell , seconded ,by Mr . Wright and
unanimously carried , it was:
.WHEREAS , in the past , disbursements of the Department of
Planning and Zoning Administrator have been charged against
O'; the Department of Administration; and ,
WHEREAS , the State Auditor has recommended that a depart-
ment to be known as "Planning Hommission and Zoning . Administrator"
be set up and that an amount be transferred from Administration
as an appropriation for said department ;
THEREFORE. BE IT RESOLVED, by the Council of the Town of
Leesburg , in Virginia ; that the amount of $5,000. 00 be trans-
ferred from Administration to the department of Planning and
Zoning Administrator .
Upon motion of Mr . Gill , seconded by Mr . Wright and unanim-
ously carried , it was: " '
WHEREAS , the Auditor-Treasurer of the Town of Leesburg is
charged with on his records and is carrying on his accounts de-
lingquent Water and Sewer Rents in the sum of $1104. 75, said
accounts being uncollected because users of said services have
moved from the. town without any notification to the town ' office ,
and their addressed are unknown and others whose service has
been discontinued because of non-payment of said accounts; and ,
WHEREAS , the State Auditor has recommended that said un-
collected accounts be charged off the records of the Auditor-
. Treasurer;

NOW, THEREFORE , BE IT RESOLVED, by the Council of the Town
of Leesburg , in Virginia , that the said delinquent and uncollected
Water and Sewer Rents as set forth below be charged off the
records of the Auditor-Ti•easurer ; and ,
BE IT FURTHER RESOLVED, by the Council of the Town of
Leesburg , in Virginia , that the Auditor-Treasurer be and he is
hereby authorized and directed to require every applicant for
water and sewer service in the future , who does not have an
established credit rating with the Town, to make a deposit of
Ten Dollars ($10.00) with the Auditor-Treasurer before such
service is turned on , said deposit to be a guarantee for payment
of bill and to be refunded only if and when customer moves and
there are no charges against him:

Upon motion of Mr . Wright , seconded by Mrs . Mitchell , the •
' ' following resolution was unanimously carried :
. BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , that the Auditor-Treasueer be and he hereby is
authorized and directed to pay to each Official and Councilman
of the Town of Leesburg attending the annual convention of the
League of Municipalities to be held in Roanoke , Virginia ,
September 21 , 22, and 23 , 1958 , the sum of $50.00.
, , Messrs . p3idgeway, Cooper and McDonald appeared before
Council with respect to their individual problems 'regarding
zoning. The 'aforementioned individuals were referred to the
public hearing of the Board of Zoning Appeals .
The Street and Sidewalk Committee reported that Mrs . Mark
White desired some work done on King Street; also that there
was a -water meter not level with the sidewalk on hhe South .
• side of Royal Street. The Mayor then advised the Street
• Committee to make a recommendation to Mr . Wright or Mr. Ward
• with respect to these matters . . .

Mr. Gill, a memoer of the Sanitation Committee reported
that he and Mr. Johnson would go further into the matter of
the site for a sanitary land fill ; that is to say, the location
on a plat and at what price such site could be acquired.
The Mayor reported that the Loudoun County School Board
as well as the Town of Leesburg was very pleased that the water
and sewer facilities were available for the new Douglass
Elementary School.
The Mayor announced that the Zoning Board for the Town of
Leesburg would hold a public hearing on Wednesday, Sep .ember 10,
1958 at 7 :30 P . M. at the County Office building for all persons
interested.
The Mayor advised that the Town Attorney was absent due to
being called away from town on some other matters .
C9° It was generally agreed that the Town of Leesburg would
t"= cooperate with the County of Loudoun with respect to the drafting
M of various codes .

,..., Councilman Jphnspn, suggested that the fire hydrants in the
Town be checked and also that the streets should be washed.
The Mayor advised the Auditor=Treasurer to make available
the former trash cans used by the Towh, by having same repaired
and painted.
Councilman Hollandsworth brought up the subject of the
overhanging hedge at the residenceofMrs . Joepeh Carr mad Mr.
Wright suggested that the matter be taken up with Mr . James
McIntosh. •
At the suggestion of Mr . Wright it was decided that the
subject of no parking at any time on Payette Street should be
discussed with Mr. B'ozelle of the Virginia State Department of
Highways .
Councilman Gill presented the problem of the need for street
lights in the subdivisioj known as Monroe Manor and the, Mayor
advised that this was a problem for the Street Committee to
investigate further. '
There being no further business to come before the meeting,
the meeting upon-notion duly made and seconded, adjourned.

SPECIAL MEETING, Septemoer 25, 1958
At a special meeting of the Council of the Town Leesburg,
in Virginia, there were present George J. Durfey, Mayor ; Elinor
M. Cunningham, Recorder ; C. R. Hollandsworth, Howard B. Gill ;
Mae Bass Mitchell; Oden Sembnes and J. Austin Wright, Councilmen.
The Mayor stated that the purpose of this special meeting
was to determine the responsibility of the Town and the County
as far as the Subdivision Ordinance is concerned ae respects •
the jurisdiction of both the Town and County within the two
mile limit of the corporate limits of the Town of Leesburg.
