Gill, Reed Johhson, Mae Bass Mitchell, 0den Semones, and J; AU3Tin -.Xsright, Councilmen. -- The minutes of the regular meeting held October 13 , 1958 were read and upon motion of Mrs . Mitchell , seconded by Mr . Johnson , and unanimously carried were adopted as read . The Auditor-Treasurer presenteahis financial statement and Special Sewer Debt fund for the month of October . 1958. Upon motion of Mr . Johnson . seconded by Mr . Wright and unanimously carried , it was : RESOLVED, That the Auditor-Treasurer for the Town of Lees- burg be and he is hereby authorized and directed to pay the following bills : Virginia Electric & Power Co . $ 412. 31 C. & P . Wright , the following resolution was carried by a vote of four to one , Mr . Gill not voting : 198 BE IT RESOLVED , -by- the -Council of the Town of Leesburg . in Virginia , that the Auditor-Treasurer be and he is hereby authorized and directed to charge off the 1958. Town taxes in the amount of 551 . 00 against the property of the Leesburg Volunteer Fire Company . The Auditor-Treasurer then reported that the audit report for the fiscal year ending June 30 , 1958 had been received in his office and wasavailable for anyone wishing to examine same . Upon motion of Mr . Wright , seconded by Mrs . Mil-open and unanimously carried , the following resolution was adopted : 199 RESOLUTION OF RESPECT WHEREAS , Almighty God in his infinite widsom has removed from our midst , Cervia Ross Hollandsworth , who died at his home in Leesburg . Virginia , on Tuesday , October 28 , 1958; and , WHEREAS , Mr . Hollandsworth has been a member of the Council of the Town of Leesburg , in Virginia , since September 1 , 1955, serving on the various committees of Council ; and , WHEREAS , Mr . Hollandsworth was appointed to the Town Planning Commission in September , 1953 . serving tirelessly thereon since that date; NOW, THEREFORE, BE IT RESOLVED , That in the death of Mr . ` Hollandsworth this Council has lost a valued . conscientious and faithful member , and personal friend a j the Citizens of - the 'Town of Leesburg , a representative of 8utstanding character and integrity ; and , C'^ Ot BE IT FURTHER RESOLVED . That the Mayor and members of Council extend to Mr . Hollandsworthts family its deepest cet sympathy in this their hour of sorrow; and . BE IT FURTHER RESOLVED. That these resolutions of respect be spread upon the minutes of this meeting . to be set apart on a separate page for the purpose . and that a copy thereof be sent to the members of his family and a copy be published in the Loudoun Timesl,Mirror . .MAYOR AND COUNCIL Town of Leesburg , in Virginia • • • • I 200. Mr . Semones of the Street Committee then reported that the committee had determined that twenty nine lights should be placed in the annexed area of the Town of Lees- burg at a cost of 516 . 50 per light to the Town. Upon motion of Mrs . Mitchell , seconded by Mr . Wright and .unanimously carried , it was : RESOLVED, That the Town of Leesburg , in Vircinia , after recommendations from the Street Committee , has determined the placement of twenty nine streets lights in the annexed area of the Town of Leesburg at a price of $16. 50 per light ; and , BE IT FURTHER RESOLVED that the aforementioned twenty • nine lights be placed in the annexed area as determined by the Street Committee ; and , BE IT FURTHER RESOLVED , That the Auditor-Treasurer be and he hereby is authorized and directed to notify the Vircinia Electric and Power Company to place the aforesaid lights in the positions as determined by the said Committee . Upon motion of Mr . Gill . seconded by Mr . Wright and unanimously carried , it was : RESOLVED , That the request of Mrs . Francis L. Patton for a variance as to sidewalks , curbs and gutters on her property located in the section known as Georgetown in the Town of Leesburg be and the same is hereby granted . Mr . Gheen , a member of the Scout Troop Committee No . 952 then presented Master John Milliken . who is in the pro- cess .of earning his second merit badge , one requirement of which was to attend a public meeting of the administrative body for the Town of Leesburg . Mr . Francis L. Patton then discussed the traffic hazards involved with the problem of individuals parked along the highways engaged in the selling of cider , eggs and apples , and was advised that the Town was trying to do everything possible to aid in this matter . The Mayor then reported that the bill ' of the Perry Engineering Company as set forth in the bills presented by the Auditor-Treasurer was the final bill of that company for the construction of the water and sewer line to the Douglass Elementary School . He also advised that an ease- ment had been obtained from Mr. Tiffany on his property South of Route No . 7 extending from the new Douglass Elementary School , and that Mr . Godfrey had indicated that he would be very glad to cooperate in this matter . It was generally decided that the Council would meet with the members of the Board of Supervisors of the County of Loudoun on November 13 , 1958 at 8: 00 for the purpose of discussing the responsibility of each as respects the zoning of the area within the two mile limit of the Town of Leesburg . At this same meeting it was agreed that the proposed zoning ordinance and zoning map would be discussed by the Council . • Upon motion of Mr . Johnson , seconded by Mr . Wright and unanimously carried , it was : RESOLVED, that as many of the Town officers as possible attend a meeting to be held at the County Office Building with respect to bomb demolition. 20 '1 Upon motion of Mr . Gill . seconded by Mrs . Mitchell and carried by a vote of four to one , Semones not voting , it was : RESOLVED , That the resolution adopted October 13 . 1958 requiring a bond in the sum of Five Hundred Dollars ($500. 00) for the Inez Trammell Subdivision be and the same is hereby amended to require and permit that a certified check for Two Hundred Fifty Dollars ($250. 00) be given in place and stead ' of the said surety bond . Upon motion of Mr . Gill , seconddd by Mr . Johnson and —/ unanimously carried , the following resolution was adopted : BE IT ORDAINED by the Council for the Town of Leesburg , in Virginia , that no person shall drive any motor vehicle on any street in the Town until such person shall have made application for an operator( s or chauffeur' s license as pro- vided for under applicable state statute , and has satisfactorily N passed the esamination required by same ; and has obtained OC either an operator' s or chauffeur ' s license . Any person CC violating the provisions of this section shall be punished Q by a fihe of not less than $10. 00 nor more than $50. 00. Or ct by imprisonment in sail for not more than twenty days or by both such fine and imprisonment . Mr . Gill then brought up the subject of a police car . This question was tabled until the regular meeting in December . Upon motion of Mr . Gill . seconded by Mr . Johnson and unan- imously carried , it was : RESOLVED , That the Auditor-Treasurer of the Town of Leesburg be authorized and directed to obtain bids for the purchase of a car , as well as the rental of a car . Upon motion of Mrs . Mitchell , seconded by Mr . Gill and carried by a vote . of four to one , Semones not voting , it was : RESOLVED, That the Council for the Town of Leesburg go into executive session. Upon motion of Mr . Gill , seconded by Mr. Wright and carried by a vote of four to one , Semones not voting , it was : RESOLVED, That the Council for the Town of Leesburg . in Virginia , go back into regular session. Upon motion of Mr . Wright , seconded by Mr . Gill and unanimously `carried , it was : RESOLVED , That C. Meloy Fishback be and he hereby is elected as Councilman for the Town of Leesburg to fill • out the unexpired term of the late C. R. Hollandsworth , a former Councilman.
