SPECIAL MEETING , November 13 , 1958
At a special meeting of the Council of the Town of
Leesburg , in Virginia , held in Council chambers at 8 : 00
P. M. there were present : George J . Durfey , Mayor ;. Elinor
M. Cunningham , Recorder ; C. Meloy Fishback;L Howard B. Gill ;
Reed Johnson , Mae Bass Mitchel-1 , Oden Semones and J. Austin
Wright , Councilmen ; Frank B. Caldwell , Chairman of the Plan-
ning Commission for the Town of Leesburg; Dr . Frazier . S.
D.• Phillips ; J . Terry Hirst and J . Emory Kirkpatrick , members
of the Board of Supervisors for the County of Loudoun , two
members being absent ; Sybil W. Wanner , Zoning Administrator
for the Town of Leesburg and George M. Martin , Esquire , Town.
Attorney .
The Mayor stated that the purpose of this meeting was
for the Town Council to convene with the Board of Supervisors
to discuss the responsibility of each body as respects the
zoning in the two mile limit of the corporate limits of the
Town of Leesburg and to agree on the extent of the jurisdic-
tion of the zoning ordinance of both the Town of Leesburg and
the County of Loudoun .
After a full discussion. of the zoning question , at the
request of the Mayor , Mr . Kirkpatrick . Chairman of the Board
of Supervisors , agreed that action would be taken on the
matter at the next meeting which would be in December .
At this point Mr . Fnank B. Caldwell , Chairman of the
Planning Commission , discussed the proposed zoning map.
It was agreed by council that a special meeting would be
held November 20, 1958 to go further into the discussion
of the aforesaid map and the .proposed changes .
There being no further business to come before the
meeting , upon motion duly made and seconded , the meeting
adjourned . ,

At a special meeting of the Council of the Town of
Leesburg . in Virginia , held at 12 :00 Noon November 2h . 1958 .
there were present : George J . Durfey . Mayor ; Elinor M.
Cunningham , Recorder ; C . Meloy Fishback ; Howard B. Gill ;
Reed Johnson , Mae Bass Mitchell and J. Austin Wright , Coungil-.
men , and George M. Martin , Esquire , Town Attorney .
The purpose of this meeting was to open the sealed bids
for the purchase of a new Town police car .
Upon motion of Mr . Gill , seconded by Mr . Wright and
unanimously carried , it was :
RESOLVED, That the b' d of Leesburg Motors for the pur-
'chase of a 1959 Ford door sedan for the sum of Two Thou-
'V sand Four Hundred Fifty Dollars ( $2450) be and the same is
hereby accepted .
The Mayor advised that there was a lease- agreement with
Mr . Leonard W. Parker for the present police car , which ex-
pires December 1 . Inasmuch as delivery of the new police car
would not be anticipated until after the expiration date .
