F i * President of the Council APYROVEQ: JANUARY 27, 1447 Mayor The regular meeting of the council of Bal Harbour Village was held January 27, 1447, at 8:00 P. M. in the Administration Building in the Village. There were present the following councilmen: Messrs, Charles R. Graham, Glenn E. Massnick, George M. Whittaker, and W. H. Webb. Absent: Mr. Ray Semmes, Jr. Mr. J. Julien Southerland, Mayor and Village Attorney, and Mary Wetterer, Village Clerk, were also present. The meeting was called to order by the president of the council, Mr. Webb, and the reading of the minutes of the previous meeting was dispensed with. Mr. Webb requested that the village issue a check to the City of Miami Beach for the tapping charge at the Kenilworth. He also reported that the police badges had been issued to the officers. There was some discussion as to whether or not electrical and plumb- ing contractors and similar contractors not holding a license in Miami or Miami Beach would be allowed to work at Bel harbour upon the discretion of the president of the council and upon motion of Mr. Whittaker seconded by Mr. Massnick it was voted that the village ordinance would be adhered to. A letter of resignation from councilman Ray Semmes was then read to the meeting and upon motion of Mr. Massnick, seconded by Mr. Whittaker, Mr. Semmes' resignation was accepted. Mr. Webb brought to the attention of the council the matter of the new county for Miami Beach and reported that he had been designated to JANUARY t7. 1947 16 serve on the committee. There was presented to the council the matter of licensing Taxi's and U-Drive-It cars and after some discussion it was moved by Mr. Mass - nick, seconded by Mr. Graham that Mr. Webb be authorized to issue a temporary license to Morse Motors, Inc. for operation of a U-Drive-It at $50.00 per car per license year and to obtain a medallion to be affixed to the license plate of each car so licensed. Also to issue a temporary license to Usher's Garage and Taxi Service, Inc. for oper- ation of three cabs at $50.00 per cab per license year. It was recommended by the village attorney that the council members obtain a copy of the proposed charter and make a study of it for recom- mendations. Upon motion of Mr. Massnick seconded by Mr. Graham the meeting was adjaurned. J e r& C t. President of the Council Attest: APPROVED: illake Clerk "ayor MAY 9, 1947 A special meeting of the Council of Bal Harbour Village was held in the Village offices in the Administration Building, Bal Harbour, at 8:00 o'clock P. M., May 9, 1947. There were present the following councilmen: Messrs. Webb, Massnick, and Whittaker. The Mayor and Village Attorney, J. Julien Souuherland and Mary Wetterer, Village Clerk were also present. The president of the council presented to the meeting the resignal,icn of Mr. Charles Graham as councilman, and on motion duly made, seconded and carried, it was voted that Mr. Graham's resignation be accepted with regret. The Village Attorney reported that a charter for the village, to be presented to the 1947 Legislature, changing the form of village govern- ment from aldermanic system under the general laws to a city -manager form of government, had been prepared and a copy furnished to each of the councilmen; and in its final form it was presented to the meeting.
