1993- 02 -09. Special City Council Minutes, Feb. 93
The Tybee Island City Council held a special meeting on Tuesday,
February 9, 1993 at Tybee City Hall Auditorium at 7:30 p.m. with
Mayor Walter W. Parker presiding. The following members of Council
were present: Burke Day, Ansley Williams, Jimmy Brown, Chris
Solomon, Jack Youmans, and Pat Locklear.
Mayor Parker called the meeting to order. He explained that the
purpose of this special meeting was to approve the 1993 budget and
to appoint a City Attorney.
Mayor Parker then asked if there were any visitors who wished to
speak. There were none.
At this time, Rowena Fripp, City Administrator, was asked to
present the 1993 budget. Mrs. Fripp stated that the budget was
balanced and that nothing in this budget has not been gone over in
depth by the Department Heads and each committee. This is the
highest anticipated revenue for General Fund, but it is not
inflated. Mayor Parker stated that it would be reviewed every three
months, and any adjustments that had to be made could be made at
that time.
Pat Locklear stated that he had read the budget footnotes three
times concerning hotel /motel tax and the Tybee Island Historical
Foundation and he read them to mean something different than was
meant. He stated that the $21,000.00 for the Lighthouse and Museum
should be out of the 40% of hotel /motel tax, not the 60 %. Rowena
Fripp stated that the footnote had been taken out.
Ansley Williams stated that he feels the 40% goes to the Chamber
of Commerce to promote tourism. It is vital that the 40% go to
tourism to advertise Tybee and increase the revenues to the Island.
He stated that was the intent of the law. He stated that the
$21,000.00 for the Lighthouse and Museum should come from the City
end of the Hotel /Motel tax.
Pat Locklear stated that he felt that a committee should be
appointed by the Mayor to study this and make a recommendation as
to which end of the tax the money should come from.
Burke Day stated that the Lighthouse and Museum are a rare Tybee
success story. Why argue with what works well 7
Mayor Parker stated that it should stay the way it is.
Jack Youmans stated that there is a contract with the City. The
budget does not say where it comes from.
Chris Solomon stated that the 60% is spent on tourist related
items.

Pat Locklear made the motion to approve the 1993 budget with an
amendment that the $21,000.00 come out of the 40% of the
hotel /motel tax. Burke Day seconded. Vote to approve the 1993
budget was 4 -2 with Chris Solomon and Ansley Williams opposed.
Rowena Fripp then presented the Water \Sewer budget. This budget
is also balanced. Jack Youmans made a motion to approve, Pat
Locklear seconded.
Chris Solomon stated that he had read through this budget and had
many questions concerning line items. He questioned the amount for
computer equipment and it was explained that this is the
Water /Sewer portion of the new Financial Package on which payment
was deferred until 1993. He then questioned the amount in the
budget for repairs and maintenance, and administrative services.
These items were explained. Vote was taken, 5 -1 with Chris Solomon
opposing.
At this time, Mayor Parker announced that members of Council had
talked to two separate law firms concerning the position of City
Attorney. It was the consensus of the Council to go with someone
associated with a firm so that, if the City Attorney was not
available, someone else would be able to help. Several members of
Council met with several attorneys and they believe that the firm
of Karsman, Brooks, and Calloway, with Edward M. Hughes as City
Attorney would be the best for the City of Tybee Island.
Ansley Williams made a motion to approve, Pat Locklear seconded.
Vote was unanimous.
The meeting was adjourned.
