SPECIAL MEETING, MARCH 23, 1959
At a special meeting of the Council of the Town of
Leesburg, in Virginia, held March 23, 1959 at 7:30 P. M.
in Council Chambers, there were present: George J. Durfey,
Mayor; Elinor M. Cunningham, Recorder; C. Meloy Fishback,
Howard B: Gill, Mae Bass Mitchell, Oden Semones and J.
Austin Wright, Councilmen. ;
The minutes of the regular meeting held March 9, 1959
were read and upon motion of Mr. Gill, seconded by Mrs.
Mitchell, were approved with the following amendment:
That the Council for the Town of Leesburg, in Virginia,
in addition to the regular meeting on the second Monday of
each month, have a special meeting on• the fourth Monday of
each month until the present pressing matters are resolved,
which said procedure shall continue until cancellation there-
of by action of the Council.
A delegation of the citizens of the annexed areas of
the Town of Leesburg appeared in a body, the purpose of
their presence being to ascertain the policy of the Town
with respect to financing the installation of water and
sewer installations in their areas. As no plan had been
adopted as yet, and as this matter wa3 not to be brought
up at this meeting, Mr. Gill suggested that Mr. John W.
Pum_phrey, spokesman for the group, be forwarded an agenda
for the meeting at which the aforementioned subject would
/ be discussed.
/ The Town Attorney then read the proposed Motor Vehicle
v Z rdinance, paragraph by paragraph, and upon motion of Mr.
Gill, seconded by Mrs. Mitchell, and unanimously carried,
the said Ordinance, which appears in the Current Ordinance
Book, was adopted with the following addition:
Section 46-1-191-RACING ON HIGHWAYS:
Any person who shall engage in a race between two or
more vehicles on the streets or highways in the Town of
Leesburg, in Virginia, shall be guilty of reckless driving.
'The Trailer Ordinance was then discussed and it was
decided to bring this matter up at the next' meeting.

The Town Attorney then reported with respect to the
hearings before the Interstate Commerce Commission, as
. respects the numerous cement trucks that are proposed
to traverse the streets and highways of the Town of
Leesburg.
- Upon motion of Mrs . Mitchell, seconded, by Mr. Wright,
and unanimously carried, the following resolution was
adopted:
WHEREAS, negotiations have heretofore been had with
respect to an easement across the property of Arthur M.
Godfrey, which said easement Mr. Godfrey is willing to
give to the Town of Leesburg; and,
WHEREAS, Stilson H. Hall, Attorney for Arthur M.
Godfrey, has requested the, a survey of the said prop-
erty be made:
NOW, THEREFORE, BE IT RESOLVED, by the Council of
the Town of Leesburg, in Virginia, that the Town Attorney
be authorized and directed to have said survey made.

The Mayor then stated that Mr. George J. Babson, an
interested Town resident, had invited the Town Council to
his residence for a meeting with respect to the financing
- of the installations of the water and sewer in the newly
annexed area. TheC'Cauncil decided that April 7, 1959
• would be an appropriate date for them.
Upon motion of Mrs. Mitchell, seconded by Mr. Gill ,
the voting being Gill, Mitchell and Wright voting for , Fish-
tiad ypting against, and Semones not voting, the following
resolution was not adopted:
RESOLVED, that the Town Attorney be instructed and
directed to submit an offer to the Circuit Court for
Loudoun County, Virginia, in the amount of Fifteen Thousand
Dollars ($15,000.00) for the purchase of a well belonging 7
to Claude Honicon.

CO .The subject of a special police officer was discussed.
CC Mr. William Peach had voiced the opinion that he would be
et willing to act in this capacity.
•-Upon motion of Mr. Gill , seconded by Mr. Wright, and
unanimously carried, it was:

RESOLVED: That the Mayor be and he hereby is authorized,
directed and empowered =to appoint special officers or special
policemen when needed.and,
.BE IT FURTHER RESOLVED, that a fair and reasonable salary
for such special officers would. be One Dollar and Twenty Five
Cents ($1.25) an hour.

ing, .the meeting upon motion duly made and seconded, adjourned.

REGULAR MEETING, APRIL 13, 1959
At a regular meeting of the Council of the Town of Lees-
burg, in Virginia, held April 13, 1959, in Council Chambers
at $:90 P. M. , there were present : George J. Burley, Mayor;
C. Meloy Fishback, Howard B. Gill , Reed Johnson and Mae Bass
Mitchell, J. Austin Wright and George M. Martin, Town Attorney.
In the absence of the Recorder Mrs . Mitchell was elected
Recorder pro tem.
The minutes of the special meeting of March 23, 1959 were
read and upon motion of Mr. Wright seconded by Mr. Gill and
unanimously carried, were approved as- read, with the following
addition: "If the well is approved by the State in every
respect .

The Auditor-Treasurer presented his financial statement,
special sewer debt fund and his report of receipts and dis-
bursements for the quarter ending March 31, 1959.
Upon motion of Mr . Gill, seconded by Mr . Fishback and
unanimously carried, it was :
