' Upon motion of Mrs. Mitchell, seconded by Mr. Gill , the voting being Gill, Mitchell and Wright voting for , Fish- b'a'dtloting against, and Semones not voting, the following resolution was not adopted: • RESOLVED, that the Town Attorney be instructed and directed to submit an offer to the Circuit Court for Loudoun County, Virginia, in the amount of Fifteen Thousand Dollars ($15,000.00) for the purchase of a well belonging 7 to Claude Honicon. C") .The subject of a special police officer was discussed. 00 Mr. William Peach had voiced the opinion that he would be Q willing to act in this capacity. -Upon motion of Mr. Gill , seconded by Mr. Wright, and unanimously carried, it was: RESOLVED: That the Mayor be and he hereby is authorized, directed and empowered -to •appotnt special officers or special policemen when needed.and, -BE IT FURTHER RESOLVED, that a fair and reasonable salary for such special officers would be One Dollar and Twenty Five Cents ($1.25) an hour. • -There being no further business to come before the meet- ing, the meeting upon motion duly made and seconded, adjourned. fC\ ` + a ki i In 41 Record • Mayor r Ti REGULAR MEETING, APRIL 13, 1959 At a regular meeting of the Council of the Town of Lees- burg, in Virginia, held April 13, 1959, in Council Chambers at $:00 P. M. , there were present : George J. Durfey, Mayor; C. Meloy Fishback, Howard B. Gill , Reed Johnson and Mae Bass Mitchell, J. Austin Wright and George M. Martin, Town Attorney. In the absence of- the Recorded Mrs . Mitchell was elected Recorder pro tem. The minutes of the special meeting of March 23, 1959 were read and upon motion of Mr. Wright seconded by Mr. Gill and unanimously carried, were approved as read, with the following addition: "If the well is approved by the State in every respect . The AuditorrTreasurer presented his financial statement , special sewer debt fund and his report of receipts and dis- bursements for the quarter ending March 31, 1959. Upon motion of Mr. Gill, seconded by Mr . Fishback and • unanimously carried, it was : ' 3 () WHEREAS, the Auditor-Treasurer has presented a report of all receipts and disbursements for the quarter ending March 31, 1959; NOW, THEREFORE, be it resolved by. the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to have a copy of said report published in a newspaper in said Town, and also to post a copy in front of the Court House in said Town. The committee on sewer and water lines had no report to present at the present time. Mr. Gill suggested that the second meeting of the Council on the fourth Monday in April be devoted to a round table dis- cussion of the ways and means of financing the water and sewer installations in the newly annexed area to the end that a plan be formulated to present to the phblic. On motion of Mr. Johnson, seconded by Mr. Gill, the following resolution was unanimously adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that April 16 and 17 be scheduled as the two days for the clean up campaign fn the Town. • ti-3l • Upon motion of Mr. Johnson, seconded by Mr. Wright, and unanimously carried, it was : RESOLVED, That the Town of Leesburg purchase a rotary mower to be used in the necessary work of theTown employees. Attorneys Richard E. Hill and Thomas W. diZerega, com- missioned by the Circuit Court for Loudoun County, Virginia, on- bahaif of L. W. Parker, appeared with respect to the re- IlL subdivision of the L. W. Parker tract . The said attorneys re- . quested a variance from the Town Council for theTown of Leesburg for theinstallation of streets, sidewalks , curbs and gutters. Upon motion of Mr. Gill, seconded by Mr. Wright, and unanimously carried„ it was : RESOLVED, That curbs and gutters on East SouthStreet in the resubdivision of the L. W. Parker Tract be waived; and, • Be IT -FURTHER RESOLVED, that East South Street be improved according to highway specifications , a bond to be posted .to insure installation of said improvements, the amount to be determined by the Highway Engineer, the time limit on said • bond to be for one year; and, . • 'BE IT FURTHER RESOLVED, That said plat shall meet with • • the requirements of the Subdivision Ordinance for theTown of Leesburg, in Virginia; and be approved by the Planning Com- mission for said Town. Mr. Parker then requested that Lots lithrough 23, in- clusive, in the L. W. Parker Tract , be allowed to be used as' a trailer court, ' Upon motion of Mr. Wright , seconded by Mr. Gill, and unanimously carried, it was : • RESOLVED, That Lots 1l///through 23, inclusive, in the L. W. Parker Tract .be allowed to be used as a trailer court, provided • that the Trailer Ordinance is complied with, which said ordinance shall become effective July 1, 1959 ; and, that no enlargement . of the trailer court would be allowed without a plot plan for each trailer space being presented to the Building Inspector. • - Mr. Parker stated he intended to have a playground and build a laundry building with electric washing machine and dryer. . • Mrs . H. C. Wanner, Zoning Administrator for the Town of Leesburg,' advised that if the Town wished to offer one mile ofstreets to the highway system this should be done by May 1, 1959. It was recommended that the Street Committee along with the Mayor and Town Attorney meet for the purpose of determining which street should be offered to the aforementioned system. • The request by certain real estate brokers for the price of lots on Gibson Street was tabled until a future date. A discussion then followed with respect to insurance for the Town. It was found advisable that the Finance Committee and the Town Attorney should go -over theplans for such insurance. The resignation of Mr. Fred A. Brock, a member of the Board of Zoning Appeals for the Town of Leesburg, was tendered and accepted by the Council . Mr. Johnson suggested that Mr. Herman • • 49 � a• 23z Costello be approached with respect to serving on said Board for the unexpired term of two and one half years . The Mayor was instructed to contact Mr. Costello to determine whether or not he would be willing to serve on said Board. On motion of Mr. Johnson, seconded by Mrs . Mitchell, and unanimously carried, it was : RESOLVED, That theTown election to be held on June 9, 1959, be held in the Loudoun County Office Building; and, BE IT FURTHER RESOLVED, That permission be obtained from Mr. J. T. Martz, Clerk of theCircuit Court for Loudoun County, Virginia, for the holding of said election at said place. A discussion then followed with respect to parking on Church Street and the dangers that have arisen due to this parking. Mrs . Wanner was directed to approach the Town Plan- ning Commission with regard to the direction of the one-way traffic on Church Street . The Council expresseththeir appreciation to Miss Shirley Everhart , Town Office secretary, for her workein placing cer- tain ordinances on the Current Ordinance Book. Austin Wright, Councilmen.
