SPECIAL MEETING, MAY 20, 1959
At a special meeting of the Council of the Town of Lees-
burg, in Virginia, held May 20, 1959 in Council Chambers at
12 :00 Noon, there were present : George J. Durfey, Mayor ;
Elinor M. Cunningham, Recorder; C. Meloy Fishback, Howard B.
Gill ; Reed Johnson, Mae Bass Mitchell , Oden Semones and J.
Au6tin Wright , Councilmen.
The Mayor stated that the purpose of the meeting was
to discuss the proposed budget for the forthcoming year.
Copies of the proposed budget were handed to each of the
Council members .
Upon motion of Mr. Fishback, seconded by Mr. Wright ,
and unanimously carried, it was :
RESOLVED, By the Council of the Town of Leesburg, in
Virginia, that the Budget for the Town of Leesburg, in Vir-
ginia, beginning July 1 , 1959 and ending June 30, 1960, be
published in a newspaper having general circulation in the
Town of Leesburg, on May 21, 1959; and,
BE IT FURTHER RESOLVED, that a public hearing on said
Budget be held June 22, 1959.
There being no further business to come before the meeting-
upon motion duly made the meeting adjourned.

SPECIAL MEETING, MAY 25, 1959
At a special meeting of the Council of the Town of Lees-
burg, in Virginia, held in Council Chambers at 4 :00 P. M. May •
25, 1959, there were present : George J. Durfey, Mayor; Elinor •
M. Cunningham, Recorder; C. Meloy vishback, Howard B. Gill ,
Reed Johnson, Mae .Bass Mitchell , Oden Semones and J. Austin
Wright, Councilmen.
The Mayor stated that the purposeof the meeting was to
determine the type of bond to be employed by the Town for the
. financing of the water and :sewer installations in the newly
annexed areas .
Upon motion of Mr. Wright , seconded by Mr. Fishback, and
carried by a vote of four to two, Fishback, Johnson, Semones
and Wright voting for and Gill and Mitchell voting against , the
following resolution was adopted:
WHEREAS, the Council for the Town of Leesburg has been
advised that the special assessment method of paying, for the
sewer and water installations in the annexed areas is illegal
in part ; and,

WHEREAS, the Council for the Town is desirous of perform-
ing its obligations under the decree entered in the annexation
proceedings by installing the water and sewer lines in the
three areas in the annexed area; , as shown on Exhibit 20 in
the annexation proveedings ; and,

WHEREAS, the Council is advised that there are three types
of bonds that could be utilized to finance such installations,
one known as the general obligation bond, one, the two way bond-
. or Section 127 B bond and the last the revenue bond; and,
WHEREAS, the Council has determined that it is to the
best interests of the Town to finance such installations by
the two way bond;
NOW, THEREFORE, BE IT RESOLVED, by the Council of the
Town of Leesburg that it is the sense of the Council that the
two way bond, or bonds issued under Clause (B) of Section 127
of the Constitution of Virginia shall be adopted as the method
of financing the proposed installation of water and sewer lines
in the• three aforesaid annexed areas ; and, -
BE IT FURTHER RESOLVED, That the Town Attorney is autho-
rized and directed to take the necessary legal steps to advise
the annexation Court that this method of financing has been
Nadopted and to secure an order from the Court approving of

the change in themethod of financing; and,
t BE IT FURTHER RESOLVED, That the Town Attorney is autho-
,.a., rized to take the necessary steps to employ on behalf of the
Town, the law firm of Reed, Hoyt, Washburn and McCarthy, 52
Wall Street, New York, New York, to perform the necessary legal
services re4uired in issuing said bonds and to prepare the
necessary resolutions and ordinances to perfect the bond issue.
There being no further business to come before the meeting,
upon motion duly made the meeting adjourned. '////

REGULAR MEETING, June 8, 1959 • -
At a regular meeting of the Council of the Town of Leesburg,
in Virginia, held in Council Chanbers June 8, 1959 , there were
present: George J. Durfey, Mayor; C, Meloy Fishback, Howard B.
Gill ; Reed Johnson, Mae Bass Mitchell, Oden Semones and J. Austin
Wright, councilmen.
In-the absence of the Recorder Mrs. Mitchell was elected
Recorder pro-tem.
The minutes of the regular meeting held May 11, 1959 were .
read and upon motion of Mr. Fishback, seconded by Mr. Wright, aal `q)y
unanimously carried, were approved as read with the following 0 . ,
correction-Fifty Dollars. ( 50.00 ) change over cost.

and unanimously carried, were approved as read.
