REGULAR MEETING; AUGUST 10, 1959
At a regular meeting of the Town Council of the Town of Lees-
burg, held August 10, 1959 at 8:00 P. M. in Council Chambers,
there• were present: George J. Durfey, Mayor; Elinor M. Cunningham ,
Recorder; C. Meloy Fishback, Howard B. Gill; Reed Johnson, Mae Bass
Mitchell, Oden Semones and J. Austin Wright, being all of the Council-
men. -
' The Mayor called the meeting to order and the minutes of the
regular meeting held July 13, 1959 were read and upon motion of
Mrs . Mitchell, seconded by Mr. "fright were approved as read.
The minutes of the special meeting held July 23, 1959 were
read and upon motion of Mr. Gill, seconded by Mrs . Mitchell were
approved as read.
The Auditor-Treasurer then presented his financial statemet
CV for the month of July, the Special Sewer Debt Fund, and the bills.

Upon motion of Mr. Wright , Seconded by Mrs . Mitchell, it was :
►a. • RESOLVED, that the Auditor-Treasurer be and he hereby is
authorized to pay the following bills :

Upon motion of Mr. Semones, seconded by Mr. Fishback, it was :
RESOLVED, By the Council of the Town of Leesburg, that Mary
Frances Thornton, S. D. Phillips and Mrs. Robert Curry be afforded
street fights at the respective locations requested.

Upon motion of Mr. Fishback, seconded by Mr. •Wriehtaand
unanimously carried, it was :
RESOLVED, That Mr. John Allen Johnston be allowed to have
a driveway at his location on Market Street.
Upon motion of Mr. Fishback, seconded by Mr. 'Wright , and
unanimously carried, it was :
RESOLVED, That Mr. B. M. Hedrick be allowed to haw a
driveway at his office on South King Street .
Upon motion of Mr. Fishback, seconded by Mr. Wright, it
was :
RESOLVED, That Mr. L. Rutter be allowed to have a drive-
way on Royal Street, the town to pay one-half of the costs
and the said Mr. Rutter to pay the other half.

Upon motion of Mr. Gill, seconded by Mr. upright , and
unanimously carried, it was : •

WHEREAS, the 1958-59 Ford car used by the police de-
partment of the Town of Leesburg was wrecked on July 21, 1959 ;
and,
WHEREAS, the Police Committee and Council asked for and
received bids on a new car as follows :
Leesburg Motors, Inc. $1200 and an allowance of
$1901.45 on wrecked •car
R. B. Clark Motor Co. $1600.00 and an allowance of
$1238.55 for wrecked car
Brock Chevrolet, Inc. $1222.38 and an allowance
of 840.00 for wrecked car,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the
Town of Leesburg, that the bid of Leesburg Motors, Inc. of
$1200.00 and the wrecked car be accepted, and that the
Auditor-Treasurer be and he is hereby authorized and direct-
ed to pay to Leesburg,Motors, Inc. the sum of $1200 .00 upon
delivery of the new Ford car, and the wrecked car to be turn-
ed over to Leesburg, Motors, Inc. as is.
Upon motion of Mr. Johnson, seconded by Mr. Wright , and •
unanimously carried, it was :
RESOLVED, by the Council of the Town of Leesburg, that
the payment of the several bills rendered by the various in-
dividuals in their effort to apprehend the "so-called"
prowler in the Town of Leesburg, be paid, which bills are as
follows:

Upon motion of Mr. Gill, seconded by Mr . Johnson, it
was :
RESOLVED: By the Council of the Town of Leesburg, that
the Auditor-Treasurer be and he is hereby authorized and diect-
ed to charge off the Town license for the Parker Oil Company
in the amount of Fifty Six Dollars and Thirty Three Cents
(56.33) ; also to collect the penalty on said past due license
in the amount of Five Dollars and Sixty Three Cents (.$5.63) ;
and,
BE IT FURTHER RESOLVED, that the licenses for the Trailer
Park owned by L. W. Parker in the amount of Twenty Four Dollars
and Ten Cents ($24.10) and the penalty of Two Dollars and
Thirty Nine Cents ($2.39) for Parker Motorsalso be collected.
Upon motion of Mr. Johnson, seconded by Mr. Wright , and
unanimously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia, that the Auditor-Treasurer be and he is hereby
authorized and directed to charge off the following utility

The Mayor then read a communication from Eugene Barber
with respect to the closing of the street going by the colored
church in order to afford the members attending the forthcoming
convention on August 20, ample space to park.
Upon motion of Mr. Johnson, seconded by Mr. Wright, an d
unanimously carried, it was :
RESOLVED, That the request of Eugene Barber acting on be-
half of- the colored people for .the closing of the street in
front of the colored church be and the same hereby is granted;
and,
BE IT FURTHER RESOLVED, that the Town Police be requested
to check the traffic problems involved in this gathering.
Upon motion of Mr. Fishback, seconded by Mr. Wright and
unanimously carried, it was:

RESOLVED, That George M. Martin, Esquire, Town Attorney ,
be and he is hereby instructed and directed to explore the
matter of the problem between the Town of Leesburg andMr.
L. W. Parker with respect to the giving of a bond to insure
the physical improvements on the L. W. Parker Tract as re-
quired by the Town of .Leesburg.
The Mayor then stated that a convention of the oc>iored
people of the Baptist Church would be held on thel9th and 20th
of August and that a request had been submitted tIat 'someone
with authority be asked to patrol the school and school grounds
of Douglass High School and be able to call a policeman if

necessary. The names of Willie Washington and Wilbur
Robinson were mentioned.
Upon motion of Mr. Wright , seconded by Mr. Gill , and
unanimously carried, it was:
RESOLVED, That the Issuing Justices be and the same are
hereby required to give bond in the sum of Five Thousand Dol-
lars (05,090.00) to the Town of Leesburg, in Virginia, as
approved surety, which bond shall be oaid for by the Town of
Leesburg; and,
. BE IT FURTHER RESOLVED, that the said Issuing Justices
be paid a fee comparable to the fees paid by the State.
Upofi motion of Mr. '"right , seconded by Mr. Gill , mad
unanimously carried the following resolution was adopted:
RESOLVED, That the following rate of pay for the various
named officials and laborers be and the same is hereby set up
• as the rate of pay for same:

BE IT FURTHER RESOLVED, that the above salary rates shall
be effective as of September •1, 1959.
There being no further business to come before the meet -
ing, upon motion duly made and seconded the meeting adjcurned.
SPECIAL MEETING, AUGUST 13, 1959 . '
At a special meeting of the Council of the Town of Lees-
burg; held August 13, 1959, at 4:C0 P. M. in Council Chambers,
there were present George J. Durfey, Mayor ; ' Elinor M. Cunningham,
Recorder; C. 'Meloy Fishback; Howard B. •Gill; Reed Johnson; Mae
Bass Mitchell; Oden Semones and J. Austin Wright, being all of
the Councilmen.
The Mayor stated that the purpose of the meeting was to
consider the taking of a third deed of trust on the L. W.
Parker tract in order to insure the installation of the
physical improvements which are required by the Town. Upon
motion of Mrs. Mitchell, seconded by Mr. Wright and unanimously
carried, Council went into Executive session. Upon motion of
Mr. Wright, seconded by Mrs. Mitchell, and unanimously carried
Council went back into regular session.
