HomeMy Public PortalAbout1959_11_30SPEC 2:91 • SPECIAL MEETING, NOVEMBER 30, 1959 At a special meeting of the Town Council of the Town of Leesburg, in Virginia, after due notice of a public hearing, published in a newspaper having general circulation in the Town of Leesburg, held at 2 :00 P. M. in the Council Chambers , there were present George J. Babson, Mayor ; C . Maloy Fishback, Emerson H. James , Hunter M. Leach, John W. Pumphrey and Austin J. Wright , Councilmen; George M. Martin, Town Attorney, Frank B. Caldwell , Chairman of the Planning Commission and Sybil W. Wanner, Zoning Administrator. In the absence of the Recorder Mr. Fishback was elected Recorder pro-tem. The Mayor stated that the purpose of the meeting was to hear all interested citizens as to their views pertinent to the proposed changes in the Leesburg Subdivision Ordianance. ,q Remarks from those present were called for. 01 00 Council then recessed at 9 :00 P. M. for a meeting of the Administrative Committee . "'" The Administrative Committee rose to report to Council which reconvened at 10 : 20 P. M. Upon motion of Mr . Leach, seconded by Mr. James , and unan- imously approved, it was : RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that ' the following changes in the Leesburg Subdivision Ordinance be and the same are hereby adopted: Amend Section IV-A-c . to read: The provisions of this section shall be complied with by all subdividers , except that variations may allowed by the Town Council in the exercise of its considered judgment and after hearing all proper evidence , -should the Council deem it unsuitable because such compliance would be impracticle or un- reasonable , and the allowance of same will not violate any pro- • visions of this Ordinance , Such application for a Variance shall be first submitted to the Planning Commission for its recommen- dation to the Council . Amend Section IV-A-3 to read : • Sidewalks on -both sides of each street , whether in the State System or not , composed of concrete or brick not less than four (4) feet , etc• _ • Amend Section V-1 to read: • • :SUBDIVIDE: To divide the whole of any tract , parcel or • lot of land into three or more parts or lots, at one time or over a three year period of time for the purpose of renting, 'developing, or transferring the ownership of any of said lots, whether immediate or future, except however, any ' such division into lots or parcels of ten acres or more each, or the partition of any tract of land ordered by a court of competent jurisdiction. • A tract of land may be divided without complying with this Ordinance upon approval by the Council of the Town of Leesburg provided_that : . _ _. 1 . No new street is required. 2 . The land so divided conforms with the Master Thorofare Plan for the Town of Leesburg, and is not in conflict with the general meaning and purposes of this Ordinance. 292 • 3 . Such exception shall be first submitted to the Planning Commission for its recommendation to the Council . BE IT FURTHER RESOLVED, that said amendments to the • Subdivision Ordinance be effective at 12 :01 A. M. December 1 , 1959. Upon motion of Mr. Fishback, • seconded by Mr. Wright , and unanimously adopted, it was : RESOLVED, that the Recorder for the Town of Leesburg, in I/Virginia, publish notice of a Public Hearing on the proposed amendments to the Leesburg Zoning Ordinance for December 14, 1959, at 8 :00 P. M. in the Council Chambers, Leesburg, Vir- ‘‘A ginia. •'\ Upon motion of Mr. Leach, seconded by Mr. James, and un- \ , animously adopted, it was : • RESOLVED, by the Council of the Town of Leesburg, that the Planning Commission be requested to consider the rezoning of certain lands of Paramore, et als , and report their find- ings to the Council . • Upon motion of Mr . ' . rued. war Mayor REGULAR MEETING, DECEMBER 14, 1959 A regular meeting of the Town Council of the Town of Lees- burg, in Virginia, was called to order by George J. Babson, Mayor, at 7 :05 P. M. December 14, 1959. There were present C. Maloy rishback, Emerson H. James, Hunter M. Leach, John W. Pumphrey and J. Austinl(right, Councilmen. • The minutes of the regular meeting of November 9, 1959, were approved as read. The minutes of a special meeting held November 30, 1959, were approved as read. The Auditor-Treasurer presented his financial statement and special sewer debt fund statement for the mon4► of .December; also the bills for the preceding Month. Upon motion of Mr. Fishback, seconded by Mr. Leach, the following .resolution was unanimously adopted: • BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills : • Virginia Electric & Power Co.
