SPECIAL MEETING , FEBRUARY 15, 1960
A special meeting of the Council for the Town of Leesburg,
in Virginia, was held February 15, 1960. George J. .Babson, Mayor ,
called the meeting to order. There were present C. Maloy Fishback,
Emerson H. James, Hunter M. Leach, John W. Pumphrey and Austin J.
Wright, Councilmen.
In the absence of the Recorder Mr. Pumphrey was elected Re-
corder pro-tem.
Upon motion of Mr. Fishback, seconded by Mr. Wright , the
following resolution was unanimously adopted:
BE IT RESOLVED, .by the Council for the Town of Leesburg,
that the drawings entitled "Town of Leesburg, Leesburg, Virginia ,
Water and Sewer Extensions , " prepared byWarren C . Perrow, Con-
03 suiting Engineer, dated October 24, 1959, be and the same hereby
00 are ratified, confirmed and approved; and,

Q BE IT FURTHER RESOLVED, by the Council for the Town of Leesourg
,�_, that the form entitled "Proposes Form" and the " Specifications
Covering Proposed improvements to the Water and Sewerage System
for the Town of Leesburg, " dated October 24, 1959, prepared by
Warren C. Perrow, Consulting Engineer, be and the same are hereby
ratified, confirmed and approved; and,
BE IT FURTHER RESOLVED, by the Council for the Town of Leesburg
that the insertion by the Mayor of the advertisements for the sealed
proposals for the construction thereof in THE LOUDOUN TIMES MIRROR,
RICHMOND BUILDING EXCHANGE and the F. W. DODGE REPORTS be and the
same are hereby approved, confirmed and ratified.

There being no further business to come before the meeting ,
upon motion duly made and seconded the meeting adjourned.

SPECIAL MEETING, FEBRUARY 22, 1960
A special meeting of the Council for the Town of Leesburg,
in Virginia, ' was held February 22, 1960. The Mayor, George J.
Babson, called the meeting to order . There were present C.
Maloy Fishback, Emerson H. James, George E. Isaacs, Hunter M.
Leach, John W. Pumphrey and Austin J. Wright, Councilmen.
In the absence of the Recorder Mr . Isaacs was elected Recorder
pro-tem. •
Council recessed to provide time for the Administrative Com-
mittee to meet .
The Committee arose to report at 10:45 P. M.
• Upon motion of Mr. Leach, seconded by Mr. Pumphrey, the
following resolution was unanimously adopted:

AN ORDINANCE 'FAKING IT NIii 2 UL FOR SOLICITORS, PEDDLERS, HAWKERS,
ITINERANT MERCHANTS AND TRANSIT VENDORS OF MERCHANDISE, WITHOUT
INVITATION, TO GO UPON PRIVATE PROPERTY IN THE TOWN OF LEESBURG.
WHEREAS, it is deemed expedient that measures be adooted
to safeguard property owners within the Town from unlawful in-
vasion of property rights ;
BE IT ORDAINED by the Town Council of the Town of Leesburg,
this 22nd day of February; 1960, that on and after the passage
of this ordinance, it shall be unlawful for solicitors, .peddlers ,
hawkers , itinerant merchants and transient vendors of merchandise,
without first being invited by the owners or occupants of said
property, to solicit orders for the sale of goods , wares and
merchandise , in and upon private property in, and on and over the
streets^of the Town ofeLeesburg, without first securing a written
permit therefor from the Police Department of the Town of Lees-
burg.
Any person, ,firm, or corporation violating the provisions
of this ordinance, shall be fined not less than Ten Dollars
(:0.0.0u) nor more than One Hundred Dollars ( p .00.00) for each
offense .
AN ORDINANCE PROVIDING FOR THE ISSUANCE OF PERMITS BY THE POLICE
DEPARTMENT OF THE TOWN OF LEESBURG , VIRGINIA, TO SOLICITORS,
PEDDLERS, HAWKERS, ITINERANT MERCHANTS AND TRANSIENT VENDORS OF
MERCHANDISE '
BE IT ORDAINED, by the Council of the Town of Leesburg, Vir-
ginia, this 22nd day of February 1960, that the Police Depart-
ment of the Town of Leesburg shall, upon application, which shall
net forth his or her name , permanent address, /the name of the
• individual, company, firm or corporation by whom he or she is '
employed, with the adiress of same, issue a permit, which shall be
good for one day only, to said applicant to permit the solicitation
of orders in the Town of Leesburg oh the streets and by going on
private property except where it appears by sign posted in a V '
reasonably conspicious place that solicitors, peddlers , hawkers,
itinerant merchants and transient vendors of merchandise are
not desired.
Upon motion of Mr. James, seconded by Mr . Pumphrey, the
following resolution was unanimously adopted:
BE IT RESOLVED, by the Council for the Town of Leesburg
that the Mayor be and he is hereby authorized to contract with
the Garrett Insurance Agendy for the insurance policies desig-
nated p25O0.00 Public Em.)loyees Honesty Blanket Position- Bond
and ;;2500.00 Broad Form Money and SOOurities Policy, and that
the Treasurer be and he is hereby authorized to pay the premium
thereon. . _
Upon motion made by Mr. Pumphrey, seconded by Mr . Isaacs,
the following resolution was unan&mously adopted:

PB': IT RESOLVED, by the Council for the Town of Leesburg
that the Police Officers for the Town of Leesburg be and they
are hereby authorized to collect and deposit:'receiptsffr.om
the coin operated parking meters- in The Peoples National Bank,
Leesourg, Virginia, Town of Leesburg Account . .
Upon motion of Mr. James , seconded by Mr. Fishback, the
following resolution was unanimously adopted:
BE IT R SOLVED; by the Council for the Town of Leesburg
that George M. Martin, Town Attorney, be relieved from taking
any further action before the Interstate Commerce Commission re
the opposition to the cement truck traffic through the Town of
Bees burg.

Upon motion of. Mr. Leach, seconded by Mr . Pumphrey, the
following resolution was unanimously adopted: •
BE IT RESOLVED, that the agreement with Hankey Radio and
Television Service dated January 15, 1960 be and the same is
hereby adopted and the Mayor is authorized to execute the same
on behalf of the Town of Leesburg, in Virginia .
Upon motion of Mr. Isaacs, seconded by Mr . Fishback, the
following resolution was unanimously adopted:
BF IT RESOLVED, that the proposal and reLjuest of Loudoun
Properties , Incorporated to vacate a portion of Fairfax Street
as shown on plat to be furnished the Town of Leesburg, with the
understanding that the area vacated will remain ooen for vehicular
C4 travel and/or parking, be referred to the Town Planning Commission
M • for report and recommendationttotthe Town Council.

Qet Upon motion of Mr . Pumphrey, seconded by Mr. Wright , the
following resolution, was unanimously adopted:
BE IT RESOLVED, ibyt the Council for the Town of Leesburg
that the Mayor is designated to take the necessary steps to
prepare for the letting of bids for the construction of the pro-
. posed crossing over the railroad track at Parker Road, and the
Town Attorney is requested to ,continue negotiations for an ap
propriate easement fromtheWashington and Old Dominion Railroad
or make such other recommendations to secure an appropriate cross-
ing and easement for sewer and water lines .

There being no further business to come before the meeting,
upon motion of Mr . Wright, seconded by Mr . Fishback, the meeting
adjourned.

SPECIAL MEETING, MARCH 8, 1960
A special meeting of the Council for the Town of Leesburg,
in Virginia, was held March 8, 1960 at 1 :00 P. M. The Mayor, George J.Babsc
called the meeting to order . There were present: C. Maloy Fishback,
Emerson James , •John W. Pumphrey, and Austin J. Wright .

The purpose of this meeting was to open the sealed bids and
tabulate same, said bids being for the construction of the water
and sewer lines in the designated areas in the Town of Leesburg.
After all bids were tabulated Council adjourned at 3:15 to provide
time for Mr. Warren C. Perrow, Town Engineer, to compute same .
Council reconvened at 8:00 P. M. There were present C. Maloy
Fishback, Emerson H. James, Hunter M. Leach, John W. Pumphrey and
Austin J. Wright, Councilmen.
The Mayor called the meeting to order and Council recessed
to provide time for the Administrative Committee to meet .
The Administrative Committee arose to report at 9:25 P. M.
