WAIVER OPS NOTICE

We, the undersigned , being members of the Town Council of
1 the Town of Leesburg, in Virginia, do severally waive all statu-
tory and Charter requirements as to notice of time , place and
purpose of a Special Meeting of the Town Council and consent thaw
the meeting shall be held in the Council Chamber of the Town
Council at 7 :00 P. M. Monday, April 25 , 1960, for the purpose
of considering any pertinent business to come before the said

' SPECIAL MEETING, APRIL 25 , 1960
A special meeting of the Council for the Town of Leesburg,
in Virginia, was called to order by the Mayor, George J. Babson.
There were present C . Maloy Fishback, Emerson H. James , Hunter M.
Leach , George E. Isaacs , John Pumphrey and Austin J. Wright .
In the absence of the Recorder Mr . Pumphrey was elected
Recorder pro-tem.
Upon motion of Mr . Fishback , seconded by Mr . Isaacs , the
following resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the resolution establishing the position of
Inspector at a salary not to exceed Five Hundred Dollars ($500.00)
for the purpose of inspecting sewer and water lines as installed
11 by the English Construction Company, Inc . be and the same is re-
scinded.

et Upon motion of Mr . Isaacs , seconded by Mr . Pumphrey, the
et following resolution was unanimously adopted :
BG IT RESOLVED, by the Council for the Town of Leesburg, in
Virginia, that Mayor George J. Babson, be and he is hereby autho-
rized to negotiate a change in the course of the sewer _line ease-
mentaacross the property of Elizabeth B. Riley and employ such •
technical assistance as is necessary to implement said negotiations
and report to the Council the results thereof .
Upon motion of Mr . Fishback , seconded by Mr . Pumphrey,
the• following resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the fee for water connections be set at One
Hundred Twenty Five Dollars ($125 .00) , which will include meter

will he allowed for landowners who have previously installed water
meters ; and,

BE IT FURTHER RESOLVED, that a water connection fee of Fifty
Dollars ($50.00) be set for each connection in a Subdivision l n
which all water mains , corporate cocks and laterals have been •
installed at the subdivider ' s expense ; and,
•
BE IT FURTHER RESOLVED, that a sewer connection fee of Fifty
Dollars ($50.00) he set for each connection in Subdivisions in
which all sewer trunk connections and laterals have been installed
at the Subdivider ' s expense ; and,
BE IT FURTHER RESOLVED, that a44 previous contrary enactments
shall be expressly voided and rescinded ; and,
BE IT FURTHER RESOLVED, that this Ordinance" shall be effective
upon adoption.
Upon motion of Mr . Pumphrey, seconded by Mr. Fishback, :the
following resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in
Virginia, that Two Hundred Dollars ($200.00) be added to the sum
previously appropriated for the construction of a crossing over
the Washington and Old Dominion Railroad track, located between
Parker Road and Catoctin Street .

Upon motion of Mr . Isaacs , seconded -by Mr . Pumphrey, the
following resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg,
.in Virginia, that the request of Frank J. Schaefer for rezoning
of certain lots as shown on the approved preliminary plat of
Prospect Hills Subdivision, said lots being proposed for re-
zoning from Residential I .to Residential II , be referred to
the Leesburg Planning Commission for their report and recom-
mendation.
Upon motion of Mr. Isaacs , seconded by Mr . Pumphrey, the
following resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, -
in Virginia, that the surplus funds of the Town of Leesburg be
invested in short term obligations of the Government of the
United States of America.
Upon motion of Mr . Isaacs , seconded by Mr. Pumphrey, the
following resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the regular .meetings of the Council be held
on the second and fourth Mondays of each month at 8 :00 P.M. ,

following resolution was unanimously adopted :
WHEREAS, the State Water Control Board requires , by their
letter of April 7, 1960, approximately 500 feet of 10 inch cast
iron pipe in lieu Wan an equivalent-leng£h=.ofZterra cotta pipe;
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the proposal _of the English Construction
Company (their letter of April 21 , 1960) be accepted as an
amendment to the contract at an increased cost. of approximately
.Eighteen Hundred Dollars ($1800.00) ; and,
1W IT FURTHER RESOLVED, that the Mayor furnish copies of
the above resolution to the proper parties involved .
Upon motion of Mr . Wright , seconded by Mr . James, the reso-
lution concerning thelappoicitment; of::anrAssigtant Treasurer,.
tabled at the previous meeting of the Council , he now considered,
was not carried due to a vote of 3 to 2 against considering same .
