Babson, Mayor , • called the meeting to order at 8:00 P. M. There were present George E. Isaacs, Emerson H. James, Hunter M. Leach, John W. Pumphrey and Austin J. Wright, Councilmen. In the absence of the Recorder Emerson H. James was elected Recorder pro-tem. • The Mayor stated that the purpose of this meeting was in order to hold a public hearing, after due notice published inr,a newspaper having general circulation in the Town of Leesburg, for all interested citizens to express their views with respect to the proposed 1961 Budget for the Town of Leesburg. There being no persons appearing before the Council with respect to the aforesaid proposed budget, the Mayor declared the meeting adjourned at 8:30 P, M. There being no further business to come before the meet- ing, upon motion duly made and seconded, the meeting adjourned, I) Mayor REGULAR MEETING, JUNE 27, 1960 A regular meeting of the Council forthe Town of Leesburg, in Virginia, was held on June 27, 1960. Upon motion of Mr: Leach, seconded by Mr. James, the following resolution was unanimously adopted: • BE IT RESOLVED, by the Council for the Town of Leesburg, that the Auditor-Treasurer be ,and he is hereby authorized and directed toapay the following bill: Howard W. Town of Leesburg-$1C0 .00 Upon motion of Mr. Fishback, seconded by Mr. Pumphrey, the following resolution was u{laniKpously adopted: BE IT RESOLVED, by the Council for the Town of Leesburg, that three air conditioners be installed in the Tann Office `4 Building at. a cost of Six Hundred Thirty Dollars ($630.00) installed, said sum of money to be appropriated from the General ex Fund. ex ._. Upon motion of Mr. Isaacs, seconded by Mr . James, the following Ordinance was unanimously adopted: BE IT ORDAINED, by the Council of the Town of Leesburg, in Virginia, as follows: There shall be levied and collected in the manner des- cribed by the ordinances of the Town and laws of the State of Virginia, for the fiscal year beginning July 1, 1960 and ending June 30, 196kb, and also for each ana_e_verv_y_ear thereafter, until otherwise changedi(for• the support of the Town Gouernment, the payment of interest on the town debt and for other municipal purposes,)taxes as follows : (1) On all taxable real estate and tangible personal • c property there shall be a tax of Eighty Five Cents ($0.85) on every One Hundred Dollars ($100.00) of the assessed value. thereof. (2) The tangible personal property and real estate of all railroads , express, telegraph, telephone, power, light companies and other public service corporations shall be taxed at the rate of Eighty Five Cents ($0.85) on every One Hundred Dollars ($100.00) of the assessed value thereof . (3) Any person who shall fail to pay to the Town Treas- urer on or before December 5th of each year the personal prop- erty and real estate tax then due and payable, shall pay a penalty of Five Per Cent ( 5%) on the amount of the unpaid tax and interest at the rate of Six Per Cent (6%) per -annum shall be collected upon principal and penalties of all such taxes and levies remaining unpaid from the 30th day of June of the year next following the assessment year ; and, BE IT FURTHER ORDAINED, that any bank, as defined in Chapter 10, Title 18, of the 1950 Tax Code of Virginia, and located in this Town, shall deliver annually beginning with the calendar year 1961, to the Treasurer for the Town of Leesburg, . a copy • of the reportwhich such bank is required by said Chapter to furnish to the Commissioner of Revenue for the County of Loudoun; and, 343 BE IT FURTHER ORDAINED, that there is hereby imposed a tai at the rate of Eighty Per Cent (83%) of the State rate of taxation on each One Hundred Dollars ($ 100 .00) of the taxable value of the shares of stock in sjjch banks located in this Town, and the Treasurer shall annually make such assessments accordingly beginning with the fiscal year 1961_ Upon motion of Mr. Fishback, seconded by Mr. Isaacs, the ' following Ordinance was unanimously adopted: BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia, that the owner and/or occupant of any sirgle fa"iily dwell- ing which has an independent water supuly and connects to the Town sewer system shall be charged Six Dollars ($6,00) quarterly for the use of the Town sewer system . Upon motion of Mr. Wright , seconded by Mr. Isaacs, the ,3 following Ordinance was unanimously adopted; 0: BE IT RESOLVED, by the Council for the Town of Leesburg that the assessment of the real and personal property in the Town for purposes of taxation shall be the same as the assessment for the purposes of taxation by the County of Loudoun. Upon motion of Mr. Pumphrey , seconded by Mr. Isaacs, the following resolution was unanimously adopted: BE IT RESOLVED, by the Council for the Town of Leesburg, that the Use Permit for a Sanitary Land Fill granted by the Loudoun County Board of Zoning Appeals on June 17, 1960, be and the same is hereby accepted with the conditions stated in said Use Permit, on the' land owned by the Town located on the east side Of Route 625 approximately eight miles south of Leesburg in Loudoun County, Virginia. 104 .motion of 'Mrs, Fishback,t seconued• byPumphrey , the ;follotivi.ng .resolution_was-.unanimously.,-adoptedY3;`� • WHEREAS, the Council of the Town of Leesburg considers : • (1) That the title to the various sub-standard water lines now in service , both inside aid outside the corporate limits may not be vested in the Town of Leesburg; (2) That except for the •eastern end of the so-called "Honicon" line, these miscellaneous lines will- be made obsolete by the Town ' s new water lines ; and, • (3) That the customers now connected to these lines paid the connection fees customary at the time the Town commenced service ; THEREFORE,. BE IT ORDAINED that the water users on these sub-standard lines be connected to the Town ' s new water mains upon request and without further connection fee's or other costs ; and, BE IT FURTHER ORDAINED that previous conflicting enactments are hereby expressly voided and the-- 4i -�• dinance shall become effective upon passage . / • Upon motion of Mr. Isaacs , seconded a p-4 Wright , and unanimously adopted, the meeting adj ' • dj: 1,15-:20 P.
