REGULAR MEETING , JULY 11, 1960
A regular meeting of the Council- of the Town of Leesburg,
in Virginia, was held July 11, 1960 at 8:00 P. M. Mayor George
J. Babson called the meeting to order at 8:11 P. M. There
were present, C, Maloy Fishback, Emerson H. James, George E.
Isaacs, Hunter -M. Leach, John W. Pumphrey and Austin J. Wright,
Councilmen..
' The minutes of the meeting of June 11, 1960 were approved ,
as read.
•
The Auditor-Treasurer presented his quarterly report and
the bills for the month of June.
Upon motion of Mr. Isaacs, seconded by Mr. Leach, the
following resolution was unanimously adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg,
• in Virginia , that the Auditor-Treasurer be, and he is hereby .
authorized and directed to have a copy of the said quarterly
report' published in a newspaper in said Town, and also to
post a copy in front of the Court House in said Town.
Upon motion of Mr. Wright , seconded by Mr. Fishback, the
following resolution was unanimously adopted:
BE IT RESOLND, by the Council of the Town of Leesburg,
in Virginia, that the Auditor-Treasurer be and he is hereby
authorized to pay the following bills :

Upon motion of Mr. Fishback, seconded by Mr. James ,
the following resolution was unanimously adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg,
• in Virginia, that the Auditor-Treasurer be , and he is here-
by authorized and directed to pay to the Duncan Eatk ing
r Meter Company the sum of Feur Hundred Sixty Seven Dollars
d - and Ninety Six Cents ($$467.96) , the same being the balance
..: due on the parking meters purchased by the Town.
Upon motion of Mr. James, seconded by Mr. Wright , the
following resolution was unanimously adopted:
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the following license fees assessed against
Simmons Grocery be and the same are written off of the books
•
of the Town by the Auditor-Treasurer:
Beer License $25.00
Tobacco License 5.00; and,
BE IT FURTHER RESOLVED, that the Merchant Retail and
Soft Drink Vending Machine Licenses be adjusted as of a later
date.
Upon motion of Mr . Fishback, seconded by Mr. James,
the following resolution was unanimously adopted:
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that George J. Babson, Mayor, be and he is here -
by authorized to execute the Offer and Acceptance of Federal
Grant for Sewage Treatment Works Under Section 33 U. S. C.
46& et seq. , Part B-Supplemental Project Information Project
No. WPC-VA-74 and make the required certification required •
therein.
Upon motion of Mr. James, seconded by Mr. Wright , the
following resolution died on the floor with a vote of 2 for
and 4 against:
BE IT RESOLVED, that the present Town Police car owned
and operated by the Town of Leesburg be retained, and that an
adequately equipped radio be installed in same , this being
in lieu of entering into a lease agreement for the rental
of a car from Nachman Ford, Middleburg, Virginia , for the
use of the Town of Leesburg.
Upon motion of •Mr. Pumphrey, seconded by Mr. Fisnback ,
the following resolution was unanimously adopted:
BE IT RESOLVED, that the Council of the Town of Leesburg,
in Virginia, defer the matter of_ r.enting a car for the use of
the Town Police until further action can be taken.
Mr. Isaacs moved that the Mayor be requested to submit
a definitive contract with respect to the Town Police Car,

for the inspection and recommendations of the Council,
This motion was later withdrawn.
Upon motion of Mr. Pumphrey, seconded by Mr. James ,
the following resolution was unalimously adopted:
BE IT RESOLVED, by the Council for the Town of Lees-
burg, in Virginia, that Gene A, Keyes be hired on an annual
basis of Three Thousand One Hundred and Twenty Dollars
(:43, 120.00) , said salary to be retrocactive to July 1, 1960 ;
and,
BE IT FURTHER RESOLVED, that Four Hundred Twenty Dollars
• ($420.00) be allocated from the General Fund; Part I, Sub •
-
heading Streets, Sidewalks and Sanitation-Personal Services , •
making the total Fifteen Thousand Seven Hundred Thirty Five
Dollars ($15, 735.00) .. •
Upon motion of Mr .Fishback, seconded by Mr. Pumphrey ,
and carried by a vote of five to one, the following resolution
was adopted:
BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia , that the Mayor be and he is hereby authorized
to negotiate for the lot and well owned by Lucas D. Phillips
and William W. Nickels for the sum of Fifteen Thousand Dol-
lars ($15,000,00) by the Town of Leesburg, subject to the
following conditions :
(1) Depth and installation of the casing ; location
and purity of the water meats State specifications on water
supplies for municipalities;
(2) Analysis of water is of sufficient softness to be
pumped into the Town water supply without further treatment;
( 3) The supply and gallons per minute coincide with
the statements of the owners ;
(4) Method of payment be agreed upon at the completion
- •of the tests ;
(5) Such easements over their other land as are re -
- quired, to be determined at a later date; and,
BE IT FURTHER RESOLVED, that the Mayor be authorized
to contact the Health authorities and other departments
necessary to complete said tests .
Upon motion of Mr . Fishback, seconded by Mr. Pumphrey ,
the following amendment was added to the foregoing resolution:
AND BE IT FURTHER RESOLVED, that if and when a contract
is entered into by the Town of Leesburg for the purchase of
the Phillips-Nickels well, .that there be included in said
contract an additional condition that there will be no other
• well drilled on the C1c property.
Upon motion of Mr . Wright , seconded by Mr . James , the
following resolution was unanimously adopted :

BE IT RESOLVED, by the Council for the Town of Lees-
burg, in Virginia, that in the event that any Town employee
uses his personal vehicle in the performance of the duties
of his office ,asuch_employee' shall be paid at the rate of
Seven Cents (70) per mile, after due proof submitted to the
Auditor-Treasurer of the Townoof Leesburg that said mileage
was duly used in the discharge of the business' of:tthe Toi'vn:s .
' Upon motion of Mr. Isaacs, seconded by Mr . Pumphrey,
' and carried by a vote of four to two, the following reso-
lution was adopted :

BE IT RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the Town rent a car from Nachman Ford,
Middleburg, Virginia, for the price of One Hundred Seventeen
Dollars and Fifty Cents ($117 .50) per month, in accordance
with a letter from Mr . Nachman dated June 16, 1960, said
vehicle to be used as a Town Police car ; and,
BE IT FURTHER RESOLVED, that the Mayor is hereby autho-
r rized and directed to enter into a contract between Nachman
Ford and the Town of Leesburg, in Virginia', for the rental
d of said vehicle .

REGULAR MEETING, JULY 25, 1960

A regular meeting of the Council of the Town of Leesburg,
in Virginia, was held July 25, 1960. George J. Babson, Mayor,
called the meeting to order at 8:55 P. M. There . were present
C. Maloy Fishback, George E. Isaacs, Emerson H. James, Hunter
M. Leach, John W. Pumphrey and Austin J. Wright.
In the absence of the Recorder the Mayor appointed Austin
J. Wright as Recorder pro-tem.

The minutes of the July 11 meeting were approved as read, .
with. the following corrections; namely, in the Gene Keyes
resolution, delete the words "be allocated from the General
Fund" and change to read:
• BE IT FURTHER RESOLVED, that Four Hundred Twenty Dollars
. ($420.00) be "appropriated from the unappropriated surplus
of the General Fund and allocated to" Part I, Subheading
Streets, etc. ; delete the name "Clarke" from the Phillips-
Nichols well resolution; and delete the words "due proof sub-
mitted" from the resolution on Town employees using their own
vehicle and substitute the words "submission of a trip-ticket . "
Upon motion of Mr. Fishback, seconded by Mr. Wright, the
following resolution was unanimously adopted:
WHEREAS, Leonard W. Parker has violated the provisions
of the Trailer Ordinance adopted by the Town of Leesburg on
July 1, 1959, by failing to furnish a plot plan; by failing
to erect permanent markers at each lot, and by failing to
obtain a license for each trailer lot used or intended to be
used, and by failing to obtain a license for the fiscal year
1961 ;
THEREFORE, BE IT RESOLVED, by the Council for the Town
of Leesburg, in Virginia, that any prior approval of the
trailer camp granted the said Leonard W. Parker, be, and the
same is hereby revoked and rescinded; and,
