HomeMy Public PortalAbout1960_10_24 • 3' 9 • REGULAR MEETING, OCTOBER 24, 1960 • A regular meeting of the Council for the Town of Leesburg, in Virginia, was to be held at 8:00 P. M. , October 24, 1960. GQorge J. Babson, Mayor called the meeting to order at 9 :50 P. M. There were present : C. Maloy Fishback , George E. Isaacs, Emerson H. James, Hunter M. Leach; John W. Pumphrey and Austin J. Wright , Councilmen. IIThe minutes of the regular meeting of October 10, 1960 were approved as read and corrected. Upon motion of Mr. Fishback, seconded by Mr. James , the fol- lowing resolution was unanimously adopted : BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia, that the English Construction Company be , and it is CN1 hereby authorized ang instructed to proceed to construct a sewer line on Route No. 70in Fort Evans Road, east of manhole #3, in accordance with the terms of the contract ; and, <L BE IT FURTHER RESOLVED, that the sum of Fifteen Thousand Dollars ($15,000.00) be appropriated from the Water and Sewer - Fund for the ahove purpose ; and, - BE IT FURTHER RESOLVED, that the Recorder for the Town of Leesburg, be and she is hereby authorized and instructed to forthwith mail a certified copy of this resolution to Warren C. Perrow, Richmond, Virginia, Consulting Engineer for the Town. Upon motion of Mr. Fishback, seconded by Mr. Isaacs, the following resolution was unanimously adopted : WHEREAS, Samuel Thomas -deposited with the Town of Leesburg, . a certified check for Two Hundred Fifty Uollars ..($250.00) for the installation of sidewalks in front of the Inez Trammell Sub- division; and, WHEREAS, no grades have been established by the Highway Department to this date; NOW, THEREFORE, BE IT RESOLVED, by the .Council of the Town of Leesburg, in Virginia, that the construction of sidewalks in front of the Inez Trammell Subdivision, be., and the same are hereby waived, and the check deposited to insure the installation . of 'said sidewalks be, and the same shall be returned Co Samuel Thomas ; and,. BE IT FURTHER RESOLVED; that the Treasurer is hereby autho- rized and directed to return said check . Upon motion of Mr. Fishback, seconded by Mr. James , the fol- lowing resolution was adopted by a vote of five to one, Fishback, . James , Leach, Pumphrey and Wright voting for and Isaacs against : BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia, that the recommendation of the Planning Commission with respect to the installation of sidewalks on one side in "Prospect Hills Subdivision, " be, and the same is hereby adopted. Upon motion of Mr. Pumphrey, seconded by Mr. Isaacs, the following resolution was unanimously adopted : BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia, that John R. Hollingsworth, Jr. be , and he is hereby appointed a police officer on probation at a salary rate of Three Thousand Three Hundred Dollars ($3,300.00) per year, for a term of two months commencing November 1, 1960; and, • a 6.0. BE IT FURTHER RESOLVED, that the said John R. Hollingsworth, Jr. shall give the prescribed oath prior to entering upon his duties . Upon motion .of Mr. Pumphrey, seconded by Mr. James, the . following resolution was unanimously adopted : BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia, that the amount stated to be the present salary. of the Superintendent of Water and Sewer Works set forth in the reso- lution increasing the salary for said position, adopted October 10, 1960, be and the same snall be amended to read Four Thou- sand Ninety Five Dollars ($4,095 .00) in lieu of Four Thousand Two Hundred Dollars ($4 ,200.00) ; and, • BE IT FURTHER RESOLVED, that Two Hundred FiftyDDollars ($250.00) be appropriated from the Utility Fund and placed in the Operation and Maintenance Personal Services Account in lieu of the One Hundred Fifty Dollars ($150.00) previously allocated. . Upon motion of Mr. Isaacs , seconded by Mr. Pumphrey, the following resolution was unanimously adopted : BE IT RESOLVED, by the. Council for the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to charge off the 1960 Real Estate taxes of the Leesburg Volunteer Fire Company in the amount of Fifty One Dollars ($51 .00) . • • Upon motion of Mr. James , seconded by Mr. Wright , and unanimously adopted, the meeting adjourned. Ay /7 \N iA ayor REGULAR MEETING, NOVEMBER 14 , 1960 A regular meeting 'of the Council for the Town of Leesburg, in Virginia, was to be held November 14, 1960, at 8 :00 P. M. George J. Babson, Mayor, called the meeting- to order at 10:15 P. M. There were present : C. Maloy Fishback , George E. Isaacs, Emerson H. James , Hunter M. Leach, John W. Pumphrey and Austin J. Wright , Councilmen. The minutes of the meeting of October 24, 1960, were ap- proved as previously read. Upon motion of Mr . Fishback, seconded by Mr . Pumphrey, the following resolution was unanimously adopted : xk BE IT ORDAINED, by the Council for the Town of Leesburg, as follaws : • SECTION I It shall be 'unlawful for the owner of any house or other building where human beings congregate or are employed, to use or •.lease said house or building for human occupancy unless and until the premises shall have been connected to an adequate water supply and an approved method of "disposal of human excrement . ' SECTION II . Definitions' A. For the purpose of this ordinance a water supply shall be deemed adequate when provided :
