THE CITY OF RICHMOND, INDIANA, WEDNESDAY, NOVEMBER 21, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Wednesday,
November 21, 2007 in the Community Room at the Municipal Building, 50 North 5th Street, Richmond,
Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also
attending were City Attorney Walt Chidester, Police Traffic Captain Terry Hopkins and City Engineer
Greg Steins.
The following business was conducted:
CALL TO ORDER:
Robinson called the meeting to order and noted for the minutes that all board members and legal counsel
were present.
APPROVAL OF MINUTES:
Board member Lawson moved to approve the November 15, 2007 minutes, with a second by Board
member Flood. Upon a vote viva voce, the motion passed.
CLAIMS FOR PAYMENT:
Board President Robinson made a request to the board to approve the claims for payment in the amount of
$224,388.03. This amount includes $31,913.93 for Fuel at Harvestland Co -Op, $10,700 to Geier
Construction for Roof Replacement at Charles House and $53,865 to Pro -Lawn Care for Sidewalk and
Curb replacement on South 18th Street. Board member moved to approve the payment of claims as
presented, with a second by Board member Lawson. Upon a vote viva voce, the motion passed.
REQUESTS:
A. 2008 Holiday Schedule:
Changes to the proposed 2008 Holiday Schedule include April 4 — Spring Break Day in lieu
of Primary Election Day in May and December 26 in lieu of the General Election Day in
November. Board member Lawson moved to approve the 2008 Holiday Schedule, with a
second by Board member Flood. Upon a vote viva voce, the motion passed.
B. Handicap parking spaces:
Captain Terry Hopkins requested permission to establish two handicap parking spaces in the
900 block of the South Service Alley behind Midtown Pharmacy. Board member Flood
moved to approve Captain Hopkins' request, with a second by Board member Lawson. Upon
a vote viva voce, the motion passed.

BID OPENINGS:
A. Income Survey Proposal:
One proposal was received from Jeffrey Hornsby, PHD. In the amount of $2,500. The survey
would take approximately 30 -60 days. This proposal was taken under advisement for due
diligence.
BID AWARDS:
A. Frontage Road Project — Extension of Enterprise Drive to Williamsburg Pike:
City Engineer Greg Steins recommended awarding this bid to Milestone Contractors L.P. not
to exceed the amount of $151,026.44. Board member Lawson moved to approve Mr. Steins'
recommendation, with a second by Board member Flood. Upon a vote viva voce, the motion
passed.
B. Paved Side Ditch Project #2 — Industries Road in the Midwest Industrial Park:
City Engineer Greg Steins recommended awarding this bid to Bowlin Construction not to
exceed the amount of $48,353.00. Board member Flood moved to approve Mr. Steins'
recommendation, with a second by Board member Lawson. Upon a vote viva voce, the
motion passed.
CONTRACTS:
A. Board President Robinson has been authorized to execute the contracts for Milestone
Contractors in the amount of $151,026.44 and Bowlin Construction in the amount of
$48,353.00.
ADDENDUMS:
A. None
PETITIONS:
A. Driveway Petition — 1055 Radcliff Court: This request has been approved by City Engineer
Greg Steins, Police Traffic Captain Terry Hopkins and the Building Inspector Wayne
Jackson. Board member Lawson moved to approve this request, with a second by Board
member Flood. Upon a vote viva voce, the motion passed.
B. Driveway Petition — 1120 Danbury Lane: This request has been approved by City Engineer
Greg Steins, Police Traffic Captain Terry Hopkins and the Building Inspector Wayne
Jackson. Board member Flood moved to approve this request, with a second by Board
member Lawson. Upon a vote viva voce, the motion passed.

There being no further business, on a motion duly made, seconded and passed unanimously. The meeting
was adjourned.
