REGULAT MEETING , APRIL 24 , 1961 '
A regular meeting of the Council for the Town of Leesburg, in
Virginia, was called to order by George J. Babson , Mayor, at 7:03
P. M. Others present were : George E. Isaacs, Emerson H. James, Hunter
M. Leach, John W. Pumphrey and Austin J. Wright.
In the absence of the Recorder , Hunter M. Leach was=appointed
Recorder pro-tem.
At 7:13 the meeting recessed for further consideration of the
minutes.
Coundil resumed session at 10:10. There were present : C. Meloy
Fishback, George E. Isaacs, Emerson H. James, Hunter M. Leach , John W.
Pumphrey and Austin J. Wright , Councilman, and Elinor M. Cunningham,
Recorder.
Upon motion of Mr. Fishback, seconded by Mr. James, the following
resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Vir-
ginia, that the Virginia Department of Highways be requested to include
in their secondary system of Highways, Madison and Monroe Streets in
Monroe Manor Subdivision, and the extension of Buick Street between
Loudoun and Fayette Streets.
Upon motion of Mr. Fishback, seconded by Mr. Pumphrey, the follow-
" ing resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Vir-
ginia, that the third and fourth of May be designated as the two days
set aside for clean-up week for the Town of Leesburg.
Upon motion of Mr. Fishback, seconded by Mr. Leach, the following
resolution was unanimously adopted :
BE IT RESOLVED„by the Council for the Town of Leesburg, in Vir-
ginia, that street signs be bought and installed on all streets within
the Corporate limits of the Town which are not at the present posted.
Upon motion of Mr. Fishback, seconded by Mr. Isaacs, the follow •

ing resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Vir •

ginia, that the Planning ComMission be requested to submit a plan for
the address numbers within the Corporate limits.
Upon motion of Mr. Fishback, seconded by Mr. Wright , the following
resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Vir-
ginia, that Five Hundred Dollars ($500.00) be appropriated from the
General Fund to the Street Fund for the grading and building of the
twenty foot additional on Buick Street.
Upon motion of Mr. Wright , seconded by Mr. James, the following
resolution was unanimously adopted :

WHEREAS, a resolution was adopted at the April_10, 1961 meeting,
to correct the minutes of the March 27, 1961 meeting relating to the
members present and adoption of resolutions authorizing the issuance of
$40,000.00 water and sewer system bonds , add providing for the publication
thereof ; and ,
WHEREAS, the correction was ineffective for those purposes; and,
WHEREAS, the minutes of the said March 27, 1961 meeting require
further correction;
BE IT THEREFORE RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the resolution relating to the said correction be,
and the same is hereby rescinded ; and ,
BE IT FURTHER RESOLVED, by the Council for the Town of Leesburg,
in Virginia, that the minutes of the March 27, 1961 meeting authorizing
the issuance of $40,000:00 water and sewer system bonds of the Town of
,V Leesburg, and publication of the notice , be , and the same shall hereby
r. be corrected to read as follows :

RESOLUTION AUTHORIZING THE ISSUANCE OF $40,000.00 WATER AND SEWER SYSTEM
BONDS OF THE TOWN OF LEESBURG
WHEREAS, the Council deems it in the public interest to enlarge and
extend its combined water supply and sewage disposal system by making the
improvements hereinafter described, and the Council desires to provide

for the financing of the cost of such improvements ;

NOW, THEREFORE, BE/RESOLVED, by the Council of the Town of Leesburg,
as follows :
(1) The Town of Leesburg shall issue , pursuant to the Public Finance
Act of 1958 of Virginia, its negotiable bonds of the aggergate principal
amount of $40,000.00 to finance the cost of enlarging and extending the
combined water supply and sewage disposal system Maintained- by the Town
• by extending the water and sewer lines from their present terminus at a
. point approximately 1000 feet west of the intersection of Routes No. 7
and No. 773 to the site located at the junction of Routes No. 7 and No.
• 654, owned by the United •States of America, and by the construction of a
sewage ejector station at the north corner of said last mentioned site.
(2) Said bonds shall be designated "Water and Sewer System Bonds"
and shall be dated March -1. 1961 and shall constitute an issue of bonds
payable in annual installments on March 1 in each year as follows:
52,000.00 in each of the years 1962 to 1981 , inclusive. The bonds shall
consist of forty (40) bonds of the denomination of $1 ,000.00 each, and
numbered from 1 to 40, inclusive , in the order of their maturity.

(3) Interest on the bonds shall be payable semi-annually on
March 1st and September 1st, and each bond shall bear interest from
its date at a rate which shall not exceed 6% per annum. The bonds
shall be coupon bonds without privilege of registration.
(4) The corporate seal of the Town shall be affixed to, or im-
pressed upon each-of said bonds and each of said bonds shall be sign-
ed by the Mayor of the Town of Leesburg and shall be attested by the
Recorder of said Town, and each of the interest coupons representing
the interest payable on such bonds shall be authenticated by the
facsimile signatures of said Mayor and Recorder.
(5) Said bonds shall be issued in such form as may be hereafter
prescribed by the Council and shall be issued at such time and in such
manner as the Council may direct.
(6) The full faith and credit of the Town of Leesburg is pledged
to the payment of the principal of and interest on said bonds, and an
ad valorem tax shall be levied annually on all property subject to
taxation by the Town for the purpose of paying such principal and
interest as the same becomes due and payable.
WHEREAS, the Council has by a resolution duly adopted on March 27,
1961 , provided for the issuance of $40,000.00 water and sewer system
bonds described in the notice hereinafter set forth, and it is necessary,
in order to comply with the provisions of the Public Finance Act of 1958,
the the notice hereinafter set forth shall be published ;
NOW, THEREFORE, BE IT RESOLVED, by the Coumcil of the Town of Lees-
burg, in Virginia, as follows:
(1) The Town Recorder is hereby directed to publish the followingI/

NOTICE OF THE ISSUANCE OF BONDS OF THE
TOWN OF LEESBURG
PLEASE TAKE NOTICE that the Council of the Town of Leesburg has by
a resolution duly adopted on "arch 27, b961 , pursuant to• the Public a
Finance Act of 1958 of Virginia, authorized the issuance of bonds of
the Town of Leesburg of the aggretate principal amount of 540,000.00,
dated March 1, 1961 , and that a certified copy of such resolution has
been filed with the Circuit Court of Loudoun County, and that the Town
of Leesburg will issue said bonds to finance the cost of enlarging and
extending the combined water supply and sewage disposal system maintained
by the Town by extending the water and sewer lines fro@ their present
terminus at a point approximately 1000 feet west of the intersection
of Routes No. 7 and No. 773 to the site located at the junction of
Routes No. 7 and No. 654 owned by the United States of America, and
by the construction of a sewage ejector station at the north corner of
said last mentioned site , and that this notice is being published pur- •
suant to Section 15-666.40 of said Public Finance Act of 1958.

(2) The publication of said notice shall be made in THE LOUDOUN
TIMES MIRROR, which is a newspaper having a general circulation in the
Town of Leesburg.
A quorum of the Council being present and voting on the passage of
said resolutions ;
BE IT FURTHER RESOLVED, by the Council for the. Town of Leesburg,
that the minutes of the March 27, 1961 meeting be , and the same are hereby
corrected to indicate that at the convening of the regular meeting March
27, 1961 at 7:02 P. M. the following Councilmen were present : C. Meloy
Fishback, Emerson H. James, George Isaacs , Hunter M. Leach, John W.
Pumphrey and Austin J. Wright ; that the minutes further read that the
Council recessed at 10:30 P. M. , and upon reconvening at 10:55 the
following Councilmen were present : C. Meloy Fishback, Emerson H. James,
George E. Isaacs , Hunter M. Leach and Johh W. Pumphrey.
Upon motion of Mr. Isaacs, seconded by Mr. Pumphrey , the following
resolution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia,
that the sum of 845 ,000.00 be appropriated from the Water and Sewer Fund
for payment of costs incurred in the construction of the Federal Aviation
Agency water and sewer lines. •

Upon motion of Mr. Isaacs, seconded by Mr. Pumphrey, the following
M resolution was unanimously adopted :

a.. BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia,
that it is in favor of the adoption of daylight savings time effective at
the same time and for the same period as it is adopted by the District of
Columbia; and ,
BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted
to the Governor of the State of Virginia and Honorable Lucas D. Phillips,
member of the House of Delegates.
Upon motion of Mr. Leach, seconded by Mr. James, the following reso-
lution was unanimously adopted :
BE IT RESOLVED, by the Coumcil for the Town of Leesburg, in Virginia,'
that WAGE be apprised of the Council 's appreciation for their services and
dedication rendered in the interest of public service; and,
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to WAGE
for their National Radio Month.

Upon motion of Mr. Leach , seconded by Mr. James, the following reso-
lution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia,
that THE LOUDOUN TIMES MIRROR be apprised of the Council 's appreication
for its service and dedication rendered in the interest of public service ;
and,
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to THE
LOUDOUN TIMES MIRROR for National Newspaper Week.
Upon motion of Mr. Leach, seconded by Mr. James, the following reso-
lution was unanimously adopted :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia,
that The Loudoun County Hospital Incorporated , be apprised of the Council 's
appreciation for its service and dedication rendered in the interest of
public service ; and ,
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to The
Loudoun County Hospital , Incorporated, for National Hospital Week May ?
to May 13.

George M. "artin, Esquire, Town Attorney, reported to. the Council
that with respect to the controversy regarding the sanitary land fill at
Watson, Judge Snead thought the matter could be resolved if the Council
could find some other location for the aforementioned land fill.

REGULAR-.MEETING, MAY 8, 1961
A regular meeting of the Council for the Town of Leesburg,
in Virginia was called to order by George J. Babson, Mayor at
7: :05. There were present: George E. Isaacs, Emerson H. Janes ,
Hunter M. Leach, John W. Pumohrey and Austin J. Wright, Council -
men. Council recessed at 7 :10.
The minutes of the meeting of April 24, 1961, were approved
as corrected and amended.
Council resumed session at 10:48 P. M.
Upon motion of Mr . Pumphrey, seconded by Mr . James, . the
following resolution was carried by a vote of five , ? r . Fishback
not being ppesent;
" HZREAS, the Council for the Town of Leesburg, in Virginia,
has requested the Leesburg Planning Commission to amend the
Zoning by rezoningthe R-I District to a R-LL District for
the dose in northwessection of the Town of Leesburg; and,
WHEREAS:,. the Council requested changes. and amendments to
the Subdivision and Zoning Ordinances, to the Planning Commission;
and,
WHEREAS, the Planning Commission has held a public hearing
with respect thereto; and,
NOW, THEREFORE BE IT dEoOLVED. that a public hearing re-
garding the amending of the Zoning Map, Subdivision Ordonance
and Zoning Ordinance be, and the same shall be held at- the Town
Office Building on the 22nd of May at 7 :30 E.D.T. by the Council,
and that the Recorder shall cuuse an appropriate notice thereof
to be inserted in THE LOUDOU:t TIMES MIRROR on the 11th day of
May, 1901.
