HomeMy Public PortalAbout1961_11_27 2-5 • Minutes of the Regular Meeting of the Leesburg Town Council, November 27, 1961 • A regular meeting of the Council for the Town of Leesburg, in Virginia, was held in the .Council Chamber on November 27, 1961. Mayor Frank Raflo called the meeting to order at 7:30 P.M. Councilmen present. were George J. Babson, Stanley F. Caulkins ,. George. P. Hammerly , Hunter M. Leach, Maurice R. Lowenbach, Jr. , and John W. Pumphrey. II In the absence of the Recorder , Mr. Lowenbach was appointed Recorder Pro-Tem. . Upon motion of Mr. Leach, seconded by Mr . Hammerly the minutes of the . , November 13 , 1961 meeting were unaminously approved . Attorney Wilbur C. Hall, representing the Washington Gas Light Company and C. Oscar Berry of that Company appeared before -the Council. Attorney Hall read the following letter to the Council: 00 • WASHINGTON GAS LIGHT COMPANY _ Ct; 1100 H Street, Northwest - Washington. 5, D.C. d` • ,= November 20, 1961 Mayor andCouncil . of the Town of Leesburg in Virginia Dear Sirs: Washington Gas Light Company has requested Wilbur C. Hall, Esq. , to take the necessary steps to obtain a• franchise..authorizing ' the Company to distribute and sell natural gas in the Town .of Leesburg. , The Company will require and , therefore , respectfully requests such . , a franchise for the reasons set forth in this .letter. . Washington Gas Light Company obtains its .supply of .natural gas from Atlantic Seaboard Corporation, which proposes to construct an additional natural gas transmission pipeline extending through Virginia into -the State of Maryland . It is planned that. such trans- _" mission pipeline will be located near Leesburg, at a point slightly west of Goose Creek and Route 7. The pipeline. will extend generally . in a northeasterly direction, and is expected to be ready for service in the fall of 1962. . • This Company has received a, number of requests for gas ser- in Leesburg. It is apparent, therefore , that. the Company should be in a position to make commitments now to render gas service in Leesburg as soon as a supply of natural gas is available. Gas service . _ -will be rendered by this Company in accordance with the Rate Schedules and General Service Provisions filed with and approved by the State Corporation Commission of Virginia. Such Rate Schedules and General Service Provisions are those presently in effect throughout the area now served by this Company. This Company is a domestic corporation of the Commonwealth of Virginia and also of the District of Columbia. Certificate No. G-50a dated January 20 , l960 ,, -of the State Corporation Commission Iauthorizes the Company to furnish gas service in Loudoun- County. The Code of Virginia, however , provides that before placing its .pipes or mains in- the public, space of any.- city or town, the Company must ob- tain the permission os such city or town. • Accordingly , we are required to obtain. a franchise from the Town of Leesburg, in order to be qualified to distribute natural as within the corporate limits of the Town. 9•6 The :draft copies of ordinances submitted to you by Mr. Hall are generally in the same form and substance as those used in other Virginia towns which have granted franchises to the Company. Bittinger President ;Mr. Lowell Colfelt of the National Guard spoke to the Council of the need for a minimum of .five acres on which to construct an armory , he further stated there was $20,000.00 available from Loudoun County for improvements. No action was taken by the Council. - • • The Mayor gave his report to the Council and read three letters he had received: 1. - A 'letter from the Virginia Department of Highways concerning im- , provements •on the Fort Evans Road . 2. A letter from the Michie Company requesting a meeting with the Town Officials regarding Ordinances they are preparing for the Town. Mayor Rano, Town Manager, Sharp and Town Attorney Martin will go to Charlottesville on November 30, 1961. 3. Al letter from the Town Attorney giving his opinion on Church Street extended . The Mayor reminded the Council of the meeting to be held in the Departmental Auditorium in Washington by the Army Corps of Engineers in' connection with the River Bend Dam on November 28th at 8 P. M. , and urged members of Council to attend . Upon conclusion of a report by the Utility Committee and upon motion of Mr. Lowenbach,. Chairman, seconded by Mr. Hammerly. and there being no objection to a roll call the following resolution was adoped by a un- animous vote. WHEREAS, The Town of Leesburg is in need of an additional water supply and is desirous of obtaining a well from Mr. Lucas Da. Phillips and Mr. William W. Nickels , and WHEREAS, it is within the best interests of the Town to know the quality . and -quantity of this water supply , it was RESOLVED , by the Council for The Town of Leesburg, in Virginia, that, the T man Manager is authorized :to enter into an agreement with the Leazer Pump and Well Company, Inc:, of Remington,Virginia, for the testing of said well and is authorized to spend not more that $1300.00 from the Utility Fund for such test and other necessary expenditures to conduct said tests. The Finaace Committee gave their report. • The Town Manager was requested to ask for bids on repairing the roof on the fire house. • Upon motion of Mr. Lowenbach, seconded by Mr.. Hammerly the following resolution. was brought before the Council: BE IT RESOLVED , by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer is hereby authorized to purchase direct Government Securities with a maturity date of not more than one year from date of purchase or make deposits in six month time accounts in recognized savings institutions. After discussion by Council this motion was withdrawn. • : 7 Upon motion of Mr. Lowenbach, seconded by Mr. Pumphrey the following resolution was brought before the Council: • • BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia, that free parking be, and is hereby permitted on the metered parking lot of the Town of Leesburg, said free parking to commence on December 11, 1961, and extend through December 23 , 1961. After discussion by the Council this resolution was amended ,. and II Upon- motion of Mr: Pumphrey, seconded by Mr. Caulkins and there being 'no objection to a roll call vote, the following resolution .was adopted . Yeas , Mr. Caulkins , Mr. Hammerly, Mr. Leach, Mr. Lowenbach and Mr. Pumphrey; Nays , Mr. Babson. . BE IT RESOLVED, by the Council for the Town of Leesburg , in Virginia, that free parking. be, and is hereby permitted on the metered parking lot and streets of the Town of Leesburg , said. free parking to commence on December 11, 1961, and to extend through December 23 , 1961. There being no further business to come before the Council , upon D motion of Mr. Leach, seconded by Mr. Lowenbach the meeting was un- animously adjourned at 9: 50 P .M. f- • H.
