A' duly advertised Public Hearing on the proposed New Charter was called
to order 'by,.Mayor;Frank Baflo at 8:00 P .M. ; Councilmen present were '
G'ebrge ,J:aBab§on, StanlekyF.LCaulkins•jcGeorgeaP: Hammerly , Hunter M.
Leach, Maurice R , Lowenbach and John W. Pumphrey.
Mr. Dan Clemons was the only person appearing at the Public Hearing.
Mr. Clemens raised questions on the following paragraphs of the proposed
II Charter:

4.3 Powers
6.1 Police Court - -
After hearing Mr.- Clemons the Charter was transferred to the Special
• Council Meeting at 8: 15 P.M. .

A Sppecial Meeting of the Leesburg Town Council was called to order
.Z • at 8:1'7 P .11: in the Council Chambers , Leesburg, Virginia by Mayor
: Frank Hanoi,: .Councilmen present were George J. Babson, Stanley F.
Caulklnt.,,. George P. Hammerly , Hunter M. Leach, Maurice R. Lowenbach
and .John W. , Pumphrey. •
Upon Motion of CouncilmanLowenbach. seconded by Councilman Hammerly
the folloWingresolution was brought before the Table. . ' •
WHEREAS, the';Cpuncil for the Town 'of Leesburg , in Virginia, desires to
request the General Assembly to grant a new charter to the Town of
Leesburg, and

WHEREAS , the Council for the Town of Leesburg has complied with Section
15-77.74 of the 1950 Code of Virginia , as amended , by having a draft
of the proposed new charter published in the Loudoun Times-Mirror, a
newspaper of general circulation, and
WHEREAS, a public hearing was held at the time and place as specified
in the public notice and at which time citizens were given an opportunity
to express their views with respect thereto,
THEREFORE BE IT RESOLVED , by the Council for the Town of Leesburg , in
Virginia , that the General Assembly be and is hereby requested to
grant to the Town of Leesburg anew charter in the form as hereinafter
set forth.

BE IT FURTHER RESOLVED , that the Clerk of this Council is hereby auth-
orized and directed to forward sufficient copies hereof and this resol-
ution to the appropriate State officials and to certify the same as
adopted herein.
Upon Motion of Councilman Lowenbach; seconded by Councilman Hammerly
and with General Agreement of the Council Members the following changes .
wrre made in the Proposed Charter of the Town of Leesburg.
CHANGES
II Page 1, Chapter 1, Sec. 1-1 , line 2 , - strike out "Mean" and replace
with"Refer to"
Page 3 , Chapter 3 , Sec. 3-2 , line 2 - strike out "the council shall"
and replace with "each member of the council shall"
Page 3 , Chapter 3 , Sec. 3-2 , line 5 - strike out "for his services as
mayor"
Page 4, Chapter 4 , Sec . 4-1 , line 2 - strike out "not"
Page 4, Chapter 4, Sec . 4-2 , paragraph (4) , line 1 - change "mnuicipal-
ities" to"municipality' s" •
Page 4, Chapter 4 , Sec. 4-3 , line 3 and 4. - strike out "except as other-
wise provided by this charter" and on line 4 after the word manager , add
"except as otherwise provided by this charter"
Page 4„ Chapter 5,• Sec. 5-2, line 1 - strike out "not later than" and
replac. with ".at,!' ., ,
Page 5, Chapter 6, Sec. 6-1, next to the last line - strike out "The
council may provide that such" and replace with"ALL" ; same line strike .
out the word "all" which appears before the word fines.

Page 5, Chapter 7, Sec. 7-1, line 1 - change the spelling of "advise" to
"advice"
Page 5, Chapter 7, Sec. 7-2 , the corrected section should read as
follows: "The municipal manager shall appoint a municipal treasurer,
who shall servelpt ,the pleasure. of. the, municipal manager .. The treasurer
shall receive such compensation and give such bond as may be.-prescribed
by this council , and perform such duties as may be prescribed by the
municipal manager. "

Page 6yChapter 8 on the chapter heading strike out - "Applicability
to 1962 Elections';
The Question was then moved . by Councilman Lowenbach; seconded by.
Councilman Hammerly. and. there being no objection to a roll call vote
the resolution was passed by a vote. of 5 to 1. Voting Yeas , Councilmen,
Caulkins , Hammerly, Leach, Lowenbach and Pumphrey; voting, Nay, - Council-
man Babson.
Upon Motion of Councilman Hammerly, seconded by Councilman Lowenbach
and there being no further business to come before this Special Session
the meeting was adjourned , with unaminous approval,. at 9: 15 P .M.
