INITIATION: The regular meeting of the City Council of the Cit' of Temple City was called to order by Mayor Tyrell at 7:30 P.M. 2. The Mayor then led the Pledge of Allegiance to the Flag.,. 3. INVOCATION: Invocation was given by Rev. Lyman Ellis of the First Methodist Church of Temple City. 4. ROLL CALL: PRESENT: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford t City Manager .!oollett 5. APPROVAL OF MINUTES: Minutes of regular meeting of November 26, 1 962. Councilman Fitzjohn moved to ap' }rove the minutes of the regular meeting or November 26, 1;62, as mailed, Councilman Nunamaker seconded, roll call vote as Follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker,Tyrell NOES: Councilmen -None ABSENT: Cour:r; lmen -None UNFINISHED BUSINESS: 6., ORDINANCE N. 62 -r7: Providing for Executives in Emergency. City Attorney Shatford read title to firdinance No. 62 -c�7 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY PRO- VIDING FOR A CITY COUNCIL I N SITUATIONS OF GRAVE EMERGENCY. He advised he had incorporated into the ordinance the var ous recommendations previously made. There followed a lengthy dis- cussion regarding the various aspects of the proposed ordinance. It was explained this was only an interim situation from the time of existence of an emergency until the area became a dis- aster area and controlled by the military and state of Calif. The City Attorney will present a modified re -draft of this Ordinance at the next Council meeting. 7. RESOLUTION NO, 62 -254: Easement vacation, {Weber Dev. Co. City Attorney Shatford read title to Resolution No. 62 -254 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALI- FORNIA, VACATING EASEMENTS. He explained this was necessary to follow up the Public Hearinc+ held on November 26, r62. Councilman Nunamaker moved to adopt Resolution No. 62 -254, Councilman Dickason secnded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker,Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 8. SETTING PUBLIC HEARING: CURB & GUTTER ON FREER ST. City Manager':'ool1ett advised the request was for curb and gutter installation on both the north and south side of Freer St, from Pal Mal to El Monte Ave. and requested a Public Hear- ing be set. Councilman Fitzjohn moved to set a Public Hearing_ for 7:45 P. M. on December 2.0, 1962, in the Council Chambers. Councilman Merritt seconded, roll call vote as follows: AYES: Counclmen- Dickason, Fitzjohn, Merritt, Nunamder, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None REQUEST FOR CONVEYANCE OF TEMPLE CITY PARK TO THE CITY OF TEMPLE CITY: City Manager Woollett advised it was policy to convey to incorporated cities any county park within its boundaries but this conveyance was held up due to the library situation. At this time he requested the Council move to request this convey- ance now and to direct the City Manager to forward the request to the Board of Supervisors. Councilman Nunamaker moved as 383 Council Minutes, C=:cember 10, 1962 follows: "There is located within the boundaries of this City Temple City -'ark and its facilities. This Park was owned, de- veloped, and maintained by the County c'F Los Angeles to rrovidp services for the then residents o; the unincorporated territory of this City. INSTALLATION +;= T' "AFF I C LIGHT AT TEMPLE CITY BLVD. .,. A: /A.RO OF CONTRACT. The City Manac;er advised the low bidder For this installation was the A -1 Signal Co. for $2900. He recommended the Council award this c:sntract to the A 71 Signal Co. in the amount of $2900, and to instruct the City Attorne" to draw the necessary agreement. PUBLIC HEARING: 53:10 P. M.: Sewer Assessment, Woolly St. The City Attorrey questioned N. F. Bravender, Deputy 7. ec i oral Engineer, regarding the location of work done, on both sides of 'aloofley St. from Berela easterly to within one lot depth of Golden West, and this improvement assessment is for sewers. The City Attorney asked the City Manac.-er as to rece" t o" any protests to this assessment. The City Manager advised there was one protest letter received from L. C. Morticoreno, 77'!2 .loolley St. who had connected to the sewer or Val St. by crossing an adjoining lot. TRAFFIC COMMISSION RECOMMENDATIONS: #5. Recommend speed check on Golden West Ave. between Camino Re-. and Las Tunas prior to installation of 25 mph signs on north city boundary, north and south of Longden Ave. and north of Las Tunas Dr., with pavement markings at these locations and also north and south of Lemon Ave. and Garibaldi, and also a speed check taken following installation of 25 mph markings. #7. 4350 Temple City Blvd.- recommend addition of 27 ft. of red curb marking on the south side of subject driveway southerly to existing red curb markings. #9. School Markings on Lemon Ave. - recommend school sign south side of Lemon Ave, at east line of Golden West Ave. Following discussion Councilman Fitzjohn moved to approve items #5, #7 and #9, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen .-Dickason, Fitzjohn, Merritt, Nunamaker, Tyrel Noes: Councilmen -None ABSENT :Councilmen -None Gidley St.= recommend placement single skip centerline striping between existing double line striping north of Gidley on Clover - ly to south approach to Lower Azusa Road. Councilman Merritt moved to approve, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrel NOES: Councilmen -None ABSENT: Councilmen -None TOW AWAY SIGNS: Recommend City Council instruct the City Attor- ney to prepare an ordinance necessary to permit tow away zone re stricted parking signs within the City and to place such signs o Baldwin Ave. between Daines Dr. & Lower Azusa, posting to be for 11 AM to 1 PM on the east side and 3:30 PM to 5:30 PM on the wes side for Santa ::Anita ° rac i ng season commencing December 26, 1962 through March 11, 1963. Also to recommend that the City Attorne consider the drafting of an enabling ordinance establishing the authority for the removal of vehicles in such established zones as may be approved from time to time. Councilman Dickason moved to approve the recommendation of the Traffic Commission, Counci- man Nunamaker seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrel NOES: Councilmen -None ABSENT: None BARELA AVE. & BLACKLEY ST.- BOULEVARD STOP Recommend placement of STOP and stop bar pavement markings on Barela Ave. at the north and south approaches to Blackley St. Councilman Fitzjohn moved to approve, Councilman Dickason second ed, roll call vote as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrel NOES: Councilmen -None ABSENT: Councilmen -None TRAFFIC SIGNAL - LAS TUNAS DRIVE AT SULTANA Recommend installation of a 12" red sense on the signal at the west approach to Sultana on Las Tunas Drive. Councilman Merritt moved to approve, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrel NOES: Councilmen -None ABSENT: Councilmen -None Councilman Nunamaker requested the City Manager to have the roac Dept. check the intersection of Cloverly and Broadway as there is always water standing there, and also regarding the traffic problem on Sunday mornings, which the City Manager will refer tc the Traffic Commission. At this time Councilman Nunamaker announced Santa Claus had beer here and presented the Councilmen and the audience with some of "those delicious candies from COOL'S" which everyone enjoyed. 15.. RESOLUTION NO. 62 -253: Warrants & Demands. Councilman Fitzjohn 385 1 1 Council Minutes, December 10, 1962, page 4 moved to approve Resolution No. 62- 2:53, warrants and demands in the sum of $44,502.06, Demand Nos. 201 through 2104, and Mos. 2110 through 2137 and Nos. 2139 throuch 2153. Councilman Merr i t seconded, roll call vote as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen-None ABSENT: Councilmen -None 16. COMMUNICATIONS: a. L. A. County Boundary Commission: proposed annexation 25'9, 302, 306, C i t y of E l Monte. Councilman Merritt moved to receive and file, Councilman Muna- maker seconded, and carried. b. Santa Anita Girl Scout Council: request to conduct annual sale of Girl Scout Cookies Febr. 8 to March `3 including the Camellia Festival. Councilman Dickason moved to approve, Councilman Fitzjohn seconded, and carried. c. Greater Los Anceles Chapter National Safety Council: Request passage of Resolution concerning accident prevention during Holiday season. Councilman Dickason moved to approve, Councilmar Fitzjohn seconded, and carried. At this time Reinhard Roesch, German Foreign exchange student was introduced and he spoke briefly. He was welcomed by the Mayor on behalF of the Council, who also thanked him For his comments. 17. TIME Fell THOSE 10 THE AUDIENCE WHO t,' I SH TO SPEAK: No one came forward at this time. 18. MATTERS FROM CITY OFFICIALS: City Attorney Shat F ord read title to Ordinance No. 62 -9" AM 0RD I .. NANCE OF THE CITY OF TEMPLE CITY RENUMBERING CERTAIN SECTIONS OF THE TEMPLE CITY MUNICIPAL CODE. He explained this was merely to correct a duplication of numbers. Councilman Dickason moved to waive further readino of Ordinance P'o. 62 -98, Councilman Nunamaker seconded, roll call vote as Follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -gone ABSENT: Councilmen -None As this was the 1st reading no further action was taken. The City Attorney ^resented a letter and resolution From the Upper San Gabriel /alley Municipal 'later District recardina an- nexation to the Metropolitan Water District, and advised the City to approve their recommendation. Councilman Dickason moved to instruct the City Attorney to ±prepare the necessary Resolutior. Councilman Nunamaker seconded, and carried by roll call vote: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None The City Attorney is the representative from the City Assn. Councilman Merritt asked about street lights stating, a number of corners do not have .lights. The City Manager requested locations and he would check them out with Edison. The City Manager advised the San Gabriel Valley Symphony Assn. had sent 10 passes and recommended they be sent to the High School Music Dept. for their use to wh ch the Council agreed. City Manager':'oollett presented a letter requesting permission for a charitable solicitation permit For Christmas caroling with the funds to he riven to Casa Colina of Pomona. Councilman Dickason moved to approve, Councilman Nunamaker seconded, carried Councilman D; kason asked renardino removal of the Old Legion Building on ti-,e L L rary property and the City Manager advised the demolition �nroject was out for bid and he will report back to the Council at a later date. 386 Council Minutes, December 10, 1962, page 5 Mayor Tyrell spoke in detail regarding the Contract Cities Committee on Law Enforcement costs advising they will appear be- fore the Board of Supervisors on next Tuesday on this issue. He informed the Council on the progress made and meetincxs planned prior to next Tuesday Following the above report of the Mayor Councilman Fitzjohn move: to adjourn to the 20th of December, 1962, at 7:30 P.
